Partly in force in San Lazzaro di Savena right nowTuesday, 13 October 2026 at 11:05 · Europe/Rome

  • In force Monday to Friday, 1 October 2026 to 31 March 2027: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2
  • Not in force The twenty-five ecological Sundays the order prints as dates, 1 October 2026 to 31 March 2027: everything banned on a weekday, plus diesel Euro 5. ✅ This is a quoted calendar, not a reading. Point 3 lists the dates themselves; all twenty-five were checked against the calendar on 2026-10-01 and all are Sundays.

Lifts Tuesday, 13 October 2026 at 18:30 local time.

🔑 THE SUNDAY RULE IS STRICTER THAN THE WEEKDAY RULE. Diesel Euro 5 is banned on the twenty-five ecological Sundays and in emergencies, and allowed Monday to Friday. Nothing else in the vehicle lists changes between the two.

✅ THE SUNDAY CALENDAR IS QUOTED, NOT DERIVED. Point 3 prints twenty-five dates. Recomputed on 2026-10-01: all twenty-five are Sundays, none repeats, and the single Sunday of the season they omit is 28 March 2027, which is Easter Sunday by calculation and which point 2 names among the suspended days in any case.

⚠️ ONE OF THE SIX SUSPENDED DAYS CANNOT SUSPEND THE RULE IT IS ATTACHED TO. Point 2 suspends "il divieto alla circolazione di cui al presente punto 1", which runs Monday to Friday, and then lists Sunday 28 March 2027 among the days. For point 1 that entry is inert. It is not wasted, because the Sunday list omits the same date — but the inert-day shape is the one Carpi showed a day earlier with a Saturday, and it is now the second instance.

⚠️ THE ORDER CALLS THURSDAY 17 DECEMBER 2026 A DAY OF FESTIVITY AND NEVER SAYS WHY. The weekday is right — 17 December 2026 is a Thursday, recomputed. But it is not an Italian national holiday, and 8 December, the Immacolata, which other orders in this family do suspend, is absent from the list. The date is reproduced as published and not repaired.

⚠️ THE BAN IS ALSO SUSPENDED ON DAYS OF PUBLIC-TRANSPORT STRIKES, which cannot be put in a timetable. On a strike day the ban is off.

⚠️ THE EMERGENCY MEASURES ARE NOT IN THE TIMETABLE AND CANNOT BE. Arpae issues its bulletin on Mondays, Wednesdays and Fridays for the Città Metropolitana di Bologna; the measures start the day AFTER the bulletin and run to the next control day inclusive, 08:00 to 19:00, on any day of the week.

🚨 AN ANNEX THE ORDER SAYS IS ATTACHED IS NOT IN THE PUBLISHED FILE. Point 11(c) exempts special-purpose vehicles "vedi punto A, allegato n. 3 alla Relazione generale del PAIR 2030, allegato alla presente" — attached to this order. The PDF has fifteen pages: thirteen of ordinance, Allegato 1 and Allegato 2. There is no Allegato 3. A driver relying on that exemption has to find the PAIR 2030 general report separately.

⚠️ THE ZONE'S SHAPE IS A DRAWING AND ONE OF THE TWO DRAWINGS IS A RASTER. Allegato 1, San Lazzaro's own plan, yields zero characters to either text reader and is built from forty sliced JPEG bands; its street labels and its title are pixels. Allegato 2, Ponticella's plan, is vector and gives up its street names and its legend. One order, two annexes, two different kinds of document.

⚠️ MOVE-IN EXEMPTS THE WEEKDAY BAN ONLY, in the order's own words. It does not help on an ecological Sunday or under emergency measures.

⚠️ THE ORDER DOES NOT STATE A POPULATION. It states that the PAIR assigns it a minimum of 300 checks a year, and the PAIR table it quotes puts 300 in the 20,000-to-50,000 bracket; Arpae lists it on the register for comuni above 30,000. No headcount is published in the document and none is recorded here.

Operating times only, read from the source below. It does not check your vehicle.

What applies

San Lazzaro di Savena, a comune of the Città Metropolitana di Bologna, closes two separate built-up areas to older vehicles for the 2026-2027 winter under Ordinanza sindacale n. 21/2026, signed by the Mayor, Marilena Pillati, on 29 September 2026 and published by Arpae Emilia-Romagna.

