Driving in Belgrade: Pesacke Zone

Belgrade, Serbia · Limited traffic zone

Official name Улице за пешачки саобраћај на територији града Београда – пешачке зоне

In force in Belgrade right nowTuesday, 13 October 2026 at 11:04 · Europe/Belgrade

  • In force Article 1 of the решење: in the designated streets and street sections, traffic is permitted exclusively to pedestrians. There is no vehicle class that is outside this and no hour at which it lifts — a car, a van and a lorry are all barred alike, and the only way in is an individual decision of the Secretariat for Traffic naming the vehicle, the access point and the route. The empty window list means exactly that: a driver who waits until 22:00 is still inside this rule.

The permitted hours — 00:00 to 24:00 for emergency intervention and for residents with a courtyard or garage space, 01:00 to 08:00 for communal maintenance, 05:00 to 08:00 for supply, money transport and removals — are deliberately not encoded as windows. They are conditions attached to an individual decision for a named vehicle on a named route, not a timetable that applies to everyone, and encoding them would tell an unpermitted driver the bollards drop at 05:00 when they do not.

This encoding says when the restriction is in force, not where you are. We do not hold the zone as geometry — the city draws it with street names — so the warning is at city level and a driver still has to read the street list in the area field or look for the signs and the bollards.

No weekday, weekend or public-holiday rule is encoded, because the decision names none. It designates streets and nothing else; Serbia has public holidays and this instrument does not mention one. Inventing an exemption would be worse than having none, and no Serbian holiday calendar is held in this corpus.

Supply into the zone is governed by a different instrument. Article 6 of this решење hands it to the city's decision on the traffic regime of freight vehicles, which is a separate record in this corpus, and the 05:00 to 08:00 window quoted in the hours field lives there rather than here.

Belgrade has a second, wider freight restriction that overlaps this one in space — a permit regime above 3.5 tonnes across the whole city, with an outright daytime ban on fifteen named street sections. A lorry in central Belgrade can be inside both at once, and neither one excuses the other.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Belgrade's pedestrian zones are the strictest kind of restriction in this corpus and also the simplest to state: in the streets the city lists, only pedestrians may move. The instrument says so in one sentence — it designates streets or parts of streets in which traffic is permitted exclusively to pedestrians.

There is no charge for driving in, no emission class that buys you in, and no hour of the day when the rule lifts of its own accord. Everything that does move there moves on an individual decision, a решење, issued by the city's Secretariat for Traffic, and the decision names the access point and the route the vehicle must take inside the zone. The permits are few and they are listed.

Emergency intervention — ambulance, police, fire service, funeral services, the utility vehicles of public enterprises and tow trucks — may run at any hour, up to 3.5 tonnes. Communal maintenance by utility vehicles up to 3.5 tonnes runs from 01:00 to 08:00. Supply, the loading and unloading of money, and house removals run from 05:00 to 08:00.

Residents of the pedestrian zone who hold a parking space in a courtyard or a garage, and journeys carrying a person with a disability, may move at any hour — and those are the only two cases in which an ordinary car has business here at all, which is what a driver planning a route needs to know.

Two more permissions sit in the act itself: a passenger vehicle may be allowed in for a 'special need', which the act defines as reaching a parking space or garage the owner has a legal right to and as transporting a person with a disability, and the electric 'Врабац' shuttles with up to eight passenger seats plus the driver may carry citizens through.

Every one of those moves at walking pace, so as not to endanger pedestrians.

The zones themselves are five: the Кнез Михаилова street zone in the old centre, twenty-one streets and street sections; the Скадарска street zone, five; the Магистратски трг zone in Земун, four; a fifth zone at Трг Николе Пашића added in January 2025; and a list the act calls 'other streets', which is where the scheme has grown — eleven entries now, after amendments in April 2022, December 2025 and March 2026 added Далматинска, Рајићева, Добрице Ћосића and Сребрничка and renamed the Карађорђева passage.

