Driving in Siena: ZTL Centro Storico

Siena, Italy · Limited traffic zone

Official name Zona a Traffico Limitato del Centro Storico

In force in Siena right nowTuesday, 13 October 2026 at 11:04 · Europe/Rome

Nothing about the time is conditional: the rulebook puts the ZTL in force 0/24 on every day, so this timetable answers "in force" whenever it is asked. What decides a driver's case in Siena is the plate, not the clock.

Public holidays make no difference, for the same reason — the ban does not step back on any day, so there is no holiday exemption to look up.

The hours that do exist belong to permits, not to the zone. A short permit opens the Zona Y storica only 06:00–10:00 and the Zona A only 06:00–10:00 and 15:30–17:00; freight permits run in bands such as 06:00–10:30 and 15:30–17:00. Those windows restrict the permit holder further; they never open the zone to anyone else.

The Zona Y storica inside the ZTL carries its own permanent order — parking banned 00.00/24.00 and transit banned, with thirteen listed exceptions — so a vehicle legitimately inside the ZTL can still be committing an offence by entering it.

⚠️ The Palio changes the city twice a year, on 2 July and 16 August, and the rulebook has a whole permit category for it. This record holds the standing regime only; it does not hold whatever temporary orders the Polizia Locale issues around the race.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Siena's walled historic centre is closed to unauthorised traffic around the clock, every day of the year, and the gates are cameras.

The permit rulebook in force, approved by the Giunta Comunale on 19 May 2026, says the ZTL "ha validità tutti i giorni nell'orario 0/24" and that entry, driving and parking are all forbidden to vehicles that are not authorised — so nothing here turns on the hour you arrive, only on whether your plate is on a list.

The zone is split into six sectors with their own entrances and exits (Ovile, Romana, Tufi, Fontebranda, San Marco, Camollia), and inside it sit two stricter areas: the "Zona Y storica", which is mostly pedestrian and takes in Il Campo and Banchi di Sopra, and the "Zona A". In both of those, parking is banned permanently and only the vehicles named in their own orders may drive through at all.

There is no ticket on sale at the gate to a visitor who simply wants to look at the city.

What a visitor gets instead is an accommodation route: a hotel, guesthouse or B&B inside the zone registers your plate itself, free of charge, at most twice a day, and that authorises you to drive the shortest way to its door and to stop for luggage for no more than 45 minutes at a time — but explicitly not through the Zona Y storica streets, which are listed one by one.

A private individual can otherwise be issued a short permit with a stated reason: 30 minutes free, capped at four a month per vehicle, an hour for €5, a day for €10, and €30 more on top for any transit in the Zona Y storica.

Daily charge

There is no day rate a visitor can simply buy, so none is published here, and that is a statement about what Siena sells rather than about what we found.

The city does charge for access — the rulebook grounds the ZTL in article 7 comma 9 of the Highway Code and says access and circulation are therefore "sottoposti ad un sistema di tariffazione" — but every tariff in the table attaches to a permit issued for a stated reason, not to a car that wants in. The published tariffs (Allegato B to Deliberazione G.C. n.

327 of 2 September 2025) are: 30 minutes free, at most four a month for the same vehicle; €5 for an hour; €10 for one day; €20 for two days and €20 for three; €30 more for any transit in the Zona Y storica.

The 30-minute and 60-minute permits are open to private individuals but only for named errands — carrying heavy or bulky items, accompanying someone over seventy, a child under six, a temporarily disabled person, or an animal to a vet — and the rulebook says outright that they cannot be issued for carrying goods or work equipment. The one-to-three-day permit exists for the annual permit categories, which are trades.

A tourist's lawful route into the centre is the accommodation registration, which is free. So the honest answer to "what does it cost to drive in" is that it is not for sale, and the €10 in the table is not a sightseeing ticket.

When it operates

All day, every day. The rulebook states that the ZTL "ha validità tutti i giorni nell'orario 0/24" and that entry, circulation and parking are forbidden to unauthorised vehicles, with no hour at which it opens and no day on which it lapses.

Inside it the Zona Y storica is stricter still: the standing order for that area imposes a "Divieto di sosta 00.00/24.00 e Divieto di transito" with thirteen numbered exceptions, so a permit that gets you into the ZTL does not by itself get you across the Y storica.