There is no charge and no permit to buy: a vehicle is either allowed in or it is not. 🔑 THE SUNDAY RULE IS STRICTER THAN THE WEEKDAY RULE, AND THAT IS THE THING A DRIVER HERE MOST NEEDS TO KNOW. Monday to Friday, 08:30–18:30, the ban reaches diesel up to Euro 4.

On the order's twenty-five named ecological Sundays, in the same window, it reaches diesel up to Euro 5 — one generation further. The petrol, LPG/petrol, methane/petrol, moped and motorcycle lists are identical in both: Euro 0 to Euro 2. A diesel Euro 5 may therefore drive through the zone on a Tuesday and may not on the Sunday after it. 🔑 AND THE SUNDAYS ARE PRINTED AS DATES, NOT AS A FORMULA.

Point 3 lists twenty-five of them, 04/10/2026 through 21/03/2027. Recomputing the calendar rather than trusting the count: the season contains twenty-six Sundays and exactly one is absent from the list, 28 March 2027 — which is Easter Sunday, computed, and which point 2 separately names among the suspended days. Two independent mechanisms in the order say the same thing about that one date.

This matters beyond San Lazzaro: Carpi, read a day earlier, defines its Sundays as a class and leaves the PAIR recital's "4 domeniche al mese" unreconciled, so its calendar is a reading. San Lazzaro's is a quotation. The zone is two disjoint pieces — the built-up area of San Lazzaro di Savena itself and the built-up area of Ponticella — drawn on two annexed plans that the order makes part of itself.

Twelve named road itineraries are carved out of the ban so that the park-and-ride car parks stay reachable. Emergency measures, when Arpae's bulletin calls for them, widen the window to 08:00–19:00, add diesel Euro 5 to the weekday list and run on Saturdays and Sundays too. ⚠️ Move-In does not help on a Sunday.

Point 11(d) exempts vehicles enrolled in the regional Move-In telematics scheme "solo relativamente alle limitazioni strutturali di cui al punto 1" — the Monday-to-Friday ban only. On an ecological Sunday and under emergency measures the enrolment buys nothing.

The fine for breaching the circulation limits is an administrative penalty of €168.00 to €679.00, with the licence suspended for fifteen to thirty days on a repeat within two years.

Comune di San Lazzaro di Savena (BO), Area 2 — Programmazione del Territorio, 2.3 Settore Mobilità — Ordinanza sindacale n. 21/2026 del 29/09/2026, "Provvedimento per il contenimento dell'inquinamento atmosferico da PM 10 e altri inquinanti nel Comune di San Lazzaro di Savena — blocco parziale del traffico e altre disposizioni anno 2026-2027", signed digitally by the Mayor, Pillati Marilena, and published by Arpae Emilia-Romagna. This is the operative instrument: fifteen pages of which thirteen are the order and two are the annexed plans it makes part of itself

Daily charge

There is no charge. This is a prohibition, not a toll: a vehicle below the threshold may not enter the two built-up areas during the restricted hours, and no payment, day pass or permit is offered that would let it.

The only thing resembling a bought exemption is the regional Move-In telematics scheme, which meters annual mileage rather than selling entries, and which this order admits against the Monday-to-Friday ban only. The figure a driver will meet instead of a charge is the fine: €168.00 to €679.00.

When it operates

Season: 1 October 2026 to 31 March 2027. Outside those dates nothing in this record applies. • Monday to Friday, 08:30–18:30 (point 1): petrol, LPG/petrol and methane/petrol Euro 0 to Euro 2; diesel Euro 0 to Euro 4; mopeds and motorcycles Euro 0 to Euro 2. • Twenty-five named ecological Sundays, 08:30–18:30 (point 3): the same lists, except that diesel runs Euro 0 to Euro 5.

