Lisbon, Portugal · Low emission zone
ZER 2 is the larger of Lisbon's two Reduced Emission Zones, about 24.5 km², and the one a visitor is far more likely to drive into. The city's own dataset labels it 'Norma Euro 2', a lower bar than the Euro 3 it labels the small ZER 1 with. Both were created by Deliberação nº 105/2012, published in the third supplement to Boletim Municipal nº 941 of 1 March 2012.
This page is built from the municipality's published map data; we could not read the city's own rules pages, and what that means is set out under 'When it operates'.

Nothing in the municipality's published data describes a charge, and we could not reach a city page that would confirm there is none. We will not state either that a charge exists or that it does not.
Not established, and this is the honest gap on this page. The Câmara Municipal de Lisboa's own sites — lisboa.pt, cm-lisboa.pt, informacoeseservicos.lisboa.pt and dados.cm-lisboa.pt — all answer our reader with HTTP 403 from a bot-protection challenge, and we do not work around bot protection. The zone geometry and the Euro standard reach us through the city's open-data feed, which carries no times of operation.
Treat the zone as capable of applying at any hour until you have checked with the city.
24.46 km² (24,461,047.55 m²) inside a perimeter of 27.23 km, as recorded by the city in its own dataset. The two zones do not overlap: the city draws ZER 2 around ZER 1 rather than over it, so any given street falls in one of them or in neither, never in both. The exact outline is published as a polygon and is served from this site as GeoJSON.

The city labels this zone 'Norma Euro 2' in its own dataset. That is the only statement of the standard we hold, and it does not separate petrol from diesel, name the vehicle categories it covers, or say whether the standard is a minimum to enter or the highest class banned.

Not established. The city pages that would state it are behind bot protection (see 'When it operates'), and the open-data feed carries no enforcement information.
Not established. We can tell you where the zone is and what standard the city labels it with; we cannot tell you the exemptions, the registration process or how the zone is enforced, because the pages that would say so are unreachable to us.

A city can run more than one scheme, and they do not always answer the same question.