Supply is the one part of the rule that is written somewhere else: the act hands it to the city's separate freight decision, which is a different record in this corpus. Two practical things a driver should carry away. A permit for the zone is not a sticker you buy at the barrier: the written request has to reach the Secretariat's counter in the preceding month, at the latest ten days before the month it is for.

And access is physically controlled — the holder collects a TAG sticker from the city parking undertaking for the windscreen, and a driver with a decision but no sticker calls the control-room operator on the intercom at the access point.

Град Београд — Градска управа, Секретаријат за саобраћај, Сектор за градску логистику, 'Одељење за послове градске логистике и имплементацију зона контролисаног приступа' — the department that actually implements these controlled-access zones and issues the decisions. Its page 'Издавање решења за улазак у пешачку зону' states, in the authority's own words, who may enter and between which hours, the 3.5-tonne ceiling, the access points of two of the zones, the one-month application deadline, both administrative fees, and the TAG sticker

Daily charge

There is no daily charge in this scheme, and the absence is the publisher's design rather than a gap in our reading. Belgrade does not sell a day's access to a pedestrian zone at any price: it charges a local administrative fee for an individual decision, and the tariff line is priced 'за текући месец' — for the current month.

The amounts are published twice over, by the city's gazette and by the issuing department, and the two agree to the dinar.

Тарифни број 5, точка 3 of the Одлука о локалним административним таксама, whose whole tariff schedule was replaced on 30 October 2025 and took effect on 1 January 2026, prices a 'Решење за снабдевање, утовар - истовар новца, селидбе, вршење неодложних комуналних интервенција у пешачкој зони, за текући месец' at 4,890.00 dinars, and the department states the same figure and adds the unit the tariff leaves implicit: per freight vehicle per month, one vehicle one fee, two vehicles two fees.

On top of it every application carries the general request fee of Тарифни број 1, точка 1 — 405.00 dinars — charged once per request, where one request may cover several vehicles. Dividing a month into days to produce a daily figure would be our arithmetic and not the city's, and it would mislead in both directions: a firm making one delivery pays the whole month, a firm making thirty pays it once.

One thing is deliberately not claimed here. The 4,890-dinar line names four activities — supply, the loading and unloading of money, removals, and urgent communal interventions — and a resident's permit for reaching a courtyard or garage parking space is not one of them.

The department publishes a separate application form for residents (образац 05) and prices no separate tariff line for it, so what a resident pays beyond the 405-dinar request fee is not something we have read, and we do not supply it. Not estimated: every figure above is read from the authority's own published tariff and repeated by the department that collects it.

When it operates

The honest answer to 'when does this apply?' is: always. A pedestrian zone in Belgrade is closed to vehicle traffic at every hour of every day, and the act attaches no window to the prohibition — Article 1 designates streets in which traffic is permitted exclusively to pedestrians, full stop.

Every hour named below is a condition written into a permit, not a time when the street opens to everyone, and the two must not be confused. With a decision from the Secretariat for Traffic, and only up to 3.5 tonnes maximum permitted laden mass, the department publishes four sets of hours.

Emergency intervention — ambulance, police, fire service, funeral services, the utility vehicles of public enterprises and tow trucks — runs from 00:00 to 24:00. Communal maintenance by the vehicles of utility undertakings runs from 01:00 to 08:00, which is Article 2(1) of the act itself.

Supply, the loading and unloading of money, and removals run from 05:00 to 08:00; that window moved, and it moved recently — the city's separate freight decision, to which Article 6 of this act hands supply, set 06:00 to 09:00 from 2019 until an amendment published on 27 March 2026 replaced it with 05:00 to 08:00.

Residents of the zone who hold a parking space in a courtyard or a garage, and journeys carrying a person with a disability, run from 00:00 to 24:00. Outside the supply window a delivery may still be made, but not inside the zone: it is made from the specially marked supply bays on the edge of the pedestrian zone, which the city parking undertaking charges for.

