Driving in Cattolica: Low emission zone

Cattolica, Italy Β· Low emission zone

In force in Cattolica right nowTuesday, 13 October 2026 at 11:05 Β· Europe/Rome

  • In force Monday to Friday, 1 October 2026 to 31 March 2027: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2

Lifts Tuesday, 13 October 2026 at 18:30 local time.

🚨 There is exactly one rule here and that is a finding rather than an omission, measured three ways on 2026-10-01. There is no Sunday measure: "domenic" occurs once in the whole act and it is in the preamble's Move-In recital about ecological Sundays "ove adottate", with no occurrence at all in the operative part from ORDINA onwards. There is no automatic extra hour: the preamble recites article 17 of the PAIR Technical Implementation Rules, the twenty-five-exceedance local additional measure, and never enacts it. And there is no emergency traffic measure: the strings "8.00", "19.00" and "Euro 5" do not occur anywhere in the act. ⚠️ The scoping of the first of those matters β€” the Coriano record is why it is done this way. A whole-document search for "domenic" returns a hit here and would give the opposite of the right answer.

The emergency measures are not in this timetable because this order makes none for traffic. Arpae issues its bulletin on Mondays, Wednesdays and Fridays and it is assessed for the whole province of Rimini, but what point 5 attaches to it is a ban on spreading livestock slurry (5.1) and a tighter class limit on wood-burning heaters (5.2). The vehicle ban above does not change on those days and no wider vehicle list exists in the act.

🚨 Nothing in this timetable may be read across to Rimini or Riccione, which are eight and seventeen kilometres north on the same coast by the city anchors, and in the same province. Both of those orders ban on twenty-four of the season's twenty-six Sundays, both reach diesel Euro 5 on them, and both widen to 08:00–19:00 when the emergency measures run. Measured across all twenty-seven family records on 2026-10-01, this one included, twelve carry a Sunday rule and twelve carry the 08:00–19:00 emergency widening β€” and it is the SAME twelve, exactly the comuni on Arpae's over-30,000 register. Cattolica and Coriano are the two records in the province of Rimini on the under-30,000 register, and neither has either feature.

⚠️ This timetable is a clock and says nothing about where you are, and here that warning carries more than usual. The order gives its zone no documentary extent at all: it restricts the centro abitato as marked out by Highway Code signage, names no road and publishes no plan. A vehicle on the banned list can be lawfully moving at every hour in this table, anywhere in the municipality outside the signed area.

The order's other measures are outside this timetable because they are not about driving: the heating-season start of 1 November 2026, the indoor temperature limits of 19 Β°C and 17 Β°C, the biomass and open-burning rules, the pellet certification duty and the shop-door closing duty all run on their own periods and across the whole municipality.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Cattolica bans older vehicles from its built-up area for the winter half of the year, from 1 October 2026 to 31 March 2027, Monday to Friday, 08:30 to 18:30. The ban catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2.

Nothing is on sale: there is no day ticket, no charge and no payable derogation, and a banned car does not become admissible by paying. πŸ”‘ This is one of the simplest timetables in the family, and the simplicity is the finding.

There is no Sunday measure, no Saturday measure, no automatic extra hour and no emergency measure that touches traffic at all β€” so 18:30 means 18:30, Monday to Friday, for the whole season, and nothing in the act can move it. 🚨 That is the opposite of what the two coastal orders immediately north of here do.

Rimini and Riccione both run ecological Sundays, both reach diesel Euro 5 on them, and both widen to an 08:00–19:00 emergency clock; Cattolica is in the same province, on the same coast, eight kilometres from Riccione by the city anchors, and does none of it. ⚠️ Nor does it share their zone wording.

Rimini and Riccione both define their zone as the "Zona urbana a mare della Strada Statale 16"; that sentence does not occur in this act, which was measured.

Here the zone is the centro abitato "individuata dalla segnaletica prevista dal Codice della Strada" β€” the area marked out by the road signs the Highway Code provides for. 🚨 The act names no road anywhere and publishes no plan, so there is no documentary boundary at all: the signs on the ground are the boundary, and this record says so rather than drawing one.

