Lisbon operates two Reduced Emission Zones, and ZER 1 is the smaller and stricter of them: the city's own dataset labels it 'Norma Euro 3', against Euro 2 for the much larger ZER 2 that surrounds it. Both were created by Deliberação nº 105/2012, published in the third supplement to Boletim Municipal nº 941 of 1 March 2012.
This page is built from the municipality's published map data; we could not read the city's own rules pages, and what that means is set out under 'When it operates'.
ZER 2 is the larger of Lisbon's two Reduced Emission Zones, about 24.5 km², and the one a visitor is far more likely to drive into. The city's own dataset labels it 'Norma Euro 2', a lower bar than the Euro 3 it labels the small ZER 1 with. Both were created by Deliberação nº 105/2012, published in the third supplement to Boletim Municipal nº 941 of 1 March 2012.
