Driving in Belgrade: Heavy vehicle ban

Belgrade, Serbia · Heavy vehicle ban

Official name Режим саобраћаја теретних и запрежних возила и снабдевање на територији града Београда

In force in Belgrade right nowTuesday, 13 October 2026 at 11:05 · Europe/Belgrade

  • In force Article 4, the outright ban and the part of this scheme a driver is most likely to meet without asking for anything. A vehicle whose maximum permitted laden mass exceeds 3.5 tonnes may not drive along Кнеза Милоша, Таковска, Коларчева, Теразије, Краља Милана, Славија, Булевар ослобођења (Славија to Бокељска), Војводе Степе, Булевар краља Александра (Трг Николе Пашића to Рузвелтова), Васина, Југ Богданова, Пожешка (Кировљева to Требевићка), Кировљева, Главна, or Трг Бранка Радичевића in Земун during these hours. Article 6 keeps the same window for a different act: no freight vehicle may stop or park on any street carrying a public-transport route.
  • In force Article 2, the permit regime, which has no free hour at all. On the ten urban city municipalities a goods vehicle over 3.5 tonnes that is not in transit needs a решење from the Secretariat for Traffic to move, stop or park outside the established traffic regime at any moment of any day; the permit's own windows then decide when the permitted movement may happen. The empty window list means exactly that — the requirement never lifts, so a driver who waits until 20:00 is still inside this rule. Article 8 extends the same requirement to Барајево, Гроцка, Лазаревац, Обреновац, Сопот and Сурчин.

Two rules are encoded because the decision does two different things, and they overlap in space. The Article 4 streets sit inside the Article 2 zone, so a lorry can be under the permit requirement and under the absolute ban at the same moment. The ban is the one that cannot be bought off: no permit named in this decision opens Кнеза Милоша to a 7.5-tonne lorry at noon.

This encoding says when a restriction is in force, not where you are. We do not hold the zone as geometry — the city draws it with twenty-one street names — so the warning is at city level and a driver still has to read the boundary in the area field or ask the Secretariat.

No weekday, weekend or public-holiday rule is encoded, because the decision names none. It states hours and nothing else; Serbia has public holidays and this instrument does not mention one. Inventing an exemption would be worse than having none, and no Serbian holiday calendar is held in this corpus.

Being inside an hour is not the same as being in the scheme. The trigger is a maximum permitted laden mass above 3.5 tonnes AND the vehicle not being in transit. A car is never in it. A lorry passing through on the motorway is not in it either.

The permit windows themselves — 09:00 to 14:00 and 18:00 to 07:00 for supply inside the zone, 19:00 to 07:00 for parking, 00:00 to 24:00 for concrete mixers, 05:00 to 08:00 for supplying a pedestrian zone — are deliberately not encoded as rules. They are conditions written into an individual permit for a stated vehicle and often a stated route, not a timetable that applies to everyone, and encoding them would tell an unpermitted driver they may move at 20:00 when they may not.

Mladenovac has a separate timetable in Article 7, with its own named streets and its own hours, and it is not encoded. A driver heading there should read the decision itself.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Belgrade runs its freight rule as a permit regime with a hard ban inside it, and the two halves have to be read together.

The permit half: on the ten urban city municipalities — Вождовац, Врачар, Звездара, Земун, Нови Београд, Палилула, Раковица, Савски венац, Стари град and Чукарица — a goods vehicle whose maximum permitted laden mass exceeds 3.5 tonnes and which is NOT in transit may move, stop and park outside the established traffic regime only on the strength of a permit, issued as a решење by the city's Secretariat for Traffic.

Being in transit is the escape: a lorry driving through Belgrade on the motorway is not in this scheme at all, and the rule is aimed squarely at delivery and construction traffic with a destination in the city. What the permit then buys depends on the vehicle and on which side of a street-drawn line the destination sits.

