Driving in Riccione: Low emission zone

Riccione, Italy · Low emission zone

Official name Limitazioni alla circolazione e regolamentazione impianti a biomassa legnosa nel territorio del Comune di Riccione — periodo dal 1° ottobre 2026 al 31 marzo 2027 (Atto Sindacale n. 86 del 28/09/2026)

Partly in force in Riccione right nowTuesday, 13 October 2026 at 11:05 · Europe/Rome

  • In force Monday to Friday, 1 October 2026 to 31 March 2027: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2
  • Not in force The twenty-four ecological Sundays: the weekday list plus diesel Euro 5

Lifts Tuesday, 13 October 2026 at 18:30 local time.

🔑 Unlike the Rimini and Modena orders, this one carries no automatic extension of the end time. Its preamble recites article 17 of the PAIR Technical Implementation Rules, which adds local additional measures once twenty-five daily PM10 exceedances are recorded in a calendar year, and its operative part never enacts them. 18:30 therefore holds for the season, subject only to the emergency measures below.

The emergency measures are not in this timetable and cannot be. Arpae issues the bulletin on Mondays, Wednesdays and Fridays; when it calls for the measures in the province of Rimini the ban runs 08:00–19:00 from the following day until the next control day inclusive, on any day of the week, and reaches diesel Euro 5. Check the bulletin for the day you travel.

Strike days are not in this timetable for the same reason: the order lifts the weekday ban on any day of a local public transport strike, and those are called at short notice.

Saturday carries no rule because the order never names Saturday. That is not the same as an express exemption, and it holds only while the emergency measures are off.

⚠️ This timetable is a clock and a vehicle list. It says nothing about where you are: the SS16 boundary, viale Felice Pullè and the three groups of excluded access routes are not encoded here, and a vehicle on the banned list is outside the ban on those roads and inland of the SS16 at every hour in this table.

The order's other measures are outside this timetable because they are not about driving: the heating-season start date of 1 November 2026, the indoor temperature limits of 19°C and 17°C, the biomass and open-burning rules, the pellet certification duty and the shop-door obligation all run on their own periods.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Riccione closes its seafront to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027. Monday to Friday, 08:30 to 18:30, the ban catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2.

The zone is the urban area on the sea side of the SS16 — "Zona urbana a mare della Strada Statale 16" — so one trunk road and the Adriatic are the whole boundary, and the SS16 itself is excluded along with a long list of named routes to the main car parks and the hospital. 🚨 That sentence is word for word the one Rimini's order uses next door, and it is the only thing the two coastal orders have in common once you read past it.

Sundays are stricter than weekdays: every Sunday of the season is an ecological Sunday except 1 November 2026 and 28 March 2027, and on those twenty-four Sundays the diesel line moves one class further and catches Euro 5 as well. Nothing is on sale. There is no day ticket, no charge and no payable derogation; a banned car does not become admissible by paying.

The weekday ban is also lifted on six named days and on any day when local public transport is on strike. ⚠️ One of those six is not a national holiday: the order lists Wednesday 11 November 2026 among its "giorni festivi" and gives no reason for it.

The regional emergency measures can be switched on for the whole province of Rimini on any day of the week, and then the ban runs 08:00 to 19:00 and reaches diesel Euro 5. 🔑 Unlike Rimini, Riccione sets no automatic extra hour: its preamble recites the PAIR rule that adds one after twenty-five PM10 exceedances, and its operative part never enacts it, so 18:30 means 18:30 here for the whole season.

Electric and hybrid vehicles, electric mopeds and motorcycles, cars carrying at least three people, and guests driving to and from hotel-type accommodation inside the zone are outside the ban. The ban is on circulation, so it is driving, not parking, that is caught.

Comune di Riccione — Atto Sindacale n. 86 del 28/09/2026, Settore 5 Governo sostenibile del Territorio, Servizio Ambiente, published by Arpae Emilia-Romagna, the regional agency that collects the implementing ordinances of every municipality bound by the PAIR 2030

Daily charge

Nothing is charged and nothing is on sale. The order bans the listed classes from circulating and then lists the vehicles, roads and journeys that are excluded; there is no day ticket, no registration fee and no payable derogation a visitor could buy.

The one route by which a banned vehicle can be authorised is Move-In, the regional telematics scheme, and this order draws its limit more tightly than most: point 10 admits Move-In vehicles "solo relativamente alle limitazioni strutturali di cui al punto 1" — only in respect of the weekday ban — on the terms of Annexes A, B and C to regional decision DGR n. 1493 of 22/09/2025 and under Riccione's own standing order n.

