Driving in Monza: Low emission zone

Monza, Italy · Low emission zone

Official name Misure permanenti per la limitazione del traffico veicolare (Regione Lombardia)

In force in Monza right nowTuesday, 13 October 2026 at 11:04 · Europe/Rome

  • In force Cars and other autoveicoli, except urban, interurban and suburban M3 buses in local public transport service: petrol, methane and LPG up to Euro 1, diesel up to Euro 4. The Euro 5 diesel step for cars (M1) was to start on 1 October 2026 and was postponed to 1 October 2027 by d.G.R. XII/6846 of 28 September 2026, so it is not encoded here
  • In force Two-stroke mopeds and motorcycles of class Euro 0, across the whole region
  • In force Two-stroke mopeds and motorcycles of class Euro 1/I, in the urban areas of Fascia 1 municipalities — which includes Monza — from 1 October to 31 March only

The region exempts public holidays falling inside the week — "escluse quelle festive infrasettimanali" — and we hold no official, dated and reusable list of the public holidays currently in force in Italy. So on an Italian public holiday falling Monday to Friday this page will say the restriction is in force when the region says it is not. Saturdays and Sundays are handled correctly, because the region names the weekdays itself rather than leaving the word "feriali" to do that work.

A verdict of "in force" here does not decide your case on its own. Three different things have to line up: the hour, your Euro class and fuel, and where in Monza you are. A Euro 4 diesel is banned at 10:00 on a Tuesday on an ordinary street and not banned at the same minute on the SS 36 or on viale Stucchi, because those are on the municipality's carve-out list.

⚠️ The area is the built-up part of the municipality, not a centre with a gate. There is no threshold to notice and no camera to pass: a driver who never goes near the middle of Monza is still inside the scheme for the whole of their stay.

🚨 THE DIESEL LINE WAS TO CHANGE ON 1 OCTOBER 2026 AND IT NO LONGER DOES. This timetable said until 29 September 2026 that Euro 5 diesel cars (M1) would be banned in Monza in the same hours from that date. On 28 September 2026, two days before it was to take effect, Regione Lombardia postponed the Euro 5 diesel step to 1 October 2027 by d.G.R. XII/6846, implementing decreto-legge 28 settembre 2026, n. 167, and replaced the 2025 Allegato 1 with one that stops at Euro 4/IV diesel. ✅ The hours are unchanged and the set of vehicles caught is unchanged; what changed is that it does not grow this October.

The two-stroke rules are not the car timetable and are encoded separately for that reason. Euro 0 two-strokes are banned across the entire region at every hour of every day, which no car rule in this scheme does; Euro 1/I two-strokes follow the weekday window but only for the winter half of the year.

M3 buses in local public transport service of Euro 0, 1 and 2 diesel are banned across the region Monday to Sunday round the clock, and a separate national rule has banned petrol and diesel M2 and M3 public-transport vehicles up to and including Euro 3 since 1 January 2024. Neither is in this timetable, because neither is a vehicle a visitor drives.

The region may suspend the ban for exceptional meteorological or social events, naming strikes in local public transport as an example. A suspension of that kind is announced by the region and is not something this schedule can anticipate.

Monza also sits under the region's temporary anti-smog measures, which are a different scheme on a different trigger: they can be switched on between 1 October and 31 March when the PM10 daily limit is exceeded for long enough in the province, they add classes to the ban, and unlike this permanent scheme they can apply at weekends. Nothing on this page tells you whether they are active today.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Monza has no low-emission zone of its own.

The restriction that catches a visitor here is written by Regione Lombardia and applies across the whole built-up area of the municipality, all year, Monday to Friday between 07:30 and 19:30 — and Monza's own council states in one sentence which band it lands in: "Il Comune di Monza rientra tra i Comuni in fascia 1." Fascia 1 is the strictest of the region's two bands, so the diesel floor here is Euro 5: a diesel car of Euro 4 or below may not circulate during those hours, and petrol, methane and LPG vehicles are caught at Euro 1 and below. 🚨 THE EURO 5 DIESEL STEP THAT WAS TO ARRIVE ON 1 OCTOBER 2026 HAS BEEN POSTPONED BY A YEAR, AND THIS PAGE CARRIED THE OLD DATE UNTIL 29 SEPTEMBER 2026.

Monza is one of the four Lombard municipalities over 100 000 inhabitants — Milan, Brescia, Monza and Bergamo — that the 2025 regional decision named for that step. On 28 September 2026, acting on decreto-legge 28 settembre 2026, n. 167, the region resolved by d.G.R.