The ban lifts on six named days β€” 1 November, 8 December, 25 December and 26 December 2026, and 1 January and 6 January 2027 β€” and on any day when local public transport is on strike. Electric and hybrid vehicles, cars carrying at least three people, vehicles serving guests at hotels inside the zone, and vehicles enrolled in the regional Move-In telematics scheme are outside the ban.

The fine runs from €168 to €679, with a fifteen- to thirty-day licence suspension if you are caught again within two years. The ban is on circulation, so it is driving, not parking, that is caught.

Comune di Cattolica (RN) β€” Ordinanza del Sindaco n. 181 del 29 settembre 2026, signed by the Mayor, Franca Foronchi, and published by Arpae Emilia-Romagna, the regional agency that collects the implementing ordinances of every municipality bound by the PAIR 2030

Daily charge

Nothing is charged and nothing is on sale. The order bans the listed classes from circulating and then lists the vehicles and journeys excluded from that ban; there is no day ticket, no registration fee and no payable derogation a visitor could buy.

The one route by which a banned vehicle can be authorised is Move-In, the regional telematics scheme, which fits a black box and allows a monitored annual mileage allowance instead of a flat prohibition, on the terms of Annexes A, B and C to regional decision DGR n.

1493 of 22/09/2025. ⚠️ As at Coriano, Fidenza and Mirandola, this order does not itself grant Move-In: it excludes Move-In vehicles from its own ban and attributes the grant to an earlier act of the same Comune β€” "Vista l’Ordinanza Sindacale n. 203 del 30/09/2025 con la quale il Comune di Cattolica ha consentito la circolazione nell’area soggetta alle limitazioni ai veicoli aderenti al sistema Move-In".

That earlier ordinance was not opened for this record and is not cited as a source here; what is published is that this order excludes Move-In vehicles from its own ban. πŸ”‘ The reach of that exclusion is unusually easy to state here, because there is only one ban to be excluded from.

Riccione's order had to carve Move-In back out of its ecological Sundays and its emergency measures, and said so expressly in its operative part; this order has neither, so a Move-In vehicle that is lawful on a Tuesday is lawful on every day of the season.

The preamble does recite the regional rule that Move-In "non consente la circolazione dei veicoli in caso di attivazione delle misure emergenziali e in occasione delle domeniche ecologiche, ove adottate" β€” but Cattolica adopts no ecological Sundays and makes no emergency measure for traffic, so neither limb of that sentence has anything to bite on here.

Move-In is in any case a scheme for vehicles registered in the participating regions rather than something a foreign visitor can buy on arrival. Neither the order nor the regional decision states a price in the documents read here, so none is given.

When it operates

Seasonal, and the season had just opened when this was read. The ban runs from 1 October 2026 to 31 March 2027, Monday to Friday, 08:30 to 18:30 β€” "Nel periodo 01/10/2026 - 31/03/2027, dal lunedΓ¬ al venerdΓ¬, dalle 8.30 alle 18.30". πŸ”‘ That single line is the whole clock, and the absence of everything else was measured rather than assumed.

There is no Sunday measure: the string "domenic" occurs exactly once in the whole act, in the preamble's recital of the regional Move-In rule about ecological Sundays "ove adottate" β€” where adopted β€” and the operative part from ORDINA onwards contains no occurrence at all. ⚠️ That scoping matters and the Coriano record is why it is done this way: a whole-document search for "domenic" returns a hit here and would give the opposite of the right answer.

Saturday is never named.

There is no automatic extension of the clock, and as at Riccione the absence is deliberate enough to be worth stating: the preamble recites article 17 of the PAIR 2030 Technical Implementation Rules β€” the local additional measures a comune applies "nel caso in cui si verifichino 25 superamenti del valore limite giornaliero di PM10" β€” and the operative part never enacts it. 🚨 Most unusually for this family, the emergency measures do not touch traffic either.