Inside the central zone, a vehicle up to 12 tonnes supplying retail premises may move between 09:00 and 14:00 and between 18:00 and 07:00; a vehicle over 12 tonnes supplying building sites has the same two windows; concrete mixers supplying building sites may run at any hour; and specialised vehicles collecting used cooking oil and fat from catering premises may run from 19:00 to 07:00.

Outside that zone the same classes may move around the clock, and only the stopping and parking windows narrow. In every case a freight vehicle may stand on the carriageway while loading or unloading for no longer than fifteen minutes, and the permit itself may fix the exact route a named vehicle must take.

The ban half is Article 4 and it is not a permit question at all: a vehicle over 3.5 tonnes simply may not drive along Кнеза Милоша, Таковска, Коларчева, Теразије, Краља Милана, Славија, Булевар ослобођења between Славија and Бокељска, Војводе Степе, Булевар краља Александра between Трг Николе Пашића and Рузвелтова, Васина, Југ Богданова, Пожешка between Кировљева and Требевићка, Кировљева, Главна, or Трг Бранка Радичевића in Земун between 07:00 and 19:00.

Article 3 adds a bridge: nothing over 3.5 tonnes crosses the bridge in the extension of Бранкова street. Article 6 bars stopping and parking a freight vehicle at all on any street carrying a public-transport route during the same 07:00 to 19:00 hours.

Outside the ten urban municipalities the scheme does not stop — Младеновац has its own timetable in Article 7, and Барајево, Гроцка, Лазаревац, Обреновац, Сопот and Сурчин are covered by Article 8, where a permit is again the only way a vehicle over 3.5 tonnes leaves the established regime.

Two things a driver of a car should know and then forget: horse-drawn vehicles are banned across the whole city except on roads in farmland, and none of this touches a passenger car, whatever its engine or age. The scheme reads weight, not emissions.

Град Београд — Градска управа, Секретаријат за саобраћај, Сектор за градску логистику, the department that actually issues these permits, on its own page 'Одељење за послове снабдевања и кретања теретних моторних возила кроз град'. It states the 3.5 tonne threshold in the authority's own words, the procedure, the fee per vehicle per month and the supply window

Daily charge

There is no daily charge in this scheme, and that is the publisher's design rather than a gap in our reading. Belgrade does not sell access by the day: it charges a local administrative fee for an individual decision, and the tariff line is priced 'за текући месец' — for the current month. Two amounts are payable and both are published, by two independent publishers that agree to the dinar.

The city's own gazette carries them as Тарифни број 5 of the Одлука о локалним административним таксама, whose whole tariff schedule was replaced on 30 October 2025 and took effect on 1 January 2026; the Secretariat for Traffic's own department page repeats them.

A movement permit — 'Решење о кретању теретних моторних возила мимо утврђеног режима саобраћаја, за текући месец' — is 2,051.00 dinars, and the authority states in terms that it is charged per freight vehicle per month: one vehicle one fee, two vehicles two fees. A parking permit for a freight vehicle outside the established regime, on the same monthly basis, is 4,890.00 dinars.

On top of whichever of those applies, every application carries the general request fee of Тарифни број 1, point 1 — 405.00 dinars — charged once per request, and one request may cover several vehicles.

Dividing a month into days to produce a daily figure would be our arithmetic and not the city's, and it would be wrong in both directions: a haulier making one delivery pays the whole month, and a haulier making thirty pays it once. The amounts stay here in prose, where the conditions that govern them travel with them. Not estimated: every figure is read from the authority's own published tariff.

When it operates

The clock does three different jobs in this scheme and they must not be blurred. First, the outright ban. On the streets named in Article 4 a vehicle over 3.5 tonnes may not drive at all from 07:00 to 19:00; from 19:00 to 07:00 it may move there, and may stop and park on the carriageway while loading or unloading for no more than fifteen minutes, but only with a permit from the Secretariat for Traffic.

Article 6 runs on the same clock for a narrower act: stopping and parking a freight vehicle on any street carrying a public-transport route is forbidden from 07:00 to 19:00, and allowed from 19:00 to 07:00 for loading and unloading, fifteen minutes at most, on a permit. Second, the permit windows inside the central zone.

