Driving in Quattro Castella: Low emission zone

Quattro Castella, Italy · Low emission zone

In force in Quattro Castella right nowTuesday, 13 October 2026 at 11:05 · Europe/Rome

  • In force Monday to Friday, 1 October 2026 to 31 March 2027, in the built-up areas of Quattro Castella, Montecavolo, Roncolo and Puianello: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2

Lifts Tuesday, 13 October 2026 at 18:30 local time.

🚨 THIS TIMETABLE IS INCOMPLETE AND THE ORDER IS WHY. Point 1.1 suspends the ban on public holidays and gives four as examples, closing with "ecc.". Every other Emilia-Romagna order in this corpus names a closed list that can be encoded in full. This one cannot be, and a later cycle that completes it — whether from the Italian national holiday calendar or from a neighbour's list — would be publishing a rule the Comune has not written.

🚨 There is exactly one rule here and that is the finding, not an omission. Three of the four neighbouring Emilia-Romagna records for the same season carry a second rule for Sundays; this order has no Sunday measure, no Saturday measure and no emergency measure for traffic. Adding a Sunday rule from a neighbour would invent a restriction, which is the more damaging direction of the two.

⚠️ The Sunday absence was measured scoped, not over the whole file. A search for "domenic" across this PDF returns [OK], because the preamble recites the regional Move-In rule about ecological Sundays "ove adottate con specifica ordinanza". Over the ORDINA section the word does not occur. This is the same shape as the sibling Mirandola record and the opposite of Fidenza's, where the word is absent from the whole document.

The emergency measure is not in this timetable because it is not about driving. Arpae issues its bulletin on Mondays, Wednesdays and Fridays and the order attaches to it a single measure, a ban on spreading livestock slurry across the province of Reggio Emilia. The vehicle ban above does not change on those days.

⚠️ This timetable is a clock and says nothing about where you are. The ban applies in four separate built-up areas and four road itineraries are excluded from it, including the SS 63 trunk road, so a vehicle on the banned list can be lawfully moving at every hour in this table.

The order's other measures are outside this timetable because they are not about driving: the heating-season start of 1 November 2026, the indoor temperature limits, the biomass and open-burning rules, the pellet certification duty and the shop-door closing duty all run on their own periods and across the whole municipality.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Quattro Castella closes FOUR separate built-up areas to older vehicles for the winter half of the year: the main town and the villages of Montecavolo, Roncolo and Puianello.

The ban runs Monday to Friday, 08:30 to 18:30, and it catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2.

Nothing is on sale: there is no day ticket, no charge and no payable derogation. 🚨 Two things about this order are unlike every other Emilia-Romagna record in this corpus, and both are things a reader would otherwise fill in from a neighbour. First, IT NAMES NO FINE FOR DRIVING.

Its sanctions article says only that breaches of the road-traffic provisions are penalised "ai sensi delle disposizioni dettate dal Codice della Strada" — under the Highway Code, with no article and no figure — and the one range it does print, €25 to €500 under article 7-bis of D.Lgs. 267/2000, is expressly for the order's OTHER measures, not for driving.

Three neighbouring orders print €168 to €679; this one does not, and neither those figures nor the €25 to €500 belong to a driver here. Second, ITS LIST OF SUSPENDED DAYS IS EXPRESSLY AN EXAMPLE, NOT A CALENDAR: "sospeso nei giorni di festività: es. 1° novembre, 8 dicembre, Natale, Santo Stefano, ecc." — with "es." for "for example" and "ecc." for "and so on".

Every other order in this family names a closed list. This one cannot be turned into a complete calendar without inventing the rest of it, and this record does not. 🔑 There is no Sunday measure and no Saturday measure, and the phrase "domeniche ecologiche" appears once, in the preamble, reciting what the regional Move-In scheme does where a comune has adopted ecological Sundays "ove adottate con specifica ordinanza".

This comune has not. Nor does the ban widen when the air is bad: Arpae's bulletin triggers only a ban on spreading livestock slurry, so a Euro 5 diesel is outside this scheme at every hour of the season. Four road itineraries stay open right through the restricted areas, including the SS 63 trunk road over the Cerreto pass.