Arpae issues its bulletin on Mondays, Wednesdays and Fridays and it is assessed for the whole province of Rimini, but what point 5 attaches to it is a ban on spreading livestock slurry and a tighter class limit on wood-burning heaters β€” 5.1 and 5.2 β€” and nothing about vehicles.

The strings "8.00", "19.00" and "Euro 5" do not occur anywhere in the act, measured on 2026-10-01. β‡’ A driver's position here never changes: 18:30 is 18:30 on every day of the season, and a Euro 5 diesel is never restricted at any hour. 🚨 Do not carry the coastal timetable south.

Rimini and Riccione, eight and seventeen kilometres up the same shore by the city anchors, and in the same province, both ban on twenty-four of the season's twenty-six Sundays, both reach diesel Euro 5 on them, and both widen to 08:00–19:00 when the emergency measures run.

Measured across all twenty-seven records of this family on 2026-10-01, this one included, twelve carry a Sunday rule and twelve carry the 08:00–19:00 emergency widening β€” and it is the SAME twelve, exactly the municipalities published on Arpae's over-30,000 register. β‡’ πŸ”‘ These two features track which register a comune is on, not which province it is in.

Cattolica and Coriano are both in the province of Rimini and both on the under-30,000 register, and neither has either feature. The weekday ban is lifted outright on six named days β€” 1 November, 8 December, 25 December and 26 December 2026, 1 January and 6 January 2027 β€” and on any day when local public transport is on strike, which cannot be put in a calendar.

Area covered

🚨 There is no documentary boundary at all, and that is the finding rather than a gap in the reading. Point 1 restricts circulation "nell’area del centro abitato di Cattolica compreso nell’area individuata dalla segnaletica prevista dal Codice della Strada" β€” the built-up area of Cattolica, within the area marked out by the signage the Highway Code provides for. That sentence is the entire extent clause.

The act names no road, no stretch, no landmark and no coordinate anywhere in its ten pages: a search for street-name forms over the extracted text returns only "Piazza Roosevelt", which is the municipality's own address in the page footer, and "via strutturale" and "via generale", which are the Italian adverbial phrase and not places.

No plan is annexed and none is promised β€” the word "planimetria" does not occur, and every "allegato" in the act points at a regional or national document rather than at a drawing of this zone. β‡’ The boundary exists only as road signs standing on the ground, which is recorded under boundary_coverage. 🚨 THE ZONE SENTENCE THE TWO COASTAL ORDERS SHARE IS NOT HERE, AND THAT WAS THE QUESTION THIS READING WAS OPENED TO SETTLE.

Rimini and Riccione both define their zones with the identical words "Zona urbana a mare della Strada Statale 16" β€” one trunk road and the Adriatic as the whole boundary.

Cattolica is the next coastal comune south of Riccione in the same province, and the string does not occur in its act; neither does "Strada Statale 16", "SS 16" or "SS16" in any form, measured on 2026-10-01. β‡’ The sentence is not a template issued down the province of Rimini. ⚠️ What that does NOT establish, and this record does not claim: Cattolica is published on Arpae's under-30,000 register and the two coastal orders are on the over-30,000 one, so what has been measured is that the sentence does not cross the two registers.

Whether it is a template among the larger coastal comuni is a different question, and two instances remain two instances. πŸ”‘ The practical consequence for a driver is real but not fatal.

A centro abitato is signposted at every approach road under article 4 of the Highway Code, so the edge is knowable where you meet it even though it is nowhere written down β€” and Cattolica is a small comune, 3.6 km north to south by 3.8 km east to west, with the built-up area occupying most of it. What a visitor cannot do is check the boundary before setting off, because there is nothing published to check.

Cattolica is warned from its city anchor instead.