A permitted vehicle up to 12 tonnes supplying retail premises may move from 09:00 to 14:00 and from 18:00 to 07:00, and may stop and park on the carriageway from 19:00 to 07:00; a vehicle over 12 tonnes supplying building sites may move, stop and park in those same two windows, 09:00 to 14:00 and 18:00 to 07:00; a concrete mixer supplying a building site is unrestricted by hour, 00:00 to 24:00; and a specialised vehicle collecting used cooking oil and fat from catering premises may move, stop and park from 19:00 to 07:00.

Third, the permit windows outside that zone, which are looser: up to 12 tonnes for retail supply may move 00:00 to 24:00 and stop or park 19:00 to 07:00; over 12 tonnes for construction supply may move 00:00 to 24:00 and stop or park 09:00 to 14:00 and 18:00 to 07:00; concrete mixers again 00:00 to 24:00.

A supply vehicle of 3.5 tonnes or less may move inside and outside the zone at any hour and may stop or park outside the regime from 19:00 to 07:00, for fifteen minutes of loading at most, on a permit.

Two special hours sit outside all of this: Article 6a lets the Secretariat permit movement, stopping and parking at any hour, inside the zone, outside it and on public-transport streets, for two named tasks only — maintaining traffic light signalling and removing packaging waste — and Article 11, as amended on 27 March 2026, allows a motor vehicle up to 3.5 tonnes to supply a pedestrian zone between 05:00 and 08:00 on a permit that states the exact route, at walking pace.

Nothing in the decision distinguishes a weekday from a weekend, and nothing in it names a public holiday: the hours above run every day of the week. Mladenovac is on its own clock under Article 7 and is not encoded here.

Службени лист града Београда — the City of Belgrade's own official gazette, which the city is required to keep. This is the search that bounds the whole instrument: the base решење of 2019 and every amendment to it, newest first, each with its issue number, publication date and page. The result count is the version pointer — a tenth amendment would move it off 18

Area covered

The scheme is the whole City of Belgrade, with one street-drawn zone inside it that changes what a permit buys.

The zone, as the city redrew it on 25 September 2025, is bounded by: Кланички кеј, Дунавска, Жоржа Клеменсоа, Дунавска, Булевар војводе Бојовића, Карађорђева, Браће Крсмановић, Травничка, Карађорђева, Савски трг, Булевар краља Александра I Карађорђевића, мото-пут М11, Топлице Милана, Владимира Томановића, Војислава Илића, Господара Вучића, Булевар краља Александра, Батутова, Димитрија Туцовића, Рузвелтова, Мије Ковачевића, Булевар деспота Стефана, Поенкареова and back to Кланички кеј — twenty-three mentions of twenty-one distinct streets, with Дунавска and Карађорђева each named twice because the perimeter returns to them.

That list is worth reading closely, because it has moved twice in two years and both moves were substantive: the version in force from 20 December 2024 ran along Савска, and the current one replaced that stretch with Булевар краља Александра I Карађорђевића.

Inside the perimeter the permit windows are narrow; outside it, on the rest of the territory, the same classes of vehicle may move around the clock and only the parking hours bind. The permit requirement itself does not stop at the perimeter or at the urban core.

Article 2 applies it across ten city municipalities — Вождовац, Врачар, Звездара, Земун, Нови Београд, Палилула, Раковица, Савски венац, Стари град and Чукарица — and Article 8 applies it across the six outer ones, Барајево, Гроцка, Лазаревац, Обреновац, Сопот and Сурчин, with Младеновац given its own article. That is the entire administrative city, whose OpenStreetMap relation 1677007 measures 3,243.688 km².

The extent that sets this record's warning radius is the smaller one: the urban relation named Београд, relation 2728438, spans 28.31 km north to south by 31.77 km east to west, with its furthest corner 26.16 km from this record's anchor, which is why the city entry carries a radius override. The separate bans do not follow the perimeter at all.