Two further permissions in the act carry no clock at all and are governed by pace instead — a passenger vehicle admitted for a 'special need' under Article 3, and the electric 'Врабац' shuttles under Article 4, both of which must move at the speed of a walking pedestrian so as not to endanger anyone.

Article 2 as amended in 2022 also lets freight vehicles over 3.5 tonnes in for urgent infrastructure maintenance, on a special street-protection report and with the consent of the city's roads undertaking, and it sets no hour for that either. Nothing in the decision distinguishes a weekday from a weekend and nothing in it names a public holiday: the hours above run every day of the week.

Град Београд — Градска управа, Секретаријат за саобраћај: the implementing department's own page, which sets out the four permitted categories against their hours and states the 3.5-tonne ceiling. Held rather than the act alone because the act's own Article 6 sends supply to a different instrument, and this page is where the city states the consolidated result a driver actually meets

Area covered

Five zones, all of them drawn as lists of street names rather than as a shape, and all inside the old core of Belgrade and of Земун.

The first is the Кнез Михаилова zone, twenty-one entries: Кнеза Михаила, Сремска, Маршала Бирјузова (from Космајски пролаз to Сремска), Космајски пролаз, Обилићев венац (from Царице Милице to Трг републике), Трг републике (from Васе Чарапића to Обилићев венац), Чика Љубина, Лазе Пачуа, Марка Лека, Змај Јовина (from Обилићев венац to Васе Чарапића), Вука Караџића (from Студентски трг to Чубрина), 1.300 каплара, Ускочко сокаче, Краља Петра (from number 10a to number 22), Рајићева (from Кнез Михаилова to Грачаничка), Цара Лазара (from Вука Караџића to Рајићева), Николе Спасића, Ускочка, Делијска, Ђуре Јакшића and Топличин венац (two sections).

The second is the Скадарска zone: Скадарска (from Булевар деспота Стефана to Цара Душана), Зетска, Симина (from Скадарска to Емилијана Јосимовића), Господар Јевремова (from number 56 to Скадарска) and Страхињића бана (from Скадарска to Француска).

The third is the Магистратски трг zone in Земун: Магистратски трг, Господска, Велики трг (from Господска to Змај Јовина) and Масариков трг (from the public car park to Господска).

The fourth, which the act calls 'Остале улице' — other streets — is where the scheme has actually grown, and it now holds eleven entries: Нушићева (from Теразије to Дечанска), Андрићев венац (from number 6 to Краља Милана), Рељина, Његошева (from Краља Милана to Светозара Марковића), Карађорђева (the passage from Милорада Екмечића 2 to Карађорђева 46) in Савски венац, Рајићева (from number 1 to number 3), Далматинска (the 'urban pocket'), Добрице Ћосића in Стари град, Сребрничка in Стари град, Кеј ослобођења (from Караматина upstream to the end) in Земун, and Карађорђева in Лазаревац.

Read that list against its history, because four of those eleven are recent: Далматинска arrived in April 2022 in the amendment that replaced the whole point, Рајићева and the renaming of the Карађорђева passage arrived in December 2025, and Добрице Ћосића and Сребрничка arrived in March 2026 and applied from the fifteenth of that month.

The fifth zone is the newest and the shortest: 'зона – Трг Николе Пашића', added as point 5 in January 2025 with no street breakdown at all. The city also publishes where you physically get in, which the act does not.

For the Кнез Михаилова zone the controlled access points are Лазе Пачуа–Васе Чарапића, Марка Лека–Васе Чарапића, Змај Јовина–Васе Чарапића, Вука Караџића–Студентски трг, 1300 каплара–Студентски трг, Грачаничка–Рајићева, Обилићев венац–Царице Милице, Маршала Бирјузова–Космајски пролаз, Топличин венац–Поп Лукина, Топличин венац–Чубрина, Симина–Емилијана Јосимовића and Ђуре Јакшића–Царице Милице; for the Скадарска zone they are Зетска–Цетињска, Скадарска–Цара Душана, Страхињића бана–Француска and Симина–Емилијана Јосимовића, and the department records that the Зетска–Цетињска entrance has only been available for applications since 14 October 2025.