XII/6846 «il rinvio delle limitazioni alla circolazione per i veicoli diesel Euro 5 al 1° ottobre 2027», and its Allegato 1 — which replaces the 2025 one outright — now stops at Euro 4/IV diesel and contains no Euro 5 clause and no 100 000-inhabitant clause at all. ✅ So a Euro 5 diesel car may circulate here through the 2026-2027 winter.

There is no charge, no day ticket and no permit counter: the only alternatives the region publishes are a fixed list of exempt vehicles, a fixed list of exempt journeys, and MoVe-In, an annual black-box scheme that swaps the clock for a kilometre allowance.

What Monza adds on top of the regional text, and what makes this page worth reading before you drive in, is its own list of streets the block does not apply to — the SS 36 and a named chain of viali running from viale Lombardia round to viale delle Industrie, plus the run through Cinisello to the A52 junctions.

Daily charge

Nothing is charged and nothing is on sale. This is a ban rather than a toll: the region bars the listed emission classes from circulating during the hours and then publishes two closed lists — vehicles excluded from the ban by what they are, and journeys derogated from it by what they are for — with no payable entry, no visitor day ticket and no counter at which a banned vehicle could buy its way in for an afternoon.

The council's page points the reader at the region for every tariff question and offers none of its own.

The one alternative that exists is not a payment for entry either: MoVe-In replaces the timetable with an annual kilometre allowance measured by a black box fitted to the vehicle, which is a different kind of permission rather than a cheaper one, and the region's own page describes it as a year-long service rather than something bought on arrival.

When it operates

07:30 to 19:30, Monday to Friday, excluding public holidays that fall within the week, from 1 January to 31 December of every year — "nelle giornate dal lunedì al venerdì, escluse quelle festive infrasettimanali, dalle ore 7.30 alle ore 19.30, dal 1° gennaio al 31 dicembre di ogni anno".

That is the window for cars and light commercial vehicles, and it does not change with the season: unlike the winter anti-smog orders of Emilia-Romagna, this one runs every month of the year. Two other timetables sit beside it and are not the same window. Two-stroke mopeds and motorcycles of Euro 0 are banned across the whole region seven days a week, twenty-four hours a day, all year.

Two-stroke mopeds and motorcycles of Euro 1/I are banned Monday to Friday 07:30–19:30 in the urban areas of Fascia 1 municipalities — which includes Monza — but only from 1 October to 31 March. Urban, suburban and interurban M3 buses in local public transport service of Euro 0, 1 and 2 diesel are banned across the region Monday to Sunday, twenty-four hours a day, all year.

Area covered

The urban area of the comune di Monza — not a ring, not a centre, and not signed with a gate you cross once.

The region ties the scheme to the centro abitato as each municipality has perimetered and signposted it, and states what happens when a municipality has not: "In assenza della perimetrazione del centro abitato e della apposizione della prevista segnaletica da parte del Comune le limitazioni si applicano all'intero territorio comunale." So the smallest the restricted area can be is Monza's signed built-up area, and the largest is the whole municipality.

Against that, three categories of road are carved out region-wide and are the practical answer for a driver passing through: motorways; roads classified of regional interest R1; and the connecting stretches between those roads, the motorway junctions, and the car parks at peripheral public-transport stations inside the restricted zone.

Monza publishes its own version of that carve-out street by street, which the region's own road schedule does not do for this province: "SS 36, viale Lombardia, viale Elvezia, piazzale Virgilio, via Lario, via Cesare Battisti, viale Regina Margherita di Savoia, viale Brianza, via Boccaccio, via Cantore, viale Libertà, viale Stucchi, viale Sicilia, viale Guglielmo Marconi, viale Enrico Fermi, viale delle Industrie", and beyond the city limit "nel Comune di Cinisello viale Brianza fino agli svincoli con la tangenziale nord (A52)".