Comune di Quattro Castella (RE) — Ordinanza Sindacale n. 68 del 23-09-2026, signed digitally by the Mayor, Alberto Olmi, and published by Arpae Emilia-Romagna, the regional agency that collects the implementing ordinances of the municipalities bound by the PAIR 2030

Daily charge

Nothing is charged and nothing is on sale. The order bans the listed classes from circulating and then lists the vehicles and journeys excluded; there is no day ticket, no registration fee and no payable derogation a visitor could buy.

The one route by which a banned vehicle can be authorised is Move-In, the regional telematics scheme, which fits a black box and allows a monitored annual mileage allowance instead of a flat prohibition, on the terms of Annexes A, B and C to regional decision DGR n. 1493 of 22/09/2025.

As in the neighbouring Fidenza and Mirandola records, this order does not itself grant Move-In: point 7 letter d) excludes Move-In vehicles from the ban "come disposto dall'ordinanza n. 078 del 30.09.2025", a separate act of the same Comune which was not opened for this record and is not cited as a source here.

Move-In is a scheme for vehicles registered in the participating Italian regions rather than something a foreign visitor can buy on arrival, and neither the order nor the regional decision states a price in the documents read here, so none is given.

When it operates

Seasonal, and the season had not yet begun when this was read. The ban runs Monday to Friday, 08:30 to 18:30 — point 1, "nel periodo 01/10/2026 – 31/03/2027, dal lunedì al venerdì, dalle 8.30 alle 18.30, il DIVIETO DI CIRCOLAZIONE NELLE AREE DEI CENTRI ABITATI DI QUATTRO CASTELLA, MONTECAVOLO, RONCOLO E PUIANELLO". ⚠️ The order gives its own end date twice and the two do not agree.

Its subject line, repeated on the publication certificate, reads "PERIODO 01.10.2026 - 30.03.2027"; its three operative points — 1, 2 and 6 — all read "01/10/2026 – 31/03/2027".

This record follows the operative text and takes 31 March 2027, because that is where the prohibition is actually imposed and because the three operative points agree with each other and with the regional plan's own season, but the discrepancy is in the document and is set out here rather than tidied away. 🚨 The list of suspended days is the part of this timetable that cannot be completed, and the order says so itself.

Point 1.1: "il divieto alla circolazione di cui al presente punto è sospeso nei giorni di festività: es. 1° novembre, 8 dicembre, Natale, Santo Stefano, ecc." — "es." is esempio, "for example", and "ecc." is eccetera. The ban is suspended on public holidays generally; the four days quoted are illustrations, not the set.

Every other order in this family names a closed list. What can be stated with certainty is that those four are suspended, and that two of them — 1 November 2026, a Sunday, and 26 December 2026, a Saturday — suspend nothing here because this order bans nothing at the weekend. Which other days count is left open by the order and is not guessed at in this record. 🔑 There is no Sunday measure and no Saturday measure.

The word "domenica" occurs once in the whole act, in the preamble, reciting that a Move-In vehicle may not drive "in occasione delle domeniche ecologiche, ove adottate con specifica ordinanza" — a conditional about the regional scheme, not an adoption.

And there is no emergency window: Arpae's bulletin, issued on Mondays, Wednesdays and Fridays and read "nell'ambito territoriale della Provincia di Reggio Emilia", triggers one measure only, a ban on spreading livestock slurry.

The clock above does not move when the air is bad and the vehicle list does not widen. ⚠️ Do not read the 08:00–19:00 emergency window of the Modena, Piacenza and Maranello records onto this comune. ⚠️ Unlike all four neighbouring orders, this one says nothing about local public transport strikes.

Area covered

FOUR separate built-up areas, not one. Point 1 bans circulation "NELLE AREE DEI CENTRI ABITATI DI QUATTRO CASTELLA, MONTECAVOLO, RONCOLO E PUIANELLO all'interno del Comune di Quattro Castella come da planimetria costituente l'allegato n.

1" — the main town and three villages, each with its own delimited built-up area. 🔑 That is the opposite of the neighbouring Mirandola order, which restricts its capoluogo and nothing else, and it means a driver can leave the restricted area and re-enter it several times on one journey across this municipality.

Each of the four names is independently confirmed on the published plan, which labels QUATTRO CASTELLA, Montecavolo, Roncolo and Puianello. 🔑 Four road itineraries are excluded from the ban and stay open to banned vehicles, and unlike the park-and-ride approaches excluded in Fidenza and Modena these are through-routes: provincial road SP 21 "Albinea – Montecavolo"; SP 23 "Rivalta – Quattro Castella – Vezzanella"; SP 53 "Montecchio – Bibbiano – Quattro Castella", limited to the stretch between the boundary with the Comune di Bibbiano and the roundabout junction with SP 23 at Via Staffette Partigiane; and the trunk road SS 63 "del Valico del Cerreto", the main route from the Po plain over the Apennines to Tuscany.

