2 schemes in 1 city. Every figure comes from an official source and is re-checked.
Slovenia has 2 driving restrictions that we have checked against an official source, in 1 city. They are 1 heavy vehicle ban and 1 limited traffic zone.
Beyond the cities, Slovenia has 1 requirement that apply on the country's roads, not inside a single zone: E-vinjeta (e-vignette). E-vinjeta (e-vignette) is priced at €117.50. They are set out below with their sources.
The sources for this country were read between 2026-09-15 and 2026-09-17, from the authorities' own pages. Each check is repeated on a schedule, and a rule we can no longer confirm comes down instead of staying up.

By purchasing the e-vignette, you get the right to use all motorways and expressways in the Republic of Slovenia for the e-vignette validity period and the toll is not paid based on the distance driven. Vehicles without a valid e-vignette may not enter a toll road.

Ljubljana bars goods vehicles from the middle of the city on one question: what the vehicle weighs. 3. člen of the Odlok o urejanju prometa v Mestni občini Ljubljana prohibits, in cona 1, the traffic of goods vehicles whose maximum permissible mass exceeds 3.5 tonnes, together with working machines, working vehicles and tractors, except with a permit from the competent city organ.
The permit is not sold and it is not general: odstavek 2 issues it only when the size, nature or shape of the load makes it impossible to carry with a smaller vehicle, which is a test about the cargo rather than about the driver. Odstavek 3 exempts the vehicles named in 31.
člen, and since the 102/2025 amendment replaced that article on 1 January 2026 those are utility-service vehicles — vozila za potrebe izvajanja storitev gospodarskih javnih služb — on their own one-year permit; the four tendered environmentally friendly taxis and the patient-transport vehicles that the 2017 text also listed there are gone.
There are no hours: the article names no time of day, no weekday and no season, so the ban runs continuously. There is no emission test anywhere in this ordinance and no charge for entering. Driving in without a permit is a 160 euro offence for an individual, a fifth paragraph the 61/2023 amendment added to the article.
This record is published with its boundary unheld, and the reason is worth stating plainly because an earlier cycle recorded the opposite. 2. člen defines cona 1, 2 and 3 as areas of the city "ki jih oklepajo ulice in ceste, kot izhaja iz grafičnega prikaza" — enclosed by streets, as shown in a graphic annex — and names not one of those streets in the ordinance's fifty-odd articles.
The annex is not missing, though: priloga 1 is published by the gazette as an attachment to the act, it was replaced by the 16/2021 amendment with a sheet drawn in October 2020 at 1:70,000, and the city republishes that same sheet on its own parking page under the heading "Shema parkirnih con". What it is is a drawing.
Reading the boundary streets off it would be our line rather than the city's, which is the line Kladno is withheld on, so the extent is stated here only in the words the city itself uses for it.

Slovenia enters this corpus on one street, and on the only Ljubljana restriction whose extent the ordinance states in words.
On 17 November 2025 the Ljubljana city council inserted a new 3.a člen into its Odlok o urejanju prometa v Mestni občini Ljubljana, and from 1 January 2026 general motor traffic is prohibited on Slovenska cesta on the section between the junction with Šubičeva ulica and the junction with Gosposvetska cesta — "je prepovedan splošni promet motornih vozil".
Two classes are excepted and the article names them rather than describing them: vehicles determined in the act on the traffic regulation of that road, and vehicles holding a permit from the competent authority. The permit is not general.
Odstavek 2 issues it to exactly two kinds of applicant: the owner or user of a parking space, for the drive to that parking space, and the owner or user of a vehicle delivering to addresses along this section. Driving in without one is a 160 euro offence for an individual.
There is no charge for entry and no hour of the day in the article — it runs all the time — and the only money in it is a municipal tax for using the delivery places: 50 euros a year, or 5 euros for a single use. Slovenska cesta is the spine of the Ljubljana city centre and this stretch of it runs past Nama and the Post Office towards Gosposvetska, so the ban reaches ordinary through traffic rather than a back street.
Two other restrictions sit in the same ordinance and neither is published here, for a reason that is about the text and not about the city. 3. člen bars goods vehicles over 3.5 tonnes, working machines, working vehicles and tractors from cona 1, and 29. to 35.
člen close the območja za pešce — the pedestrian areas — to motor vehicles entirely, with a delivery window of 06:00 to 10:00, or 06:00 to 08:00 in the neighbourhood areas. Both are real and in force.
Neither says where it applies: cona 1 is defined only as the area "ki jih oklepajo ulice in ceste, kot izhaja iz grafičnega prikaza" in a graphic annex, and the pedestrian areas were designated by four successive Odredbe in the gazette until an Interni akt št. 371-1802/2025-1 replaced them, which the city's own register lists by number and does not link.
The city's own site enumerates 22,716 URLs in its sitemaps and none of them publishes either extent. So this record is the article that names its ground, and the two that hand it to a drawing or to an internal act are recorded as looked-at and withheld (D-117).
