In force in Kotor right nowTuesday, 13 October 2026 at 11:05 · Europe/Podgorica
Lifts Friday, 16 October 2026 at 00:00 local time.
This timetable is a single season, not a recurring rule. The order names 2026 in every paragraph and the Police Directorate issues a new one each year — the record carries 15 October 2026 as its end date and comes out of the index on that day rather than answering for a season nobody has ordered yet.
The month exceptions encode the season's edges, but they carry no year, so they cannot by themselves distinguish June 2026 from June 2027. The end date is what does that.
A third restriction in the same order — lorries over 7.5 t off the M-1, M-2 and M-10 on weekday and weekend evenings — ran only to 15 September 2026 and is deliberately absent from this timetable. Encoding it would tell a driver a coastal road is shut when the order no longer shuts it.
Neither rule is keyed to the hour for buses and campers: their ban is the whole day, and the empty window above means exactly that.
The order exempts several kinds of working vehicle from its point I bans, and this timetable cannot tell whether yours is one. The exemptions are listed in full in how_to_comply.
Operating times only, read from the source below. It does not check your vehicle.
The road that climbs out of Kotor in twenty-five hairpins to Krstac, and the road up Lovćen to the mausoleum, are closed to buses and motor caravans every hour of every day until 15 October 2026, and to lorries over 7.5 tonnes from 07:00 to midnight.
The instrument is an order (naredba) made by the director of the Uprava policije — the Police Directorate — under article 130 of the Law on Road Traffic Safety, announced by the Ministry of the Interior on 12 June 2026 and in force from 15 June 2026, replacing an earlier order numbered 341/26-24502 of 15 May 2026. Two of its restrictions still run and one has already ended, and this record keeps them apart.
Still running to 15 October 2026: goods vehicles whose maximum permissible mass exceeds 7.5 t are banned every day from 07:00 to 24:00 on the regional road R-1 from Kotor — Trojica, the junction with the M-1 — up to Krstac, the junction with the R-25 in Cetinje municipality; and buses of categories M2 and M3, which the order glosses as light and heavy buses and so-called kombi vehicles, together with special passenger vehicles for living in, the so-called campers, are banned around the clock on that same R-1 in the Njeguši-to-Kotor direction and on the R-25.1 between Međuvršje and Lovćen, from the car park to the mausoleum, in both directions.
Already ended: the same order banned lorries over 7.5 t from the coastal and inland trunk roads — the M-1 from the Debeli Brijeg crossing through Herceg Novi, Kotor, Tivat, Budva, Bar and Ulcinj to Sukobin, the M-2 from Podgorica to Petrovac and from Podgorica to Kolašin, and the M-10 from Podgorica through Cetinje to Budva — on weekday evenings from 19:00 and at weekends from 17:00, but only from 15 June to 15 September 2026.
That part of the order expired five days before this record was written and is not in force now. Nothing here is an annual rule. The Police Directorate issues a fresh order each season, this one names 2026 in every paragraph, and this record ends with it.
Vlada Crne Gore — Ministarstvo unutrašnjih poslova / Uprava policije, announcing the order its own director made
There is no charge and no permit. The order's instrument is a prohibition on driving certain vehicles on certain roads at certain hours; it offers nothing to buy, no counter, no application and no exemption that money could obtain. The exemptions it does grant are granted by what the vehicle is carrying, not by what its driver has paid.
Two restrictions are in force and they run on different clocks. Goods vehicles over 7.5 t: every day from 07:00 to 24:00, from 15 June to 15 October 2026, on the R-1 between Kotor and Krstac. Buses of categories M2 and M3 and motor caravans: from 00:00 to 24:00 — the whole day, every day — over the same period of 15 June to 15 October 2026, on the R-1 towards Kotor and on the R-25.1 up to the Lovćen mausoleum.
A third restriction in the same order has already ended and is deliberately not encoded below: lorries over 7.5 t were barred from the M-1, M-2 and M-10 trunk roads on weekdays from 19:00 to 24:00 and at weekends from 17:00 to 24:00, but only between 15 June and 15 September 2026, so it stopped applying on 16 September 2026.
The dates are the publisher's, they carry a year, and the order does not renew itself: what happens after 15 October 2026 depends on an order that does not exist yet.
Vlada Crne Gore — Ministarstvo unutrašnjih poslova / Uprava policije, points I and II of the order as announced
Two named stretches of regional road above Kotor, not an area. The first is the R-1 from Kotor — Trojica, its junction with the M-1 — up to Krstac, its junction with the R-25 in Cetinje municipality: this is the Kotor serpentine, the switchback climb out of the bay, and it is the stretch closed to lorries over 7.5 t from 07:00 to midnight.
The second restriction covers that same R-1 stretch described from the other end, Krstac down to Trojica, and the order adds a direction to it — "iz smjera Njeguša ka Kotoru", from the Njeguši direction towards Kotor — so for buses and campers the order as written closes the descent and says nothing about the climb.
It also covers the R-25.1 between Međuvršje and Lovćen, from the car park up to the mausoleum, and there it says "u oba smjera", in both directions.
The expired trunk-road half of the order reached far beyond this city: the M-1 along the whole coast from the Croatian border at Debeli Brijeg to the Albanian border at Sukobin, the M-2 from Podgorica to Petrovac and to Kolašin, and the M-10 from Podgorica through Cetinje to Budva. We do not hold a line for any of it, and the order does not publish one.

No emission standard applies, to a petrol vehicle or to any other. The order asks what the vehicle is — over 7.5 t, a bus of category M2 or M3, a motor caravan — and where and when it is being driven. What comes out of the exhaust is not among its questions, and Montenegro has no national low-emission-zone framework for an order like this to hang a class on.
Nor a diesel standard, and for the same reason. This is a road-safety measure made under the Law on Road Traffic Safety to keep a mountain road passable in the tourist season, not an air-quality measure.
The order does not state a fine, and we do not supply one. It is made under article 130 of the Law on Road Traffic Safety ("Službeni list CG", br. 33/12, 58/14 and later), and that law's penalty provisions are somewhere else in it — an article this announcement does not name and that we could not read here.
The figure is not estimated. Choosing which offence a breach of a police traffic order becomes would be our reading of a statute, and it would decide a sum of money charged to a driver. The announcement does say what enforcement looks like: police officers check compliance and also work to stop lorry queues forming when a ban lifts, by letting goods vehicles back into traffic gradually.

Vlada Crne Gore — Ministarstvo unutrašnjih poslova / Uprava policije: the announcement of the Naredba made by the director of the Police Directorate under article 130 of the Law on Road Traffic Safety, published 12 June 2026, in force from 15 June 2026 and repealing order 341/26-24502 of 15 May 2026. This is the operative text of the order as the issuing authority itself states it; the naredba's own registration number is not given in the announcement
This rule ends on 2026-10-15, by the dates in the order itself. We do not re-check it after that — the page comes out of our index, and only a new order from the authority can put a rule for this road back on it.