A banned vehicle may drive those four and nothing else inside the four areas. ⚠️ The plan is published as a separate PDF and it was opened, and what it turned out to be matters for how much of it can be used. It contains no raster image at all — scripts/pdf-images.py reports zero image objects in 1.37 MB — because it is a vector drawing exported from AutoCAD.

It carries a printed scale, "SCALA 1:10.000", with no reduction disclaimer of the kind that voids the scale on several Greek plans in this corpus. But it carries no coordinate reference system: no UTM, WGS, Gauss-Boaga, EPSG or cadastral grid reference appears anywhere in its text.

Without one, a scale bar is not enough to place the drawn boundary on the ground to the accuracy that deciding an offence would require, so no geometry has been taken from it. 🚫 Its labels are not a list of restricted streets either.

The drawing carries 588 text labels, 370 of them distinct, including 167 beginning "Via" — but those are the cartographic labelling of the whole sheet, inside the areas and outside them alike, and nothing in the plan marks which of them the boundary encloses. None is published here as a street in the zone.

Comune di Quattro Castella (RE) — Ordinanza Sindacale n. 68 del 23-09-2026, point 1 for the four built-up areas and point 1.2 for the four excluded itineraries, read with Allegato 1, the plan published as a separate PDF

Why there is no map here
Allegato 1 is published as its own PDF and it was opened before this status was written, which is what D-321 point 7 requires. ⚠️ It is a different kind of document from the plans in the neighbouring records and the difference is worth stating, because two of the three reasons those records give for being unusable do not apply here. It is not a scan: scripts/pdf-images.py reports ZERO image objects in 1.37 MB, so there is no raster at all, unlike Fidenza's twenty-six unopenable FlateDecode bands or Maranello's readable photograph. It is a vector drawing exported from AutoCAD, on one sheet. And its scale is not voided: it prints "SCALA 1:10.000" and carries none of the blank reduction disclaimers that void the scale on three Greek plans in this corpus. 🔑 What it does not carry is a coordinate reference system. scripts/pdf-all-literals.py recovers 588 text labels from it, 370 of them distinct, and none of them is a UTM, WGS, Gauss-Boaga, EPSG or cadastral grid reference; there is no graticule and no control point. A scale without a datum does not let a boundary be placed on the ground to the accuracy that deciding whether a visitor's older car is committing an offence would require, so no geometry has been taken from this drawing and none will be traced off it. 🔑 What HAS been taken from it is structural and is limited to what the drawing states in its own words: its two-line legend distinguishes "aree dei centri abitati in cui si applica il divieto di circolazione" from "tratti stradali esclusi dal divieto di circolazione", which is the same two-class structure as points 1 and 1.2 of the order, and its place labels include all four of QUATTRO CASTELLA, Montecavolo, Roncolo and Puianello, independently confirming the order's list of four built-up areas. 🚫 The 167 distinct "Via" labels on the sheet are NOT a list of restricted streets — they label the whole map, inside the areas and outside them alike — and none is published as such. 🚨 A separate finding about this file concerns the monitor rather than the drawing: the labels are AutoCAD SHX text and the monitor's extractor does not see them. Measured on 2026-09-28, "1:10.000", "SCALA", "Montecavolo" and "Via Isonzo" all return [MISS] against this PDF while its title block and both legend lines return [OK]. So this plan has two text layers to a reader and one to the watchlist, and only the title block and legend are watchable.

The authority's own map: Comune di Quattro Castella (RE)

Petrol standard

Petrol cars of Euro 0, Euro 1 and Euro 2 are banned — "veicoli alimentati a benzina EURO 0, EURO 1 ed EURO 2, non conformi alla direttiva 98/69/A CE e successive o alla direttiva 99/96/A CE e successive" — so a petrol car needs to be Euro 3 or better. Bi-fuel vehicles running on LPG/petrol or methane/petrol are treated identically and banned up to and including Euro 2.