87 of 29/09/2025. 🔑 That wording puts the exclusion in the operative article rather than leaving it to the preamble: a Move-In black box does nothing on any of the twenty-four ecological Sundays and nothing while the emergency measures are running, and a reader does not have to work that out from a recital.

Move-In is in any case a scheme for vehicles registered in the participating regions rather than something a foreign visitor can buy on arrival. Neither the order nor the regional decision states a price in the documents read here, so none is given.

When it operates

Seasonal, and the season had just opened when this was read. The ban runs from 1 October 2026 to 31 March 2027.

Monday to Friday the window is 08:30 to 18:30 — "dal lunedì al venerdì, nella fascia oraria 8.30 – 18.30". 🚨 Sundays are not an exception list of dates but a rule with two holes in it: point 2 bans the same traffic on every "domenica (domeniche ecologiche)" of the season in the same hours, and then suspends itself on two of them, 1 November 2026 and 28 March 2027.

The season holds twenty-six Sundays, so twenty-four are ecological Sundays. ⚠️ Those are not the two Sundays Rimini excepts. Rimini lets through 4 October and 1 November; Riccione lets through 1 November and 28 March.

The towns adjoin, their orders use the identical sentence to define their zones, and they still disagree about which Sundays a visitor may drive an old car on — so the only safe way to read a coastal Sunday is against the order of the comune you are actually in. 🔑 December is kept here, as it is at Rimini: article 12 paragraph 2 of the PAIR 2030 Technical Implementation Rules, recited in this order's own preamble, would allow the Sundays between 1 December and 6 January to be suspended, and this order suspends none of them.

Saturday carries no ordinary ban — the order never names Saturday.

The weekday ban of point 1 is lifted on any day when local public transport is on strike and on six named days, which the order writes with their weekdays: Wednesday 11 November 2026, Tuesday 8 December 2026, Friday 25 December 2026, Friday 1 January 2027, Wednesday 6 January 2027 and Monday 29 March 2027. 🚨 Five of those six are national public holidays and one is not.

11 November is listed among the "giorni festivi" with no explanation in the act, and this record does not supply one: the order's reason for it is not stated, and a date is not evidence of what it commemorates. ⚠️ The corpus does hold one other order that suspends 11 November 2026 — Conselice, in the province of Ravenna, which writes the date and then marks it "(patrono)".

That is a reason to notice the coincidence and not a reason to import the explanation: Conselice is some eighty kilometres away in another province, its order says why and this one does not, and the project has already had to delete a saint's name it inferred from a date rather than read from an act. 🔑 There is no automatic extension of the clock here, and the absence is deliberate enough to be worth stating.

The preamble recites article 17 of the PAIR Technical Implementation Rules — the local additional measures a comune applies "nel caso in cui si verifichino 25 superamenti" of the daily PM10 limit — and the operative part never enacts it. Rimini's order, read the same day, does enact it and widens to 19:30; Modena's enacts it and widens to 08:00–19:00. Riccione recites and declines.

Separately from all of this, the region's emergency measures can be triggered on any day of the week: they run 08:00 to 19:00, reach diesel Euro 5, start the day after a control day and last until the next control day inclusive. Arpae issues that bulletin on Mondays, Wednesdays and Fridays, and it is triggered for the whole province of Rimini, not only this comune.

Area covered

🚨 The zone is defined by the identical sentence Rimini uses, and the two orders are otherwise unalike: point 9 states that the area where points 1, 2 and 8.1 apply "è individuata nella planimetria costituente l'allegato 1 ed è costituita da: Zona urbana a mare della Strada Statale 16." One trunk road and the Adriatic are the whole boundary — everything in the built-up area between the SS16 and the sea is in, everything inland of the SS16 is out, and the SS16 itself is excluded from the ban. ⚠️ Where Rimini names four stretches of its boundary roads, Riccione names one: "viale Felice Pullè dal confine con Rimini".

The two orders therefore name DIFFERENT roads for the boundary they share — Rimini excludes Viale Principe di Piemonte from the Riccione boundary, Riccione excludes viale Felice Pullè from the Rimini boundary — and neither act says whether those are two names for one carriageway, so this record does not say it either.

Inside the strip the order excludes three groups of named routes so that a banned vehicle can still reach the main car parks and the hospital.

The first: viale Aosta, viale Portofino, viale Castrocaro, viale Vittorio Emanuele II from viale Castrocaro to viale Einaudi, viale Luigi Einaudi, viale Bondeno, viale Torriana, viale Rimini from viale Torriana to viale dei Mille, viale dei Mille, viale delle Magnolie, viale XIX Ottobre, viale San Martino from viale XIX Ottobre to viale Limentani, viale Limentani from viale San Martino to viale da Verrazzano, and viale da Verrazzano from viale Limentani to the SS16.