Comune di Cattolica (RN) β€” Ordinanza del Sindaco n. 181 del 29/09/2026, ORDINA point 1, which is the only extent clause in the act

Why there is no map here
🚨 This is the thinnest extent clause in the family: the order does not publish a boundary, does not promise one, and does not point at one. Point 1 restricts "l’area del centro abitato di Cattolica compreso nell’area individuata dalla segnaletica prevista dal Codice della Strada" and that is all of it. The word "planimetria" does not occur in the act; every "allegato" in it points at a regional or national document β€” Annexes A, B and C to DGR n. 1493/2025, annex 3 to the PAIR general report, annex X to D.Lgs. 152/2006 β€” and none at a drawing of this zone. The act names no road at all: a search over the extracted text for street-name forms returns "Piazza Roosevelt", which is the municipality's own address in the page footer, and two instances of the adverbial "in via strutturale" and "in via generale". ⚠️ The two image objects in the file were written out and opened before this status was decided, which is what D-321 point 7 requires. They are 155 Γ— 184 and 328 Γ— 164 pixels, both DCTDecode: the first is the comune's coat of arms, the second the "CITTΓ€ DI CATTOLICA" wordmark. Neither is a drawing of anything. 🚨 This is NOT the Coriano case and must not be recorded as it, although the two are neighbours in the same province on the same register. Coriano's order promises a planimetria, calls it constitutive of the act, and neither of its publishers delivers it β€” a broken promise. This order makes no promise to break. Nor is it the Mirandola case, which is the nearest of the three: that order also attaches nothing, but it points its reader at the comune's statutory centro abitato delimitation fixed by two named council resolutions, which is at least a document that exists and could be sought. Here the pointer is to physical road signs. β‡’ πŸ”‘ The boundary is not unknowable β€” a centro abitato is signposted at every approach road under the Highway Code, and the comune is compact, with its OSM relation spanning 3.63 km north to south by 3.76 km east to west. What is missing is any way to check it in advance. This project will not draw one: tracing a perimeter off a sentence that names nothing and serving it as what decides whether a visitor's older car is committing an offence would be this project's invention, and unlike at Coriano there would not even be road names to trace. Cattolica is warned from its city anchor instead.
Petrol standard

Petrol cars of Euro 0, Euro 1 and Euro 2 are banned β€” "veicoli alimentati a benzina EURO 0, EURO 1 ed EURO 2, non conformi alla direttiva 98/69/A CE e successive o alla direttiva 99/96/A CE e successive" β€” so a petrol car needs to be Euro 3 or better. Bi-fuel vehicles running on LPG/petrol or methane/petrol are treated identically and banned up to and including Euro 2.

Mopeds are banned up to and including Euro 2 where they do not comply with Directive 2013/60/EC or later, and motorcycles up to and including Euro 2 where they do not comply with Directive 2003/77/EC or later. πŸ”‘ Unlike the two coastal orders north of here, none of these lines has a second, stricter version to compare against, because there is no Sunday list and no emergency list in this act.

A petrol car that is Euro 3 is clear of this order at every hour of the season. ⚠️ Electric mopeds and motorcycles are not named as exempt in their own right here, as they are at Riccione; the exemption list opens with "autoveicoli elettrici o ibridi dotati di motore elettrico", which is written in the term for cars.

A rider on an electric two-wheeler is outside the ban because a vehicle with no Euro class is not on the banned list, not because the act says so.

Diesel standard

Diesel cars are banned up to and including Euro 4 β€” "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3 ed EURO 4 non conformi alla direttiva 2005/55/CE B2 e successive o alla direttiva 99/96 fase III oppure Riga B2 o C e successive" β€” so a diesel needs to be Euro 5 or better, and that is the end of it. πŸ”‘ THE STRING "EURO 5" DOES NOT OCCUR ANYWHERE IN THIS ACT, measured over the extracted text on 2026-10-01.

There is no Sunday list to move the line one class further, no emergency list to move it, and no recital of the national Euro 5 chain. β‡’ A Euro 5 diesel is unrestricted here on every day of the season and at every hour, which is exactly what it is not eight kilometres north. 🚨 Riccione bans diesel Euro 5 on twenty-four of the season's twenty-six Sundays and whenever the emergency measures run; Rimini does the same.