Mopeds are banned up to and including Euro 2 where they do not comply with Directive 2013/60/EC or later, and motorcycles up to and including Euro 2 where they do not comply with Directive 2003/77/EC or later. 🔑 As in the neighbouring Fidenza and Mirandola records there is nothing for these four lines to hold steady against: the order has one vehicle list and one window, so Euro 2 is the line at every hour of the season for all four.

Diesel standard

Diesel cars are banned up to and including Euro 4 — point 1, third indent, "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3 ed EURO 4 non conformi alla direttiva 2005/55/CE B2 e successive o alla direttiva 99/96 fase III oppure Riga B2 o C e successive" — so a diesel needs to be Euro 5 or better, and that answer holds for every hour the scheme is in force. 🚨 A reader who has seen the Modena, Piacenza or Maranello records should note that the Euro 5 extension in them is absent here.

Those orders reach Euro 5 diesel on ecological Sundays or on emergency days by cross-referring their emergency article; this order has no Sunday measure and its emergency article reaches only the spreading of livestock slurry, so there is nothing for a wider vehicle list to attach to and none exists in the act. ⚠️ And a reader who has seen that Italian national law set a structural Euro 5 diesel limitation from 1 October 2026 should note that it does not reach this comune, for the same reason it does not reach Fidenza or Mirandola and NOT for the reason the Piacenza record gives.

The duty in Legge n. 105 of 18 July 2025, as enacted for this region by L.R. n.

9 of 28/07/2026 article 15 paragraph 1, is addressed to comuni with more than 100,000 inhabitants, and the regional decision DGR n. 1505 of 07/09/2026 that this preamble recites identified its compensating measures for exactly that set.

Quattro Castella is a comune of the Colline Matildiche well below the threshold; unlike Mirandola's and Fidenza's, this order does not print its own population figure, so no number is stated here. What is stated, and sourced, is that the national and regional Euro 5 limitation is addressed to comuni over 100,000 inhabitants and that this order imposes no Euro 5 restriction of its own.

Penalty if you do not comply

🚨 A fine exists and this order does not state its amount, so a driver should assume there is one and expect to learn the figure only if they receive it. The absence here is the Comune's drafting, not a gap in this project's reading, and none is supplied from elsewhere.

Its sanctions article says only that "l'inosservanza alle prescrizioni in materia di circolazione stradale di cui al presente provvedimento sarà sanzionata ai sensi delle disposizioni dettate dal Codice della Strada e le modalità di pagamento e di ricorso sono quelle in esso previste" — under the Highway Code, with no article cited and no figure. ⚠️ The order DOES print a money range in the same article, and it is the wrong one to take: "l'inosservanza delle altre misure previste dalla presente Ordinanza sindacale sarà punita, ai sensi dell'art.

7 bis del D. Lgs. n.

267/2000, con una sanzione amministrativa pecuniaria da € 25,00 a € 500,00" — expressly the OTHER measures, meaning the heating, pellet and shop-door duties, not driving.

Two further figures in the article belong to named non-driving breaches: €50 to €500 for installing climate-control plant in the common parts of a building and for failing to keep shop doors closed, and €300 to €3,000 under article 10 paragraph 4 of D.L.

69/2023 for the open-burning breaches in points 2.2 and 2.3. 🔑 Three of the four neighbouring Emilia-Romagna orders for this same season print €168 to €679 for the driving offence under article 7 paragraph 13-bis of the Highway Code, and Piacenza's does not.

This one is the second that does not, and the absence was measured in both directions rather than inferred from a skim: the strings "168" and "679" both return [MISS] against the live PDF in a run where thirteen other needles from the same file return [OK], so no such figure is in the document. Thirty kilometres along the Via Emilia is not a source.

Enforcement is delegated to the Polizia Locale, the officers and agents of the judicial police, the volunteer ecological guards (GEV) and Legambiente's volunteer guards (GEL), and the Comune di Quattro Castella in the person of the Mayor is named as the authority for the penalty procedure.