The second: viale Frosinone, viale Formia, viale Cervi between viale Frosinone and viale Formia, viale Ruffini between viale Cervi and piazza Unità, and viale Lazio between viale Formia and the entrance to the library car park.

The third: viale Emilia from the SS16 to viale Cervino, viale Cervino, viale Carpi as far as viale Budrio, viale Monterosa, and viale Forlimpopoli as far as viale Borgonovo. 🚨 Read the limits as written — most of these are excluded only between two named cross-streets, and leaving the named stretch puts a banned vehicle back inside the ban.

The perimeter cannot be reproduced here as geometry, which is recorded under boundary_coverage, but as at Rimini the words do not need it: the boundary is a named trunk road and a coastline.

Comune di Riccione — Atto Sindacale n. 86 del 28/09/2026, ORDINA point 9, with Allegato 1 (planimetria dell'area del centro abitato) for the extent of the strip

Why there is no map here
🚨 This plan carries more than any other in the family and still cannot yield geometry, and the gap between those two facts is the finding. It was rendered and looked at on 2026-10-01 (D-339): one landscape sheet of 2494 × 1134 points, forty raster tiles for the basemap, and — like the Quattro Castella plan and unlike the rest of this family — a real text layer, 10,606 characters naming some 540 streets, so the viali inside the zone are legible on the drawing itself. ⚠️ It is not the same kind of document as that one and the difference is worth stating: Quattro Castella's is a pure AutoCAD vector export with ZERO image objects, this is forty raster tiles with text laid over them. The legend is complete and all three of its entries are used: "Area soggetta a limitazione di circolazione" for the grey fill, "Viabilità esclusa dalla limitazione di circolazione" for the green lines, and "Parcheggi" for the blue P markers. 🔑 IT ALSO CARRIES A GRAPHIC SCALE BAR — 0, 50, 100 and 200 metres with intermediate ticks, read at 200 dpi — together with a north arrow drawn tilted rather than pointing up the page. 🚨 It is NOT the first stated scale in this family, and the first draft of this record said it was: Quattro Castella's plan prints "SCALA 1:10.000". What is different is the form, and the difference is real — a printed ratio is only true at the sheet's original size, where a graphic bar survives being rescaled or re-rendered, as this one was at 40 and 200 dpi. ⚠️ A scale bar is not a coordinate reference system. There is no grid, no coordinate pair, no stated projection and no registration mark anywhere on the sheet, so the drawing can be measured but not placed: fitting it to the ground would still be this project's own construction of a legal boundary, offered while a visitor decides whether their car is committing an offence. That is the half-answer the corpus refuses to publish, and a scale bar makes a wrong fit more confident rather than less. ⚠️ Two further facts belong on the record. The sheet is dated "Settembre 2025" in its lower right corner, a year before the order that attaches it, so the drawing is being re-attached season after season and the order's own words govern where the two could differ. And this plan is watchable where Rimini's is not — its text layer means a needle can be put on the drawing itself, which is why the legend, the scale bar's unit and a street label are watched on the source below rather than the attachment being left unguarded. ⚠️ Measured across the twenty-six family records on 2026-10-01, two plan attachments carry needles and the other one is Quattro Castella's, which has been watched since it was read; this is the second, not the first. As at Rimini, the practical cost here is mild: the order states its boundary in words that need no drawing — the urban area on the sea side of the SS16 — so a driver who cannot use this file loses the detail of the excluded routes, not the ability to tell whether they are in the zone. Riccione is warned from its city anchor instead.

The authority's own map: Comune di Riccione

Petrol standard

Petrol cars of Euro 0, Euro 1 and Euro 2 are banned — "veicoli alimentati a benzina EURO 0, EURO 1, EURO 2, non conformi alla direttiva 98/69/A CE e successive o alla direttiva 99/96/A CE e successive" — so a petrol car needs to be Euro 3 or better. Bi-fuel vehicles running on LPG/petrol or methane/petrol are treated identically and banned up to and including Euro 2.

Mopeds are banned up to and including Euro 2 where they do not comply with Directive 2013/60/EC or later, and motorcycles up to and including Euro 2 where they do not comply with Directive 2003/77/EC or later.

None of these four lines moves anywhere in the scheme: petrol, bi-fuel, mopeds and motorcycles are caught at Euro 2 on weekdays, on the twenty-four ecological Sundays and while the emergency measures are running alike.

