Driving in Stockholm: Miljözon klass 2, Hornsgatan

Stockholm, Sweden · Low emission zone

In force in Stockholm right nowTuesday, 13 October 2026 at 11:04 · Europe/Stockholm

The zone is always on; whether it reaches you depends on the vehicle's emission class, which this timetable does not check. A Euro 5 petrol car or a Euro 6 diesel is unaffected at every hour.

It restricts driving along Hornsgatan. Crossing the street is allowed at every hour, whatever this timetable says is in force.

At the two ends of the street the restriction applies in one direction only, which a timetable cannot express: read the area for which stretch is eastbound and which is westbound.

This is not the congestion tax. Stockholm's congestion tax is charged on weekday passages at its own toll points and is recorded separately; nothing here is a charge and no cap applies to it.

Operating times only, read from the source below. It does not check your vehicle.

What applies

This is the only place in Sweden where an emission zone reaches a private car. Sweden has three classes of miljözon and the classes are defined nationally, but each one has to be switched on street by street by the municipality — and only Stockholm has ever switched on class 2. It is one street: most of Hornsgatan on Södermalm.

A petrol, ethanol or gas car must be at least Euro 5 and a diesel must be Euro 6, which in practice means first registered from September 2011 and September 2015 respectively. There is nothing to pay and nothing to register; a car that does not meet the standard simply may not drive along that stretch. Crossing Hornsgatan is allowed for everyone.

Daily charge

There is no charge, no day pass and no permit counter. A miljözon is a prohibition written into the trafikförordning, not a price: 4 kap. 22 b § states the only condition on which a light vehicle may be driven in a class 2 zone, and it is the vehicle's emission class.

This matters more in Stockholm than anywhere else in the corpus, because the same city does run a road charge — the congestion tax, billed automatically by camera. The two are unrelated, and paying one has no bearing on the other.

When it operates

Always, and that is a statement about the instruments rather than a timetable anyone published. The six local traffic regulations that create the zone set no hours and no days: each says only that the named stretch of Hornsgatan 'ska vara miljözon klass 2'. The rule they switch on, 4 kap.

22 b § of the trafikförordning, states the emission condition with no hour, day or season attached either. So there is no time at which a non-compliant car may use the street — but note that the restriction is on driving along it. Crossing Hornsgatan is permitted at every hour.

Area covered

Most of Hornsgatan on Södermalm, and nothing else. The city states the extent in directions rather than as an outline: westbound the zone runs from the slip road down to Söderleden as far as Lignagatan, and eastbound from Långholmsgatan as far as Bellmansgatan.

Six separate local traffic regulations, all decided on 7 January 2020 and all in force from 15 January 2020, assemble that between them: 0180 2019:06402 between Ringvägen and Torkel Knutssonsgatan, 0180 2019:06396 between Torkel Knutssonsgatan and Timmermansgatan, 0180 2019:06404 between Timmermansgatan and Bellmansgatan and 0180 2019:06401 between Lignagatan and Ringvägen — those four in both directions — plus 0180 2019:06399 between Långholmsgatan and Lignagatan in the eastbound lanes and on Hornsgatan's local carriageway, and 0180 2019:06406 between Mariagatan and Bellmansgatan in the westbound lanes.

The direction-specific pair is the part worth reading twice: at the two ends of the street the restriction applies to the lanes running one way only. Crossing Hornsgatan is allowed for all cars, so a route that meets the street at right angles and leaves it again is unaffected.

Why there is no map here
This zone is a street, not an area. The six regulations that create it name stretches of one road between named cross-streets, and two of them restrict only the lanes running in one direction — so there is no enclosed shape to hold, and a filled outline would claim that the blocks either side of Hornsgatan are restricted when they are not. Neither gate this project uses can be run on it honestly: D-038 measures a polygon against a published area figure and there is no area, and D-043 asks which named places fall inside a shape when a publisher lists places instead of a size, which a single carriageway does not answer. The city publishes its own map of the stretch, and of the alternative routes, as PNG images.

Petrol standard

Euro 5 or better for a spark-ignition engine — which is what the law calls it, and it covers petrol, ethanol, biogas and natural gas alike. The city gives the practical test: cars first registered from 1 September 2011 belong to Euro 5, though some registered earlier also qualify, and the emission class is on the registration certificate and in Transportstyrelsen's vehicle lookup.

Diesel standard

Euro 6, one step stricter than for petrol. A compression-ignition engine has to meet Euro 6 to be driven here at all, which in practice means first registered from 1 September 2015, though some earlier cars also qualify. A Euro 5 diesel is allowed nowhere in this zone even though a Euro 5 petrol car is.

Penalty if you do not comply

Åklagarmyndigheten (Riksåklagarens föreskrifter om ordningsbot, bilaga 1A). Watched from cycle 108: the heading 'Bestämmelser om miljözon', the 22 b § reference and the three offence rows for miljözon klass 1, 2 and 3. The amount itself is deliberately NOT watched: in this table the figure extracts with a column-marker letter glued to it ('v1 000'), and those markers run c, d, e, f, g, h, p, t, u, v, x, y down the page — they are our reading of the table, not the catalogue's text, and a better font mapping would 'change' a motionless document (D-187/1). A change to the 1 000 SEK figure alone would therefore not be seen here

How to comply
  • Look up the vehicle's emission class rather than its age. Transportstyrelsen's vehicle lookup shows it under Teknisk data, then Motor och miljö, and it is also printed on the registration certificate. Some cars registered before September 2011 or September 2015 already meet Euro 5 or Euro 6.
  • A petrol, ethanol, biogas or natural-gas car needs Euro 5. A diesel needs Euro 6. Light buses and light goods vehicles are covered by exactly the same test; heavy lorries and buses are not in class 2 at all.
  • There is nothing to buy and nothing to register in advance. A non-compliant car does not drive on that stretch of Hornsgatan; a compliant one needs to do nothing.
  • Crossing Hornsgatan is allowed for every car, and the city publishes maps of alternative routes from the north and from the south for vehicles that cannot drive along it.
  • Carry the documents showing the engine's emission class. 4 kap. 24 a § requires it for travel in a class 2 or class 3 zone unless the figure is already in the vehicle register or the vehicle is exempt; failing to carry them is a separate 1 000 SEK offence.
  • National exemptions apply automatically and are set in 13 kap. 4 § of the trafikförordning: police, customs, coastguard, doctors, nurses, midwives and vets in the course of duty, transport of sick people, emergency vehicles, the prison service, the armed forces and their agencies, färdtjänst transport, vehicles whose driver or passenger holds a disabled parking permit, and vehicles bought with bilstöd. Vehicles classed as veteranfordon are exempt here — but not in a class 3 zone.
  • For any local exemption beyond those, Stockholms stad asks you to write to [email protected].