How to comply
  • Check the date and the day. The scheme is dormant from 1 April to 30 September and bites from 1 October 2026, Monday to Friday 08:30–18:30. ⚠️ The order gives two end dates: its subject line says 30 March 2027 and its three operative points say 31 March 2027. Treat the ban as running to 31 March, the later and operative one.
  • 🚨 There are FOUR restricted areas here, not one: the built-up areas of Quattro Castella itself and of Montecavolo, Roncolo and Puianello. You can leave the zone and re-enter it on a single journey across this municipality.
  • Work out your Euro class. Banned: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. There is no ticket, no permit and no payment that changes it.
  • 🔑 A Euro 5 diesel is legal here at every hour of the season. Do not carry across the Euro 5 rule you may have read for Modena, Piacenza or Maranello: this order has no ecological Sundays and its emergency article reaches only slurry spreading, so it has nothing that widens the list to Euro 5.
  • Four roads stay open to banned vehicles, and they are through-routes rather than approaches to a car park. Provincial road SP 21 "Albinea – Montecavolo"; SP 23 "Rivalta – Quattro Castella – Vezzanella"; SP 53 "Montecchio – Bibbiano – Quattro Castella", only on the stretch between the Bibbiano municipal boundary and the roundabout with SP 23 at Via Staffette Partigiane; and trunk road SS 63 "del Valico del Cerreto". If you are passing through on SS 63 towards the Apennines, this scheme does not stop you.
  • 🚨 There is no weekend ban. Three other Emilia-Romagna cities in this corpus close their centres on Sundays as well — Maranello every Sunday, Piacenza on twenty named dates, Modena every Sunday — and this comune does not. Its order mentions ecological Sundays only in the preamble, to recite what the regional Move-In scheme does where a comune has adopted them. This one has not.
  • ⚠️ The holiday exemption is real but its list is not complete, and the order says so itself. Point 1.1 suspends the ban "nei giorni di festività" and then gives examples — "es. 1° novembre, 8 dicembre, Natale, Santo Stefano, ecc." That is four illustrations followed by "and so on". 8 December and 25 December 2026 are certainly free. 1 November 2026 and 26 December 2026 are named too but fall on a Sunday and a Saturday, when the ban does not run anyway. Which other public holidays the Comune counts is not stated, and this record does not guess: if you are driving a banned vehicle on any other Italian public holiday in the season, check with the Comune rather than assuming either way.
  • 🚫 No fine amount is published for driving here, and you should be careful of the ones that are. The order penalises traffic breaches only "under the Highway Code", with no figure. The €25 to €500 it does print is for its heating and shop-door measures, not for driving, and the €168 to €679 printed by three neighbouring cities' orders is not this order's figure.
  • Watch Arpae's emergency bulletin if you are spreading slurry, not if you are driving. When it calls for measures anywhere in the province of Reggio Emilia, this order bans the spreading of livestock slurry from the following day until the next control day inclusive. It orders nothing for traffic.
  • ⚠️ Do not expect a strike to lift the ban. The orders of Modena, Piacenza, Maranello and Fidenza all suspend their bans on local public transport strike days. This one does not mention strikes at all.
  • Electric and hybrid vehicles are never caught, and neither are cars carrying at least three people where the vehicle is approved for four or more seats — two people where it is approved for two or three. Vehicles registered for specific transport or special uses are outside the ban as well.
  • Vehicles enrolled in the regional Move-In telematics scheme may drive in the restricted areas. The order grants this by reference to the Comune's own earlier ordinance n. 078 of 30/09/2025 and to annexes A, B and C of regional decision DGR n. 1493 of 22/09/2025. Move-In is for vehicles registered in the participating Italian regions; it is not something a visitor can buy on arrival.
  • A disabled person's parking badge issued under D.P.R. 151/2012 exempts the vehicle serving them, and so do journeys carrying someone to urgent or scheduled medical treatment, home-care patients and their carers, and blood donors on the day of donation. Emergency, rescue, breakdown-recovery, public-security and utility-maintenance vehicles are exempt, as are buses and school buses, doctors and vets on urgent home visits with their professional badge, vehicles carrying perishable goods or medicines, vehicles going to a booked roadworthiness test, market and fair traders, and lorries over 3.5 tonnes limited to the run between their operator's base and the roads outside the ban. Postal vehicles under the universal service licence and vehicles on trade plates are exempt under national and EU law.
  • Historic vehicles get less than you might expect: registration in ASI, Storico Lancia, Italiano Fiat, Italiano Alfa Romeo or Storico FMI exempts the vehicle only for organised events, not for ordinary driving.
  • Staying in the zone? A vehicle serving someone lodged at hotel-type accommodation inside the delimited areas is exempt for the journey to and from the accommodation itself. Carry the booking, or send the Corpo di Polizia Locale within the following ten days an attestation stamped by the property or a copy of its invoice showing your name and the vehicle's plate.