The dates the order prints are 04, 11, 18 and 25 October 2026; 1, 8, 15, 22 and 29 November; 6, 13, 20 and 27 December; 3, 10, 17, 24 and 31 January 2027; 7, 14, 21 and 28 February; and 7, 14 and 21 March. • Emergency measures, 08:00–19:00 (point 8.1): the Sunday vehicle list, on whatever day the measures are running, Saturdays and holidays included. 🔑 THE SUNDAY LIST WAS CHECKED AGAINST THE CALENDAR RATHER THAN COUNTED FROM THE PAGE.

All twenty-five printed dates are genuinely Sundays and none is repeated. The season holds twenty-six Sundays; the missing one is 28 March 2027, Easter Sunday, which point 2 also names among the suspended festivity days.

So the order excludes it twice and contradicts itself nowhere. ⚠️ WEEKDAY SUSPENSIONS (point 2): Thursday 17 December 2026, Friday 25 December 2026, Friday 1 January 2027, Wednesday 6 January 2027 and Monday 29 March 2027.

The order writes the weekday name for every one of them and all six are correct when recomputed — which is worth saying, because Carpi, the record written immediately before this one, prints no weekday names at all and left the whole split to us.

The sixth day the order lists, Sunday 28 March 2027, cannot suspend a Monday-to-Friday ban; it does its work by being absent from the Sunday list instead. ⚠️ Point 2 also suspends the ban on days of public-transport strikes. Those are not known in advance and are not in the timetable; a strike day is a day the ban is lifted.

Area covered

Two disjoint built-up areas, named together in every operative point: "le aree dei centri abitati di San Lazzaro di Savena e Ponticella, come da planimetrie allegate, n. 1 e n. 2".

Ponticella is a frazione on the hillside south-west of the town, not a separate comune, and there is open ground between the two, so a driver can be inside the ban, outside it and inside it again on one journey across the municipality. Castenaso, also in the Città Metropolitana di Bologna and also with no union between it and the metropolitan city, splits its zone the same way — capoluogo plus one named frazione.

Two records is an observation, not a rule. 🚨 THE LEGEND DESCRIBES ROADWAYS AND THE DRAWING PAINTS AN AREA, AND THE AREA IS IN NEITHER LEGEND. Both plans carry the same four-entry legend — "Strade non percorribili con divieto di circolazione", "Strade percorribili per accesso ai parcheggi", informative signs, park-and-ride car parks — so every entry names a line or a point.

Yet both plans fill a polygon, yellow on Allegato 1 and cream on Allegato 2, and neither legend says what that fill is. The order's own words settle it: point 10 says "le aree dei centri abitati ... sono individuate nelle planimetrie allegate".

The fill is the zone; the legend is incomplete rather than wrong. ⚠️ That is not Carpi's problem a day earlier, where the legend named two different boundaries and the text named the larger while the smaller was the zone. Here the legend omits; there it contradicted. 🔑 AND WHERE CARPI'S MAP AND TEXT DISAGREED ABOUT THE PARK-AND-RIDE CORRIDORS, THESE TWO AGREE.

Carpi's order called its corridors "liberamente percorribili" while its plan said "ESCLUSIVAMENTE PER ACCEDERE AI RELATIVI PARCHEGGI SCAMBIATORI". Here the legend says "Strade percorribili per accesso ai parcheggi" and point 10 says the excluded itineraries are those "di accesso e uscita ai parcheggi scambiatori". Same two documents, same two statements, and this time they say one thing.

Carpi's conflict is a fact about Carpi, not a property of the family. Twelve itineraries are excluded from the ban by point 10, and unlike Carpi's nine perimeter roads — which existed only on the drawing — all twelve are named in the ordinance text: via C.

Jussi from via Bellaria to the roundabout with via Woolf; via Bellaria and via Pontebuco; via Martiri di Pizzocalvo; the axis via Woolf – via Palazzetti – via Giovanni XXIII as far as the car park by the Jussi middle school; via Croara; via Caselle from the municipal boundary, via Poggi and via Caduti di Sabbiuno as far as the car park by the Palasport; via Cà Ricchi and via Ronco Maruni for the interchange car parks at the SFM station; via Caselle, via Poggi, via Carlo Berti Pichat and via Martiri delle Foibe as far as the Emilia/Martiri delle Foibe car park; via Maestri del Lavoro and via Aldo Moro for the Emilia/Aldo Moro and Emilia/Cimitero car parks; via Emilia between via Idice and via Aldo Moro/Vernizza for traffic to and from the Tangenziale and the Emilia/Cimitero interchange; vie Scuole del Farneto and Vernizza for traffic to and from the Tangenziale; and via S.

