Driving in Florence: ZTL Scudo Verde (ZSV)

Florence, Italy · Low emission zone

In force in Florence right nowTuesday, 13 October 2026 at 11:04 · Europe/Rome

This is the one Italian scheme in our corpus with no public-holiday question to answer: the governing provision says the ban applies on every day of the year, so there is no exemption we could be missing.

The timetable says when the scheme is running, not whether your car is banned. Read the emission classes above — for most vehicles the Scudo Verde is permanently on and permanently irrelevant.

Operating times only, read from the source below. It does not check your vehicle.

What applies

The Scudo Verde is an environmental limited-traffic zone covering most of built-up Florence, switched on for enforcement on 1 April 2025 and watched by 77 camera gates. It is not a charge and there is nothing to buy: it is an outright ban on the oldest and dirtiest vehicle classes, in force around the clock every day of the year.

The city's own estimate is that it affects fewer than 10% of the vehicles on Italian roads, broadly those built before 1997. It sits on top of the historic-centre ZTL, which keeps its own separate and stricter rules.

Daily charge

There is no charge. The operator states in as many words that the scheme 'non prevede alcun pedaggio' — it does not levy a toll. A banned vehicle cannot buy its way in; it either qualifies for an exemption or it must stay out.

When it operates

Always. The ban on the listed vehicle classes runs from 00:00 to 24:00 on every day of the year.

Area covered

About 38 km², which the city gives as 66% of the built-up area and 37% of the municipal territory, inside a 50 km perimeter marked by 77 camera gates. The perimeter is drawn to leave several destinations reachable from outside it, including the Careggi hospital complex, Vespucci airport, the main industrial areas and the large shopping centres.

Why there is no map here
Florence publishes this zone's boundary as a picture served in tiles, not as a shape a computer can read, and its open-data portal offers only the gate positions. We warn at city level and point you at the city's own map.

Penalty if you do not comply

The governing provision says entry in breach of the rules is punished under article 7, paragraph 14 of the Italian Highway Code, whatever the reason for the breach. It does not state an amount, and neither does any other official page we could read. Not estimated.

How to comply
  • Check the vehicle's emission class first. If it is not in the banned table it may drive in, and nothing has to be registered.
  • Emergency and public-service vehicles carrying a special plate are exempt automatically, because the cameras can recognise them.
  • Other exempt vehicles must have their number plate registered online BEFORE the first entry — the registration is what stops the fine being issued, and there is no way to fix it afterwards.
  • Registration is required for: unmarked armed forces, police, hospital, health authority, fire and civil protection vehicles; ambulances and patient-transport vehicles; vehicles permanently equipped to carry disabled passengers; and holders of a disabled person's badge (CUDE) issued by another municipality.
  • Also exempt with registration: vehicles running on methane or LPG, including bi-fuel petrol-methane and petrol-LPG; and vehicles of historic and collectors' interest holding a Certificate of Historic Relevance, or with historic status noted on the registration document.
  • An exemption lasts up to five years, or two years for historic vehicles, and runs from the day it is entered online.
  • A permit already held for the historic-centre ZTL also covers the Scudo Verde until it expires, and needs no separate registration — but a vehicle caught by the environmental ban cannot be issued a new ZTL permit unless it falls under one of the exemptions.