The access points are not the zone: they are the doors in its edge, and a boundary drawn through them would be ours rather than the city's.

Службени лист града Београда, issue 73/2019 of 28 August 2019, pages 1–2 — 'Решење о одређивању улица за пешачки саобраћај на територији града Београда – пешачке зоне'. Article 1 is the street list in full, in four points; this is the base text that the later amendments edit rather than replace. Watched from cycle 108: the act's title and all four points of Article 1, so a renumbered or replaced street list is seen

Why there is no map here
Belgrade defines these five zones the way it defines a street closure — in words — and publishes no map of them anywhere we could find. The authoritative definition is four lists of street names in Article 1 of the решење plus a fifth point naming a single square, quoted in full in this record's area field, and turning that into a polygon would mean resolving Serbian street names against a road network and drawing a ring through the blocks between them. That is transcription rather than sourcing, and it would silently enclose the courtyards and side streets the city deliberately left out (D-007). The city's own channels were asked. The gazette publishes the decision and all six amendments as typeset PDFs with no annex map. The implementing department publishes the controlled access points instead — twelve for the Кнез Михаилова zone, four for Скадарска — and those are doors in the edge, not the edge itself; a shape drawn through twelve points would be ours. The Secretariat has a department for geographic information systems and it publishes no layer for this scheme. OpenStreetMap was checked as well, because it is what opened Sofia's two rings: an Overpass query for boundary=low_emission_zone and boundary=toll relations and ways within 4 km of the city anchor returned zero objects on 16 September 2026, so there is no community-drawn relation to admit either. The one geometry Belgrade does publish that touches this scheme is the administrative city, relation 1677007 at 3,243.688 km², which is not the zone by three orders of magnitude — recording it would tell a driver in Лазаревац they were in a pedestrian zone. So the warning stays at city level, on the radius already measured for this city from the urban relation 2728438.
Petrol standard

There is no emission standard in this scheme for a petrol vehicle, because there is no emission standard in it at all, and that is measured rather than assumed.

The whole chain was read — the 2019 base decision and all six amendments — and the instrument reads two things off a vehicle and neither is its exhaust: whether it is a pedestrian or a vehicle, and, for the categories a permit can admit, whether its maximum permitted laden mass stays at or below 3.5 tonnes.

Euro class, year of first registration, fuel and emissions testing appear nowhere in the act, nowhere in the tariff that prices the permit, and nowhere on the issuing department's own procedure page.

No cleaner vehicle is admitted or priced differently from a dirtier one of the same weight doing the same job — unlike Budapest, which prices a comparable permit off a Euro grid, and unlike Sofia, which bans on an eco group. A petrol car is barred from these streets for being a car, and admitted, when it is admitted, for being a resident's or for carrying a person with a disability.

Not estimated: this is what the published text does not contain.

Diesel standard

Nor a diesel standard, and for the same measured reason: the trigger is the street, not the fuel. Nothing in the decision, in its six amendments, in the local administrative tariff or in the Secretariat's published procedure separates diesel from petrol, sets a Euro floor, or asks for a smoke-opacity or emissions result.

What the act does separate are tasks — communal maintenance, emergency intervention, supply, money transport, removals, reaching a resident's garage, carrying a person with a disability, citizen transport by the electric shuttles — and each of those is a purpose, not an engine. Not estimated.

Penalty if you do not comply

The city's decision sets no penalty of its own, and the national law that would carry one could not be read from here.

The instrument is a решење of the Secretariat for Traffic made under Articles 157 and 160 of the Закон о безбедности саобраћаја на путевима — the road traffic safety act, Службени гласник РС 41/09 and sixteen amendments, the newest of them 19/25 — and it closes with publication and application dates rather than with a sanction.