Article 4's fifteen street sections are a list, not an area, and Article 3 is a single crossing — the bridge in the extension of Бранкова street, which until 25 September 2025 also included the Стари савски мост, deleted from the decision when that bridge went.

Службени лист града Београда, issue 69/2025 of 25 September 2025, page 82 — 'Решење о изменама Решења о режиму саобраћаја теретних и запрежних возила и снабдевање на територији града Београда'. Article 1 replaces the zone's bounding street list in full, and this is the version in force; Article 2 is what removed the Old Sava bridge from Article 3 of the base decision

Why there is no map here
Belgrade defines this zone the way it defines a street closure — in words — and publishes no map of it anywhere we could find. The authoritative definition is a list of twenty-one street names in Article 2 of the decision, quoted in full in this record's area field, and turning that into a polygon would mean resolving Serbian street names against a road network and drawing the result, which is transcription rather than sourcing (D-007). The city's channels were asked and none of them offers the shape. The gazette publishes the decision as a scanned-and-typeset PDF with no annex map. The Secretariat for Traffic's own site has a department for geographic information systems but publishes no layer for this scheme, and its sitemap is 4,906 URLs of which every one is a news item. OpenStreetMap was checked as well, because it was what opened Sofia's two rings in the previous cycle: an Overpass query for boundary=low_emission_zone and boundary=toll relations and ways within 4 km of the city anchor returned zero objects, so there is no community-drawn relation to admit street by street either. The one geometry Belgrade does publish that touches this scheme is the administrative city itself, which is not the zone: relation 1677007, Град Београд, 3,243.688 km², sixteen municipalities wide and covering land the perimeter above excludes entirely. Recording that as the boundary would tell a driver in Лазаревац they were inside a central Belgrade zone. So the warning stays at city level, with a radius measured from the urban relation rather than guessed.
Petrol standard

There is no emission standard in this scheme for a petrol vehicle, because there is no emission standard in it at all. The decision reads one number off the vehicle and it is the maximum permitted laden mass: above 3.5 tonnes and not in transit, a permit is needed; at or below it, the goods-vehicle rules in Articles 2, 4 and 8 do not bite.

Euro class, year of first registration, fuel and exhaust measurement appear nowhere in the instrument or in the issuing department's published procedure, and no cleaner lorry is priced or admitted differently from a dirtier one of the same weight — unlike Budapest, which prices the same kind of permit off a Euro grid, and unlike Sofia, which bans on an eco group.

A petrol car passes through every part of Belgrade covered by this decision without needing anything. Not estimated: this is what the published text does not contain, checked against the full consolidated chain of the base decision and its nine amendments.

Diesel standard

Nor a diesel standard, and for the same measured reason: the trigger is mass, not fuel. Nothing in the decision or in the Secretariat's published procedure separates diesel from petrol, sets a Euro floor, or asks for a smoke-opacity or emissions result.

The classes it does separate are commercial ones — supply of retail premises, supply of building sites, concrete mixers, collection of used cooking oil, maintenance of traffic signalling, removal of packaging waste — and each of those is a task, not an engine. A diesel car is outside the scheme entirely because it is under 3.5 tonnes. Not estimated.

Penalty if you do not comply

The city's decision sets no penalty of its own, and the national law that would carry one could not be read from here. The instrument is a решење of the Secretariat for Traffic made under Article 157 of the Закон о безбедности саобраћаја на путевима — the road traffic safety act, Службени гласник РС 41/09 and fifteen amendments to it — and it closes with publication and application dates rather than with a sanction.

That is consistent with how the rule is built: the restriction is carried by traffic signs, and a fine for disobeying one sits in national legislation. The place to read that legislation is the Правно-информациони систем РС, the republic's own legal register, and its robots.txt invites us in — sixty-seven bytes, two Allow rules and not a single Disallow. The obstacle is not permission but form.