A driver who read either of those orders and drove south would be carrying a restriction that does not exist here β€” and, far more dangerously, a driver who read THIS order and drove north would be carrying a permission that does not exist there. ⚠️ The contrast in the preambles is worth recording because it shows the two acts are not drawn from one template.

Riccione's preamble recites the whole national Euro 5 chain at length β€” Legge n. 105 of 18 July 2025, L.R. n.

9 of 28/07/2026 article 15, DGR n. 1505 of 07/09/2026 β€” and explains that it is addressed to municipalities over 100,000 inhabitants. This preamble cites Legge n.

105 of 18 July 2025 by number and date alone, with no Euro 5 text attached to it at all, and cites L.R. n. 9/2026 and DGR n.

1505/2026 only for the compensating measures about heating-season start dates. The chain that does not reach Riccione does not even get recited here. πŸ”‘ What this act does state about itself is its population: "la popolazione residente nel Comune di Cattolica alla data del 01/01/2026 Γ¨ pari a 16.572 abitanti".

That puts it under the 30,000 threshold at which article 12 of the PAIR bites hardest, and in the 10,000–20,000 band for enforcement, which the act then uses to set itself a minimum of 200 vehicle checks a year.

Penalty if you do not comply
€168.00 The order sets a range, not a fixed sum: "ai sensi dell’art. 7 comma 13-bis del vigente Codice della Strada, la violazione delle limitazioni alla circolazione previste dal punto 1 Γ¨ soggetta alla sanzione amministrativa pecuniaria da € 168,00 a € 679,00", subject to the periodic uprating article 195 of the Highway Code provides for. The figure recorded above is the floor; the ceiling is €679. Where the violation is repeated within two years the order adds "la sanzione amministrativa accessoria della sospensione della patente di guida da quindici a trenta giorni" β€” a driving-licence suspension of fifteen to thirty days. πŸ”‘ The scope of that figure is simpler here than in the coastal orders, and for the same reason the rest of this record is simpler: it is attached to point 1 and point 1 is the only driving measure in the act. Riccione's order had to say expressly that an emergency-day offence is charged as a circulation offence rather than as a general by-law breach; here there is no emergency driving measure to classify. The act's other measures carry their own separate penalties: misusing a document the order requires, or using a photocopy of one β€” the Move-In paperwork is the example the act gives β€” costs €50 to €500; breaching the biomass, open-burning and vegetation-burning rules at points 2.1, 2.2, 2.3, 2.4 and 5.2 costs €300 to €3,000 under article 10 paragraph 4 of D.L. 69/2023; and leaving a shop door open at point 4.2 costs the proprietor €50 to €500 under article 42 of L.R. 16/2017. ⚠️ The act then says something most of this family does not, and it is worth carrying to a reader: "non tutti i divieti e obblighi previsti dalla presente Ordinanza sono associati a sanzioni amministrative specifiche" β€” not every duty it imposes has a penalty attached, some being obligations without a sanction or matters left to general law, and compliance is required either way. Payment is due within 60 days of the notice. Forging or altering one of the documents the order requires is taken out of the penalty regime and referred to the criminal law, with the officer seizing the document. Enforcement is by Cattolica's own Corpo di Polizia Locale and the other road-police bodies under article 12 of the Highway Code, together with judicial police officers and the volunteer environmental wardens, the GEV and Legambiente's GEL.Source: Comune di Cattolica, read 2026-10-01

Comune di Cattolica (RN) β€” Ordinanza del Sindaco n. 181 del 29/09/2026, the SANZIONI article, with the DISPOSIZIONI SUI CONTROLLI E SULLA VIGILANZA article for the enforcing bodies and the INFORMA article for the appeal routes

