Driving in Ljubljana: Limited traffic zone

Ljubljana, Slovenia · Limited traffic zone

Official name Slovenska cesta – prepoved splošnega prometa motornih vozil (3.a člen Odloka o urejanju prometa v Mestni občini Ljubljana)

What applies

Slovenia enters this corpus on one street, and on the only Ljubljana restriction whose extent the ordinance states in words.

On 17 November 2025 the Ljubljana city council inserted a new 3.a člen into its Odlok o urejanju prometa v Mestni občini Ljubljana, and from 1 January 2026 general motor traffic is prohibited on Slovenska cesta on the section between the junction with Šubičeva ulica and the junction with Gosposvetska cesta — "je prepovedan splošni promet motornih vozil".

Two classes are excepted and the article names them rather than describing them: vehicles determined in the act on the traffic regulation of that road, and vehicles holding a permit from the competent authority. The permit is not general.

Odstavek 2 issues it to exactly two kinds of applicant: the owner or user of a parking space, for the drive to that parking space, and the owner or user of a vehicle delivering to addresses along this section. Driving in without one is a 160 euro offence for an individual.

There is no charge for entry and no hour of the day in the article — it runs all the time — and the only money in it is a municipal tax for using the delivery places: 50 euros a year, or 5 euros for a single use. Slovenska cesta is the spine of the Ljubljana city centre and this stretch of it runs past Nama and the Post Office towards Gosposvetska, so the ban reaches ordinary through traffic rather than a back street.

Two other restrictions sit in the same ordinance and neither is published here, for a reason that is about the text and not about the city. 3. člen bars goods vehicles over 3.5 tonnes, working machines, working vehicles and tractors from cona 1, and 29. to 35.

člen close the območja za pešce — the pedestrian areas — to motor vehicles entirely, with a delivery window of 06:00 to 10:00, or 06:00 to 08:00 in the neighbourhood areas. Both are real and in force.

Neither says where it applies: cona 1 is defined only as the area "ki jih oklepajo ulice in ceste, kot izhaja iz grafičnega prikaza" in a graphic annex, and the pedestrian areas were designated by four successive Odredbe in the gazette until an Interni akt št. 371-1802/2025-1 replaced them, which the city's own register lists by number and does not link.

The city's own site enumerates 22,716 URLs in its sitemaps and none of them publishes either extent. So this record is the article that names its ground, and the two that hand it to a drawing or to an internal act are recorded as looked-at and withheld (D-117).

Uradni list RS is the official gazette of the Republic of Slovenia and carries municipal acts alongside state ones

Daily charge

There is no charge for driving in. Entry turns on holding a permit, and 3.a člen odstavek 2 issues that permit in an administrative decision to two kinds of applicant — the owner or user of a parking space, for the drive to it, and the owner or user of a delivery vehicle serving an address along this section — rather than selling it to anyone who wants to pass.

The article prices nothing else about the journey either: no daily rate, no season, no entry fee. The only money in 3.a člen is odstavek 4, and it is a municipal tax for using the delivery places rather than for entering: "letno občinsko takso v višini 50 eurov ali za enkratno uporabo dostavnih mest v višini 5 evrov" — 50 euros a year, or 5 euros for a single use.

A permit holder who drives to their own parking space and uses no delivery place pays neither. Recording the 5 euros here as a daily charge would tell a driver that the street costs 5 euros to enter, which is not what the ordinance says.

When it operates

The article states no hours and it is short enough to be sure of that: five paragraphs, of which the first carries the whole prohibition and mentions no time of day, no weekday and no season. The ban therefore runs continuously, and the exceptions are about which vehicle you are driving and whether you hold a permit, not about when you arrive.

This is deliberate and it is not the pattern everywhere in the same ordinance: 30. člen gives the pedestrian areas a dostavni čas — all days of the week from 06:00 to 10:00, and from 06:00 to 08:00 in the neighbourhood pedestrian areas — so the drafter uses hours where a scheme has them. Slovenska cesta does not.

The one thing 3.a člen defers is the list of vehicles the road's own traffic-regulation act permits, and that act is not a document we have read; if it carries a timetable, we do not have it and will not invent one.

Area covered

One street, one section, bounded by two named junctions. 3.a člen odstavek 1 puts the prohibition "na območju Slovenske ceste, na odseku med križiščem s Šubičevo ulico in križiščem z Gosposvetsko cesto" — on Slovenska cesta, on the section between the junction with Šubičeva ulica and the junction with Gosposvetska cesta.

Both ends are junctions with named streets rather than house numbers or kilometre posts, so the extent can be followed on the ground without a map and without a drawing.