Every path on that host, including the ELI paths the robots.txt names, returns the same 12,855-byte JavaScript shell whose only visible words are 'pis-vue doesn't work properly without JavaScript enabled'.

The application's configuration was found and decoded — it is a base64 blob at /bandleportalconf.txt naming eleven API hosts — and the act text is rendered into an iframe from one of them, but the endpoint that serves a document lives in one of a hundred and fifty lazily-loaded chunks and was not located.

No fine amount, no range and no enforcing body has therefore been read from an official source, and none is supplied from memory or from a secondary site. Not estimated. What can be said, and is said in the how-to-comply notes, is that the administrative fees for the permit are published in full and are not a penalty.

How to comply
  • Check the two facts that decide whether any of this applies to you: is the vehicle's maximum permitted laden mass over 3.5 tonnes, and is it stopping in Belgrade rather than passing through? If either answer is no, the goods-vehicle rules here do not bite.
  • Apply in the month before you need it. The Secretariat states the deadline in terms: the request must arrive at the latest in the preceding month, and in any case ten days before the start of the month the permit is for. There is no same-day permit.
  • File it on paper. The procedure starts by handing a written request over the counter of the Secretariat for Traffic's registry at 27. марта 43-45 in Belgrade. The request itself may be in free form, or you can take the department's own form.
  • Bring the documents with the request: the scanned vehicle registration documents (очитане саобраћајне дозволе) for every vehicle in the application, the company's APR extract or decision, and proof that the administrative fees have been paid.
  • If the lorry is neither owned nor leased by the applicant, bring the rental contract too — and if that contract is with a private individual who owns the vehicle, it has to be certified by the authority competent to certify documents.
  • Budget for two fees, not one. The request fee is 405.00 dinars, charged once per request, and one request can cover several vehicles. The movement permit is 2,051.00 dinars per freight vehicle per month — one vehicle one fee, two vehicles two fees.
  • If the vehicle will stand on the city's street network rather than just drive through it, that is a different and dearer permit: 4,890.00 dinars per vehicle per month for parking a freight vehicle outside the established regime.
  • Pay to the city's administrative-fee account 840-742241843-03 with reference model 97, 79-501-09398, which is the account and reference the issuing department itself publishes for both fees.
  • Collect the decision, or ask for it by post. It is handed over at the Secretariat for Traffic against a company stamp or a written authorisation, and it is sent by post if the applicant asks.
  • Read the permit before you drive: it can name the exact route the vehicle must take, and inside the central zone it carries the hours — 09:00 to 14:00 and 18:00 to 07:00 for supplying retail premises or building sites, 19:00 to 07:00 for standing on the carriageway.
  • Fifteen minutes is the hard limit on the carriageway. A freight vehicle may stand there while loading or unloading and no longer, whatever the permit says about hours.
  • Do not expect a permit to open the Article 4 streets in the daytime. Кнеза Милоша, Таковска, Коларчева, Теразије, Краља Милана, Славија, Војводе Степе, Васина, Југ Богданова, Кировљева, Главна, Трг Бранка Радичевића in Земун and the two named stretches of Булевар ослобођења and Булевар краља Александра are closed to anything over 3.5 tonnes from 07:00 to 19:00.
  • Do not plan a crossing of the bridge in the extension of Бранкова street with anything over 3.5 tonnes. Article 3 bans it outright, at every hour.
  • A delivery into a pedestrian zone is a separate permission with its own access points, its own TAG sticker issued by ЈКП 'Паркинг сервис', and its own window — 05:00 to 08:00 since 27 March 2026, at walking pace, on a route the permit names.
  • Some vehicles are outside the decision and should not apply: public-enterprise vehicles on emergency infrastructure work, utility vehicles, tow trucks and health-institution field-service vehicles, each of which has to be marked as the decision requires.
  • We publish no fine, and that is not the same as there being none. The city's decision carries no penalty clause; the sanction sits in the national road traffic safety act, which we could not read from here.