Why there is no map here
The boundary of this scheme is published twice and neither form is geometry we can take, and the two failures are different failures. At regional level the region publishes "Mappa ambito di applicazione — Comuni di fascia 1 e fascia 2", a drawing of Lombardy with the two bands shaded; it is a picture of which municipalities are in, and the authoritative form of that same fact is the 570-name list this record already cites and watches, so the map adds nothing we do not hold in a better form. At municipal level the operative perimeter is Monza's own centro abitato as perimetered and signposted under the Highway Code, and the region is explicit that this is what the limits attach to. That perimeter is not published as data by the council — its own service page describes the scheme and lists the exempt streets in prose and offers no map, no shapefile and no download. So what a polygon would have to represent is a line the publisher draws on the ground with signs rather than on a map, and drawing it ourselves from the street list would be asserting the answer instead of citing it. ⚠️ Do not treat this as the same case as Genoa's AREA 1 (D-251), where a perimeter exists as a published street sequence and only the vector export is missing. Here there is no published perimeter at all below the municipal boundary — the region's fallback sentence says so itself, by providing that the whole municipal territory applies where the signs are absent.

Petrol standard

Euro 1 and below, for petrol, methane and LPG alike. The region bans Euro 0 vehicles "benzina, metano, GPL o diesel" and Euro 1/I vehicles on the same four fuels in both Fascia 1 and Fascia 2 municipalities, during the weekday window.

Above that line petrol is not restricted at all by this scheme: there is no Euro 2, Euro 3 or Euro 4 petrol step anywhere in the permanent measures, and the Euro 5 phase-in that was to begin on 1 October 2026, and that the region postponed to 1 October 2027 on 28 September 2026, was written for diesel only. Nothing about a petrol, methane or LPG vehicle changed either way.

A petrol car fitted with a natural-gas or LPG system — from the factory or retrofitted, and including bi-fuel installations that keep the petrol tank — is excluded from the ban outright provided the vehicle is of class Euro 2/II or better, which is a more generous line than the one that catches petrol on its own.

Two-stroke mopeds and motorcycles are handled by their own rule rather than by fuel, and it is stricter than anything the car list contains: Euro 0 two-strokes are banned across the whole region seven days a week and round the clock.

Diesel standard

Euro 4 and below. This is the line that decides most visitors' cases, and it has two steps today where until 29 September 2026 this record described three. First, the region bans diesel of Euro 0, Euro 1/I, Euro 2/II and Euro 3/III in both Fascia 1 and Fascia 2 municipalities.

Second, it bans Euro 4/IV diesel as well, but only in Fascia 1 municipalities and in the Fascia 2 municipalities over 30 000 inhabitants — four since 28 September 2026, Varese, Lecco, Vigevano and Abbiategrasso, S.

Giuliano Milanese having been dropped; Monza is Fascia 1, which its own council states in terms — "Il Comune di Monza rientra tra i Comuni in fascia 1" — and which the region's own band list confirms by naming MONZA under province code MB inside the ELENCO COMUNI FASCIA 1. So the diesel floor in Monza is Euro 5. 🚨 THE THIRD STEP WAS TWO DAYS AWAY AND HAS BEEN POSTPONED TO 1 OCTOBER 2027.

Until 28 September 2026 the governing act was d.G.R. n. 4843 del 28/07/2025, under which Euro 5/V diesel cars of category M1 would have been banned from 1 October 2026 in the urban areas of municipalities over 100 000 inhabitants, the region naming all four: "Comuni aventi popolazione superiore ai 100.000 abitanti (Milano, Brescia, Monza e Bergamo)".

It phased the step by vehicle category — M1 cars from 1 October 2026, M2, N1 and N2 from 1 October 2027, everything else from 1 October 2028. On 28 September 2026 the region adopted d.G.R. XII/6846, which resolves «il rinvio delle limitazioni alla circolazione per i veicoli diesel Euro 5 al 1° ottobre 2027» in implementation of decreto-legge 28 settembre 2026, n.

167, and whose Allegato 1 «modifica e sostituisce l'Allegato 1 della d.G.R n. 4843 del 28/07/2025». ✅ Read on 2026-09-29, that replacement Allegato 1 lists the banned classes in full and stops at Euro 4/IV diesel: no Euro 5 row, and no 100 000-inhabitant threshold anywhere in its scope section.

⚠️ Because the 2025 Allegato was replaced outright rather than amended date by date, this record states no future date for the M2/N1/N2 and N3/M3 phases either.

A diesel of any class fitted with an abatement system effective against both particulates and nitrogen oxides is excluded, but the bar is high and was deliberately raised: the system must hold real-driving emissions at or below the values set for Euro 6 D / Euro VI diesel, and since 1 October 2024 a filter that only removes particulates no longer counts for any vehicle.