It is only the diesel line that moves. 🔑 Electric mopeds and motorcycles are named as exempt in their own right at point 10 — "ciclomotori e motocicli elettrici" — which the Rimini order does not do, so a rider on an electric two-wheeler is outside this ban on the face of the act rather than by inference from the Euro classes.

Diesel standard

Diesel cars are banned up to and including Euro 4 from Monday to Friday — "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3, EURO 4 non conformi alla direttiva 2005/55/CE B2 e successive o alla direttiva 99/96 fase III oppure Riga B2 o C e successive" — so a diesel needs to be Euro 5 or better on a weekday. 🚨 On each of the twenty-four ecological Sundays the line moves one class further and Euro 5 is banned as well: "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3, EURO 4 ed Euro 5 non conformi al regolamento 715/2007*692/2008 (Euro 6 A o Euro 6 B)".

The same Euro 5 extension applies whenever the region's emergency measures are running, on any day of the week. A Euro 5 diesel is therefore legal here on a Tuesday and illegal on the Sunday after it, and only a Euro 6 diesel is clear of every list. 🔑 The national Euro 5 deadline does not reach this comune, and the order's own preamble shows why while never saying so.

It recites the whole chain at length — Legge n. 105 of 18 July 2025 requiring a structural Euro 5 diesel limitation from 1 October 2026 "in via prioritaria per i Comuni aventi popolazione maggiore di 100.000 abitanti", L.R. n.

9 of 28/07/2026 article 15 enacting it regionally, and DGR n. 1505 of 07/09/2026 substituting compensating measures so that Emilia-Romagna municipalities over 100,000 inhabitants need not apply it.

Every one of those three steps is addressed to municipalities over 100,000. ⚠️ Riccione states its own population only as a threshold: "la popolazione residente nel Comune di Riccione è superiore ai 30.000 abitanti", over thirty thousand, with no figure.

That is the test the order actually has to pass — article 12 of the PAIR applies to comuni over 30,000 — and it is a different test from the one the Euro 5 chain turns on. So the Euro 5 recital in this preamble is boilerplate carried across from a larger comune's template and does not bear on the ban Riccione imposes.

A Euro 5 diesel driver is restricted here on Sundays and on emergency days because this order says so at points 2 and 8.1, not because of anything in the national law.

Penalty if you do not comply
€168.00 The order sets a range, not a fixed sum: "ai sensi dell'art. 7 comma 13 bis del vigente Codice della Strada la violazione delle limitazioni alla circolazione previste dalla presente Ordinanza è soggetta alla sanzione amministrativa pecuniaria da € 168,00 a € 679,00", subject to the periodic uprating article 195 of the Highway Code provides for. The figure recorded above is the floor; the ceiling is €679. Where the violation is repeated within two years the order adds "la sanzione amministrativa accessoria della sospensione della patente di guida da quindici a trenta giorni" — a driving-licence suspension of fifteen to thirty days. 🔑 The order is unusually careful about which of its own measures that figure covers: the catch-all clause punishing points 3, 4.1, 5, 6, 7.1 and 8 under article 7-bis of D.Lgs. 267/2000 expressly carves out point 8.1, "escluso il punto 8.1 che rientra nelle sanzioni di violazione delle limitazioni alla circolazione", so an emergency-day driving offence is charged as a circulation offence at the Highway Code figure and not as a general by-law breach. The other measures carry their own separate penalties: the vegetation-burning rules at points 4.2 and 4.3 cost €300 to €3,000 under article 10 paragraph 4 of D.L. 69/2023, and leaving a shop door open at point 7.2 costs the shopkeeper not less than €50 and not more than €500. ⚠️ Enforcement is by the road police under article 12 of the Highway Code, judicial police officers and the regional volunteer environmental wardens, and the order requires any exemption badge or certificate to be displayed visibly and produced on request; misusing one — a vehicle driven by someone other than the person named on it, or driven outside what the document allows — brings withdrawal of the document as well as the fine. Falsifying or using a forged badge is referred to the criminal law rather than to this order. There is a defence of necessity, for a driver compelled to act to save themselves or another from an imminent danger of serious personal harm they did not cause and could not otherwise avoid.Source: Comune di Riccione, read 2026-10-01

Comune di Riccione — Atto Sindacale n. 86 del 28/09/2026, the RENDE NOTO CHE article, with the DISPONE article for the enforcing bodies