How to comply
  • Work out your Euro class first, because here it is the only thing that decides your case and nothing else moves. Banned Monday to Friday: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. There is no ticket, no permit and no payment that changes it.
  • Check the date. The scheme is dormant from 1 April to 30 September and bites from 1 October 2026 to 31 March 2027. Monday to Friday it runs 08:30–18:30.
  • πŸ”‘ Then stop checking. This is the rare order in this family with nothing else in it: no ecological Sundays, no Saturday rule, no automatic extra hour, and emergency measures that do not touch traffic at all. 18:30 means 18:30 on every day of the season, and a Euro 5 diesel is never restricted here at any hour.
  • 🚨 Do not carry Rimini's or Riccione's rules south with you. Those two orders ban on twenty-four of the season's twenty-six Sundays, reach diesel Euro 5 on them, and widen to 08:00–19:00 on emergency days. Cattolica is in the same province, on the same coast, and does none of it. The reverse is the dangerous direction: a Euro 5 diesel that is fine here all season is banned on a Riccione Sunday.
  • 🚨 You cannot look the boundary up before you set off, because there is nothing published to look up. The order restricts the built-up area of Cattolica "within the area marked out by the signage the Highway Code provides for" and then names no road and attaches no plan. The signs are the boundary. In practice a centro abitato is signposted at every approach road, and Cattolica is small β€” under four kilometres across either way β€” so assume the built-up area is in.
  • Six named days lift the ban outright: 1 November, 8 December, 25 December and 26 December 2026, and 1 January and 6 January 2027. So does any day on which local public transport is on strike, which you will not find in a calendar.
  • Electric and hybrid vehicles are never caught. Cars carrying at least three people are exempt where the vehicle is approved for four or more seats β€” two people where it is approved for two or three. Vehicles registered for specific transport or special uses are exempt.
  • Staying in the zone? A vehicle serving someone lodged at hotel-type accommodation inside the restricted area is exempt for the journey to and from the accommodation itself, on a booking β€” or, within the following ten days, on an attestation stamped by the property or a copy of its invoice showing your name and the vehicle's plate. For a seaside resort this is the exemption most visitors will actually use.
  • A disabled person's parking badge issued under D.P.R. 151/2012 exempts the vehicle serving them, and so do journeys carrying someone to urgent or scheduled medical treatment, home-care patients and their carers, and blood donors on the day of donation. Emergency, rescue, breakdown-recovery, public-security, environmental-control and utility-maintenance vehicles are exempt, as are buses and school buses, doctors and vets on urgent home visits with their professional badge, vehicles carrying perishable goods or medicines, vehicles going to a booked roadworthiness test, and market and fair traders.
  • Historic vehicles get less than you might expect: registration in ASI, Storico Lancia, Italiano Fiat, Italiano Alfa Romeo or Storico FMI exempts the vehicle only "limitatamente alle manifestazioni organizzate" β€” for organised events, not for ordinary driving.
  • Driving a lorry over 3.5 tonnes? N2 and N3 vehicles are exempt only for the trip between the operator's own operating base and the nearest road outside the ban, and not for anything else.
  • If your vehicle is enrolled in the regional Move-In telematics scheme it is outside this ban, and here that is the whole story β€” unlike at Riccione, there is no Sunday or emergency measure for the exclusion to stop short of. Move-In is a scheme for vehicles registered in the participating regions, not something a visitor can buy on arrival.
  • The fine is €168 to €679, with a fifteen- to thirty-day licence suspension if you are caught again within two years. Using a photocopy of a document the order requires, or misusing one, costs a further €50 to €500 and the officer may seize it.
  • If you are heating a property here rather than driving to one, the same order sets the heating season to start on 1 November 2026, caps indoor temperatures at 19 Β°C in homes, offices and shops and 17 Β°C in industrial and craft premises, both with 2 Β°C of tolerance, bans the worse classes of wood-burning heater where there is an alternative, requires A1-certified pellet in stoves under 35 kW, and bans outdoor burning β€” with two authorised traditional-festival events allowed as an exception.
  • This is the antismog ban and nothing else. It is a limit on circulation, so it governs driving rather than parking, and Cattolica's other access and parking schemes operate under their own separate orders.