Individual permit classes carry narrower hours of their own — the short permits open the Zona Y storica only between 06:00 and 10:00 and the Zona A between 06:00 and 10:00 and again between 15:30 and 17:00 — and those windows narrow the permit, they do not widen the zone.

Area covered

The historic centre inside the walls, as drawn on the map annexed to Deliberazione della Giunta comunale n. 102 of 25 March 2025. The rulebook divides it into six sectors with distinct entrances and exits, named after the old gates and quarters — Settore 1 Ovile, 2 Romana, 3 Tufi, 4 Fontebranda, 5 San Marco, 6 Camollia — and every sector boundary is enforced by camera gates.

Two stricter areas sit inside: the "Zona Y storica", described in the rulebook as mostly pedestrian, and the "Zona A". In both, parking is permanently forbidden and only vehicles named in their specific orders may pass.

The Zona Y storica is listed street by street, and it is the part of Siena a visitor most wants to drive to: via dei Montanini between via del Sasso di San Bernardino and Banchi di Sopra, vicolo del Rustichetto, via dell'Arco dei Malavolti, Piazza Salimbeni, Banchi di Sopra, via dei Rossi from Banchi di Sopra to via del Refe Nero, via dei Pontani, vicolo della Torre, vicolo del Coltellinaio, vicolo Beato Pier Pettinaio, Banchi di Sotto from via di Città to via di Pantaneto, via delle Donzelle, via di Città, via delle Terme from piazza dell'Indipendenza, via di Beccheria, via dei Pellegrini, via delle Campane, vicolo del Castoro, Il Campo itself (the upper ring and the stretch between via Giovanni Duprè and via Rinaldini), via Rinaldini, via del Porrione between Il Campo and Logge del Papa, and via di Salicotto between vicolo della Manna and Il Campo.

Piazza Tolomei carries a permanent parking ban with towing across the whole square.

Comune di Siena — Polizia Locale, Servizio Tecnico Amministrativo; service page "Accesso ZTL - Strutture ricettive", which publishes the Zona Y storica street list a driver with an accommodation registration must avoid

Why there is no map here
Siena does publish where the zone is, and it is still not a boundary we can hold. The map is a picture: "Mappa ZTL con Varchi", 6 690 413 bytes, and not one of its content streams carries any text at all — zero characters, measured on 2026-09-21 — so it is a raster image of the walled centre with the camera gates marked on it, not geometry and not even a machine-readable label. The second map the city attaches, "Planimetria Y storica ampliata", is the same kind of object for the stricter inner area. The authoritative definition is itself a drawing rather than a description: the rulebook says the ZTL "è costituita dalle aree e vie indicate nella mappa allegata alla deliberazione della Giunta comunale n. 102 del 25.3.2025", so the city's own text does not enumerate the perimeter either — only the Zona Y storica is written out street by street, and that is the inner area, not the outer one. The city runs an open-data portal at opendata.comune.siena.it with 328 datasets, and its catalogue is client-rendered: a plain fetch of /datasets returns a 21 kB shell with zero dataset links and the sitemap contains exactly one URL, the home page, so the catalogue could not be searched for a ZTL layer from here. Drawing the walls ourselves would produce a line that looks as authoritative as the city's and that would decide whether a driver is committing an offence, so Siena is warned from its anchor instead, and the area field carries the Zona Y storica street list — the part of the centre a visitor actually aims for — in the city's own words.

Petrol standard

Siena does make an emissions class a condition of entry, and we still cannot publish which class, because the documents that set the rule do not say. The rulebook states that the ZTL is "soggetta alle limitazioni imposte con ordinanza n.

10/d del 25.2.2008 per la riduzione delle emissioni di sostanze inquinanti e la prevenzione di fenomeni di inquinamento atmosferico da PM10", and that authorised vehicles must be "di classe euro compatibile con la vigente disciplina prevista per la limitazione delle emissioni inquinanti" — a pointer to another order and to whatever is currently in force, not a threshold.

That 2008 order is not among the documents the city attaches to its ZTL pages, and the search for it elsewhere is now finished rather than open.