How to comply
  • Work out which side of the SS16 you are on, because that is the whole boundary. The zone is "Zona urbana a mare della Strada Statale 16" — the urban area on the sea side of the SS16. The seafront, the viali and the station quarter are inside it. Anything inland of the SS16 is outside it, and the SS16 itself is excluded from the ban.
  • Check the date. The scheme is dormant from 1 April to 30 September and bites from 1 October 2026 to 31 March 2027. Monday to Friday it runs 08:30–18:30. Saturday carries no ordinary ban.
  • 🚨 Sundays are stricter, and nearly every Sunday is one. Every Sunday of the season is an ecological Sunday except 1 November 2026 and 28 March 2027 — twenty-four of the twenty-six. December is not exempt here.
  • 🚨 Do not carry Rimini's Sundays across the boundary. The two orders define their zones with the identical sentence and still except different Sundays: Rimini lets through 4 October and 1 November, Riccione lets through 1 November and 28 March. On 4 October you may drive an old car here and not in Rimini; on 28 March the reverse. Read the order of the comune you are actually in.
  • Work out your Euro class, because that is the only thing that decides your case. Banned on weekdays: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. There is no ticket, no permit and no payment that changes it.
  • 🚨 If your diesel is Euro 5, you are legal Monday to Friday and banned on all twenty-four ecological Sundays, and on any day the emergency measures are running. The national Euro 5 rule you may have read about is aimed at municipalities over 100,000 inhabitants and does not reach Riccione, which records itself only as over 30,000 — what restricts you here is this order's own points 2 and 8.1.
  • 🔑 18:30 means 18:30 here for the whole season. Unlike Rimini and Modena, this order enacts no automatic extra hour, although its preamble recites the regional rule that would allow one after twenty-five PM10 exceedances.
  • Watch the emergency bulletin if you are driving an older car in a cold spell, and watch it for the whole province, not the town. Arpae publishes it on Mondays, Wednesdays and Fridays; a forecast PM10 exceedance in the province of Rimini switches the measures on from the next day until the following control day inclusive, at 08:00–19:00, reaching diesel Euro 5.
  • If your car is banned and you only need to park, use the named routes. The order excludes three groups of them towards the main car parks and the hospital, among them viale Aosta, viale Portofino, viale Castrocaro, viale Luigi Einaudi, viale Torriana, viale dei Mille, viale delle Magnolie, viale XIX Ottobre, viale Frosinone, viale Formia, viale Emilia, viale Cervino and viale Monterosa. ⚠️ Most are excluded only between two named cross-streets — viale Rimini only from viale Torriana to viale dei Mille, viale Lazio only as far as the library car park entrance — so leaving the named stretch puts you back in the zone.
  • Coming from Rimini? The order excludes viale Felice Pullè from the Rimini boundary. Rimini's own order excludes a differently named road at the same boundary, so do not assume one exclusion covers both sides.
  • Staying in the zone? A vehicle serving someone lodged at hotel-type accommodation inside the restricted area is exempt for the journey to and from the accommodation itself, on a booking — or, within the following ten days, on an attestation stamped by the property or a copy of its invoice showing your name and the vehicle's plate. For a resort where most of the hotels are inside the strip, this is the exemption most visitors will actually use.
  • Electric and hybrid vehicles are never caught, and neither are electric mopeds and motorcycles, which this order names in their own right. Cars carrying at least three people are exempt where the vehicle is approved for four or more seats — two people where it is approved for two or three. Vehicles registered for specific transport or special uses are exempt, and the order lists those categories in its Annex 2 rather than leaving them to the Highway Code.
  • A disabled person's parking badge issued under D.P.R. 151/2012 exempts the vehicle serving them, and so do journeys carrying someone to urgent or scheduled medical treatment, home-care patients and their carers, and blood donors on the day of donation. Emergency, rescue, breakdown-recovery, public-security, environmental-control and utility-maintenance vehicles are exempt, as are buses and school buses, doctors and vets on urgent home visits with their professional badge, vehicles carrying perishable goods or medicines, vehicles going to a booked roadworthiness test, and market and fair traders.
  • Historic vehicles get less than you might expect: registration in ASI, Storico Lancia, Italiano Fiat, Italiano Alfa Romeo or Storico FMI exempts the vehicle only "limitatamente alle manifestazioni organizzate" — for organised events, not for ordinary driving.
  • Whatever exemption you rely on, display the badge visibly and be ready to produce the certificate. Misusing one costs you the document as well as the fine, which is €168 to €679, with a fifteen- to thirty-day licence suspension if you are caught again within two years.
  • Six named days lift the weekday ban outright — 11 November, 8 December and 25 December 2026, and 1 January, 6 January and 29 March 2027 — and so does any day on which local public transport is on strike. ⚠️ 11 November is not a national public holiday in Italy; the order lists it among its festivi without saying why.
  • This is the antismog ban and nothing else. It is a limit on circulation, so it governs driving rather than parking, and Riccione's other access and parking schemes operate under their own separate orders.