Penalty if you do not comply
€75.00 The regional law sets a band, not a single figure: from €75.00 to €450.00. The amount recorded here is the bottom of that band, because that is the only number in it a driver is certain to owe.

How to comply
  • Work out your fuel and Euro class first, because nothing else in this scheme is negotiable. Petrol, methane and LPG: banned at Euro 1 and below. Diesel: banned at Euro 4 and below. Monza is a Fascia 1 municipality, so the stricter of the region's two diesel lines is the one that applies here. ✅ A Euro 5 diesel car was to be caught from 1 October 2026; the region postponed that step to 1 October 2027 by d.G.R. XII/6846 of 28 September 2026, so it does not apply this winter.
  • Then check the clock. The ban runs 07:30–19:30, Monday to Friday, every month of the year. Saturdays, Sundays and public holidays falling inside the week are outside it, and so is every evening and every night. A banned vehicle that arrives after 19:30 and leaves before 07:30 never meets the rule.
  • 🚨 If you are only passing, the carve-out is what you need and not the timetable. The ban does not apply on motorways, on roads classified of regional interest R1, or on the connecting stretches, motorway junctions and park-and-ride car parks at peripheral public-transport stations inside the restricted area. Monza names its own: SS 36, viale Lombardia, viale Elvezia, piazzale Virgilio, via Lario, via Cesare Battisti, viale Regina Margherita di Savoia, viale Brianza, via Boccaccio, via Cantore, viale Libertà, viale Stucchi, viale Sicilia, viale Guglielmo Marconi, viale Enrico Fermi and viale delle Industrie — plus viale Brianza through the comune of Cinisello as far as the A52 junctions.
  • Electric, hybrid and multimodal vehicles are excluded outright, as are light electric city vehicles, micro electric vehicles and ultralight electric vehicles. A petrol vehicle with a natural-gas or LPG system, fitted at the factory or afterwards and including bi-fuel conversions, is excluded provided it is Euro 2/II or better.
  • A diesel with a retrofit filter is not automatically excluded and the rule tightened recently: the abatement system has to work on nitrogen oxides as well as particulates, holding real-driving emissions at or below the Euro 6 D / Euro VI diesel values. Since 1 October 2024 a particulate-only filter no longer qualifies for any vehicle class.
  • Historic and collector vehicles are excluded under article 60 comma 4 of the Highway Code, and so are vehicles more than twenty years old that meet article 215 of DPR 495/1992 and carry a FIVA identity document issued by a FIVA-affiliated collectors' association.
  • Car pooling is a derogation with a stated threshold and no paperwork: "veicoli con a bordo almeno tre persone (car pooling)". Three people in the car and the ban does not apply to that journey.
  • Other derogated journeys, each with its own evidence: vehicles of public bodies and private operators performing emergency maintenance in a public-service or public-utility role, identifiable by badge or by an employer's certificate; vehicles carrying a person undergoing indispensable and non-deferrable treatment for serious illness, on production of the medical certificate; and driving-school vehicles on lessons and tests for the C, CE, D, DE, C1, C1E, D1, D1E and BE licences.
  • Vehicles displaying the disabled badge and used for that person's own journeys are derogated, as are vehicles authorised by the mayor for disabled-assistance services. Diplomatic (CD) and consular (CC) plates are derogated. So is a vehicle travelling to a booked roadworthiness test, for that journey only.
  • MoVe-In is the one way to keep a banned vehicle moving inside the hours, and it is a year-long commitment rather than a day pass: a black box is fitted to the vehicle, the time-based ban stops applying, and an annual kilometre allowance applies instead — 800 km for Euro 0, 1 600 km for Euro 1/I, 3 200 km for Euro 2/II diesel, 5 600 km for Euro 3/III diesel and 6 400 km for Euro 4/IV diesel, for a car. ⚠️ Motorway kilometres count against the MoVe-In allowance even though motorways are outside the time-based ban, and hitting the threshold stops the vehicle for the rest of the service year at every hour of every day.
  • Do not expect Monza's council to grant you an exception: the region states that "I Comuni non possono concedere deroghe speciali e personali al di fuori di quelle previste dai provvedimenti regionali." The lists above are the whole of it.
  • ⚠️ This is not Monza's only restriction, and clearing it does not clear the others. The council separately operates restricted-traffic and limited-parking zones in the city, and the region can switch on additional temporary measures between 1 October and 31 March when PM10 exceeds its daily limit — those bite harder and can reach into Saturdays and Sundays, which this permanent scheme never does.