Measured on 2026-09-22: the Albo Pretorio is the city's own channel for ordinances and it runs on a separate host, servizi.comune.siena.it, whose historic archive (albo_pretorio_full.php) answers HTTP 403 both with and without the CSRF token the city's own page links — it is bound to a browser session we do not have, and the host publishes no robots.txt at all.

The Ufficio Ordinanze, the office that actually drafts every traffic order in Siena, has a service page that publishes no register: it says the office drafts permanent and temporary road-traffic orders and that the way to reach one is to telephone or email the office. So the order exists, the city stands behind it in the rulebook, and it is not published anywhere a reader can open.

The fact that a class limit exists is recorded here; the number is not, and is not estimated. This remains a real gap for a driver of an older car, and the next attempt is a written request to that office rather than another sweep of the website.

Diesel standard

See the note on the petrol standard. The 2008 order is described as a PM10 measure, which in Italian practice usually bites hardest on older diesels, but the rulebook does not say so and we are not inferring it.

Penalty if you do not comply

None of the city's own ZTL documents states an amount. The standing order for the Zona Y storica says only that failure to obey it draws "le sanzioni previste dal D.lgs. 285 del 30 aprile 1992" — the Highway Code — and the rulebook likewise refers throughout to "le sanzioni previste dal C.d.S." without a figure.

The tariff table annexed to Deliberazione G.C. n. 327/2025 covers permits, not fines, and the city's "Tributi, finanze e contravvenzioni" service category publishes no ZTL penalty page.

Not estimated. Two things a driver should know even without the number: the rulebook makes the permit's own misuse punishable on top of the Highway Code sanction — three months' suspension, revocation on a second offence of the same kind within two years — and failing to display a permit in the windscreen counts as having none at all.

How to comply
  • Staying at a hotel, guesthouse or B&B inside the zone: the property does the work, and it is free. It registers your plate on the temporary white list — at most twice a day per property — and that covers entry and driving for loading and unloading luggage and personal effects only. The registration may be sent up to two working days after you drove in, so arriving before it is filed is not by itself a violation, but the property is the only party who can file it.
  • The route is not yours to choose: the authorisation covers "solo sul percorso più breve per raggiungere la struttura", the shortest way to the property, and nothing else. Crossing the centre because it is quicker is not covered.
  • Stopping: only for luggage, for at most 45 minutes at a time, with the booking sheet displayed together with a parking disc or a token from the property showing the day and time you arrived. It is not a parking permit — park outside the walls.
  • 🚨 The accommodation registration does NOT let you drive through the Zona Y storica, and the streets it excludes are the ones a satnav will pick: Il Campo, Banchi di Sopra, Banchi di Sotto, via di Città, via dei Pellegrini, Piazza Salimbeni and the rest of the list in the area field. Follow the property's own directions rather than the shortest line on a map.
  • Not staying inside the zone: assume you cannot drive in at all, and park outside the walls. The sector car parks named in the rulebook — San Francesco, Il Campo, Santa Caterina, Stadio Fortezza, Duomo, Le fonti di Pescaia — are tied to residents' permits, not to visitors.
  • A short permit with a reason: a private individual may be issued 30 minutes free, one per day and at most four a month for the same car, for carrying or collecting heavy or bulky items, or for accompanying someone over seventy, a child under six, a temporarily disabled person, or an animal to a vet or groomer. It cannot be issued for goods or work equipment. An hour costs €5 and a day €10, and any transit in the Zona Y storica costs €30 more.
  • Disabled drivers: a vehicle carrying the European disabled badge (CUDE) can be put on the temporary white list through the city's own online service, including badges issued by another municipality, and the Zona Y storica order lists CUDE holders among its exceptions.
  • Taxis and hire cars with a driver (NCC) may pick you up and set you down, including in the Zona Y storica for guests of accommodation and services inside it — so a taxi is the way into the walled centre when your own car is not.
  • Display whatever you are given. The rulebook says a permit not shown in the windscreen, whether you are moving or parked, is treated as no permit at all.
  • Vehicle limits apply even with a permit: motorcycles, cars and lorries under 35 quintals (3.5 tonnes) and under 7 metres, of an emissions class compatible with the rules in force. Electric cars are not allowed into the ZTL merely to charge.