That is consistent with how the rule is built: the restriction is carried by traffic signs, by bollards and by an access-control system, and a fine for disobeying a sign sits in national legislation.

The place to read that legislation is the Правно-информациони систем РС, the republic's own legal register, and permission is not the obstacle — its robots.txt is sixty-seven bytes with two Allow rules and no Disallow at all.

The obstacle is form: every path on that host returns the same JavaScript shell whose only visible words are that the application does not work without JavaScript enabled, and the endpoint that serves a document text was not located. That is recorded as blocker B-066 and it is the same wall that leaves the city's freight record without a fine.

No amount, no range and no enforcing body has therefore been read from an official source, and none is supplied from memory or from a secondary site. Not estimated. What can be said, and is said in the how-to-comply notes, is that the administrative fees for the permit are published in full and are not a penalty.

How to comply
  • Start from the default: if the street is in one of the five lists, you may not drive there at all. A pedestrian zone in Belgrade has no open hour, and no charge exists that buys a general right of entry.
  • Check whether you are one of the few cases the city admits. The department names four: emergency intervention, communal maintenance, supply with money transport and removals, and residents of the zone who hold a parking space in a courtyard or garage — the last category also covering journeys that carry a person with a disability.
  • Note the ceiling before you plan anything: entry is approved for vehicles whose maximum permitted laden mass is up to 3.5 tonnes. Above that, only urgent infrastructure maintenance gets in, and only on a special street-protection report with the consent of the city's roads undertaking.
  • Apply in the month before you need it. The Secretariat states the deadline in terms: the request must arrive at the latest in the preceding month, and in any case ten days before the start of the month the permit is for. There is no same-day permit.
  • File it on paper. The procedure starts by handing a written request over the counter of the Secretariat for Traffic's registry at 27. марта 43-45 in Belgrade. The request may be in free form, or you can take the department's own form — 04 for supply, 05 for residents.
  • Bring the documents with the request: the scanned vehicle registration documents for every vehicle in the application, the company's APR extract or decision, and proof that the administrative fees have been paid. A resident also has to prove the legal basis for the parking space — ownership, use or lease.
  • If the vehicle is neither owned nor leased by the applicant, bring the rental contract too; and if that contract is with a private individual who owns the vehicle, it has to be certified by the authority competent to certify documents.
  • Budget for two fees, not one. The request fee is 405.00 dinars, charged once per request, and one request can cover several vehicles. The supply decision is 4,890.00 dinars per freight vehicle per month — one vehicle one fee, two vehicles two fees.
  • Pay to the city's administrative-fee account 840-742241843-03 with reference model 97, 79-501-09398, which is the account and reference the issuing department itself publishes for both fees.
  • Read the decision when it arrives, because it is not a general pass: it prescribes the access point and the route the vehicle must take inside the pedestrian zone, and driving a different way is outside the permission you were given.
  • Collect it at the Secretariat for Traffic, second floor, office 243-244, in person against a signature and the company stamp, or by an authorised person — or ask in the request for it to be posted to you.
  • Then collect the TAG sticker separately. It is issued by ЈКП 'Паркинг сервис' at Таковска 31 and it goes in a visible place on the windscreen; it is what actually opens the access point.
  • If your permit is for less than a month, no TAG sticker is issued. At the access point you call the control-room operator on the intercom and ask for the barrier, with your decision to hand.
  • Deliver from the edge outside the supply window. There are specially marked supply bays on the rim of the pedestrian zone, and ЈКП 'Паркинг сервис' charges for them; the city points there rather than extending the 05:00 to 08:00 window.
  • Drive at walking pace whenever you are inside. The act requires it of every vehicle it admits under Articles 3 and 4, and the point of it is that people on foot have right of way in fact as well as in law.
  • We publish no fine, and that is not the same as there being none. The city's decision carries no penalty clause; the sanction sits in the national road traffic safety act, which we could not read from here.