Ruffillo. 🚫 No boundary coordinates are published. The shape is a drawing, and one of the two drawings is a photograph of a drawing.

Why there is no map here
Both plans were rendered and opened before this was written, as D-339 requires. They are pictures, not geometry: no coordinate list, no GeoJSON, no shapefile, no WMS, and the file is a PDF of a map rather than a map. 🔑 AND THE TWO ANNEXES ARE UNUSABLE FOR TWO DIFFERENT REASONS, WHICH IS WHY THIS IS NOT A ROUTINE published_unusable. Allegato 1, San Lazzaro's own plan on page 14, is RASTER: scripts/pdf-page-gap.mjs reports mapped=0 for that page, scripts/pdf-images.py finds forty image objects of which most are 534 × 14 px JPEG bands — a scan sliced into strips — and the needle "Allegato 1" misses on both text readers. Its street labels and its legend are pixels. Allegato 2, Ponticella's plan on page 15, is VECTOR with live text: its street names and its full legend come out of PyMuPDF, and the needle "Allegato 2" matches. One order, one file, two annexes of different kinds. What both drawings do give a reader, once opened, is the shape of the thing: a filled polygon — yellow on Allegato 1, cream on Allegato 2 — with the park-and-ride corridors drawn through it as coloured lines, cyan on the first and blue on the second, red dots where the information signs stand and a P marker at each interchange car park. ⚠️ The filled polygon is in neither legend. Both legends describe only lines and points, so the single most important figure on each plan is the one neither explains. Point 10 of the order supplies the missing sentence: the areas "sono individuate nelle planimetrie allegate". ⚠️ The two legends are not quite identically worded, and the difference is left as published: Allegato 1 says "Cartelli informativi blocco traffico", Allegato 2 says "Cartelli informativi blocco del traffico" (V-049). 🚫 No boundary is therefore derived, traced or estimated. The twelve open itineraries in the record's area field are the order's own text, which is where this comune's roads are reliably named — unlike Carpi, whose nine perimeter roads existed only on the drawing.

Petrol standard

Euro 2 and older are banned, and this is the one list that does not change between the weekday rule and the Sunday rule. Point 1 and point 3 both name "veicoli alimentati a benzina EURO 0, EURO 1 ed EURO 2, non conformi alla direttiva 98/69/A CE e successive o alla direttiva 99/96/A CE e successive", and bilingual-fuel vehicles — LPG/petrol and methane/petrol — are listed on the same terms.

Mopeds and motorcycles are also banned at Euro 0 to Euro 2, under directives 2013/60/CE and 2003/77/CE respectively. Euro 3 petrol and newer may circulate throughout, including under the emergency measures.

Diesel standard

🚨 THE DIESEL CUT-OFF MOVES WITH THE DAY OF THE WEEK, AND IT IS THE ONLY VEHICLE CLASS IN THIS ORDER THAT DOES. • Monday to Friday (point 1): banned at Euro 0 to Euro 4 — "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3 ed EURO 4 non conformi alla direttiva 2005/55/CE B2 e successive o alla direttiva 99/96 fase III oppure Riga B2 o C e successive".

Euro 5 may drive. • On the twenty-five ecological Sundays (point 3) and under emergency measures (point 8.1): banned at Euro 0 to Euro 5, by reference to "regolamento 715/2007*692/2008 (Euro 6 A o Euro 6 B)". Euro 5 may not drive. ⚠️ The order's preamble explains why the weekday line sits where it does and not one generation higher.

Legge n. 105 of 18 July 2025 requires a structural Euro 5 diesel limit from 1 October 2026, but in the first instance for comuni above 100,000 inhabitants; L.R. Emilia-Romagna n.

9 of 28 July 2026 repeats that threshold, and DGR n. 1505 of 7 September 2026 sets compensating measures for those comuni instead. San Lazzaro di Savena is not one of them, so its weekday structural ban stops at Euro 4 — and the comune applies Euro 5 on Sundays and in emergencies on its own account.

Penalty if you do not comply
€168.00 An administrative fine of €168.00 to €679.00 for breaching the circulation limits, under art. 7, paragraphs 1b and 13-bis of the Codice della Strada, "salvo adeguamenti" under art. 195, and on a repeat within two years the licence is suspended for fifteen to thirty days. €168 is the floor recorded in the amount field; a reader should expect the figure actually demanded to be set between the two. 🔑 €679, NOT €678. Measured on the file: "679" appears once and "678" not at all. The family is split on this one euro — twelve orders print €679 and three print €678 — and San Lazzaro joins the larger group. 🚫 No winner is declared from that count and no mechanism is proposed for the split (D-261): the three €678 orders do not share a union, so proximity does not explain it either. The order carries four other penalty bands that are not traffic fines and are recorded here only so that the €168–679 figure is not read as covering them: €300 to €3,000 for burning vegetable residues (points 4.3 and 4.4); €50 to €500 for non-compliant pellet (point 7.1); €50 to €500 for a shop leaving its door open while heating or cooling (point 7.2); and €25 to €500 for anything else the ordinance requires. Payment falls due within sixty days, and the last four bands rise by 20 per cent if paid late.Source: Comune di San Lazzaro di Savena, read 2026-10-01

How to comply
  • Check the date first. The scheme is dormant from 1 April to 30 September and bites from 1 October 2026 to 31 March 2027.
  • Then check the day, because the diesel line moves. Monday to Friday, 08:30–18:30, diesel is banned up to Euro 4. On one of the twenty-five ecological Sundays, same window, it is banned up to Euro 5. Petrol, LPG/petrol, methane/petrol, mopeds and motorcycles are banned up to Euro 2 on both. Saturday carries no ban unless the emergency measures are running.
  • If you drive a diesel Euro 5, the Sundays are the whole question. The order prints them as dates: 4, 11, 18 and 25 October 2026; 1, 8, 15, 22 and 29 November; 6, 13, 20 and 27 December; 3, 10, 17, 24 and 31 January 2027; 7, 14, 21 and 28 February; 7, 14 and 21 March. Every other Sunday of the season is on that list; the only one that is not is Easter Sunday, 28 March 2027.
  • Do not count on Move-In to get you through a Sunday. Point 11(d) exempts enrolled vehicles from the Monday-to-Friday ban only, in terms — "solo relativamente alle limitazioni strutturali di cui al punto 1".
  • Check Arpae's emergency bulletin, issued on Mondays, Wednesdays and Fridays, at https://www.arpae.it/it/temi-ambientali/aria/liberiamo-laria/bollettino-misure-emergenziali — when it calls for measures in the Città Metropolitana di Bologna they begin the NEXT day, run 08:00–19:00, add diesel Euro 5, and apply on Saturdays and Sundays too.
  • Remember the zone is two pieces, not one: the built-up area of San Lazzaro di Savena and the built-up area of Ponticella. Crossing the open ground between them does not mean you have left the scheme.
  • If your vehicle is banned, the park-and-ride routes stay open — among them via C. Jussi, via Bellaria and via Pontebuco, via Croara, via Emilia between via Idice and via Aldo Moro/Vernizza, and via S. Ruffillo — and they are open for reaching and leaving the interchange car parks, which is what both the text and the plans say.
  • Exemptions that need no application: electric and hybrid cars; car-pooling with at least three people aboard in a four-seater or more, or two in a two- or three-seater; special-purpose and specific-transport vehicles; emergency, rescue and public-transport vehicles; vehicles carrying a disabled person's badge; journeys to urgent or scheduled medical treatment and blood donation with the certificate to hand; home-care staff and doctors or vets on an urgent house call; perishable goods, medicines and medical gases; registered historic vehicles during organised events; vehicles booked in for a roadworthiness test; market and fair traders reaching their pitch; guests of hotels inside the zone, arriving and leaving, with a booking or a stamped attestation to the municipal police within ten days; and N2/N3 lorries over 3.5 tonnes between the operator's depot and the roads outside the ban.
  • A breach costs between €168 and €679, and a second breach within two years also costs fifteen to thirty days of your licence.