Nothing else in the article extends it: no side streets, no block of the surrounding grid, no reference to cona 1, cona 2 or the pedestrian areas, all of which the same ordinance defines elsewhere and all of which are separate restrictions with their own rules. Slovenska cesta continues north of Gosposvetska and south of Šubičeva, and this article says nothing about either continuation.

Mestna občina Ljubljana — Odlok o spremembah in dopolnitvah Odloka o urejanju prometa v Mestni občini Ljubljana (Uradni list RS, št. 102/2025), 1. člen, inserting 3.a člen odstavek 1. The section is stated in the operative text itself, not in an annex; unlike cona 1 and unlike the območja za pešce, this restriction needs no drawing to be read

Why there is no map here
This restriction is a stretch of one carriageway, not an enclosed area, so a polygon would misrepresent how it works — the same reason Curitiba's BR 476 and Stockholm's toll points carry no shape. The ordinance bounds it between two named junctions and there is nothing to be inside or outside of: a driver either uses that section of Slovenska cesta or does not. We have not converted the two junctions to coordinates, because the junction of two streets is a small area rather than a point and our choice of where in it the section begins would be our line, not the city's. The warning is therefore at city level. That is wider than the rule by a long way — Ljubljana's municipal relation in OpenStreetMap spans 19.12 km north to south and 26.79 km east to west — but the alternative is a drawn line we would be inventing.
Petrol standard

There is no emission test here and none anywhere in this ordinance. 3.a člen asks two questions and neither is about the engine: is your vehicle one the road's traffic-regulation act names, and do you hold a permit from the competent authority.

The permit itself is issued on what the driver needs the street for — reaching a parking space they own or use, or delivering to an address along the section — not on what the vehicle emits. The only vehicle property the odlok grades anything on is mass: 3. člen bars goods vehicles whose maximum permissible mass exceeds 3.5 tonnes from cona 1, together with working machines, working vehicles and tractors.

Elsewhere it favours electric drive in parking rather than in access — reserved bays for shared electric cars and bicycles under 21. člen, and a duty to move an electric vehicle off a charging bay once charging ends under 12. člen — but none of that is an entry condition.

Not estimated, and this is a statement about this ordinance rather than about Slovenia: we have not read a national low emission zone framework either way.

Diesel standard

There is no diesel test, for the same reason there is no petrol test: this is a permit scheme on a named street, not an emission scheme. The whole of 3.a člen is five paragraphs and none of them mentions a fuel, a Euro class, an emission class or a windscreen label.

Read across the whole odlok, in the consolidated chain of 8/17 with its amendments 14/19, 16/21, 184/21, 137/22, 61/23, 109/23, 37/25 and 102/2025, the access provisions turn on three things only — mass (3. člen, over 3.5 tonnes in cona 1), permit (3.a, 33. and 34.

člen), and the traffic sign — and never on emissions. Not estimated.

The figure is the same one the same council session set for the 3. člen goods-vehicle ban when it raised that ordinance's scale: 2. člen of the same amending odlok replaces 20 with 30, 40 with 80 and 80 with 160 in 9. člen. The ordinance states no separate figure for a legal person under 3.a člen

How to comply
  • Do not drive a motor vehicle along Slovenska cesta between the junction with Šubičeva ulica and the junction with Gosposvetska cesta. General motor traffic on that section has been prohibited since 1 January 2026.
  • The prohibition runs at every hour. The article sets no time window, no weekday and no season.
  • There are only two ways through it: your vehicle is one the act on the traffic regulation of this road permits, or you hold a permit from the Mestna občina Ljubljana.
  • The permit is issued to two kinds of applicant and no others: the owner or user of a parking space, for the drive to that parking space, and the owner or user of a vehicle delivering to an address along this section of the street.
  • Being a resident of Ljubljana, or holding a parking permit for a zone, does not entitle you to drive this section. The permit under 3.a člen is its own document.
  • Getting the permit is an administrative procedure with the competent city organ, not a purchase. Apply before you need to drive, not on the day.
  • Entry itself costs nothing. The only fee in the article is for using the delivery places: 50 euros a year, or 5 euros for a single use.
  • Driving in without a permit is an offence. The fine for an individual is 160 euros.
  • This is one section of one street. The rest of Slovenska cesta, north of Gosposvetska cesta and south of Šubičeva ulica, is outside this article — but check the signs, because Ljubljana's pedestrian areas and its cona 1 goods-vehicle ban are separate restrictions in the same ordinance and they do not stop where this one does.
  • If you are driving anything over 3.5 tonnes, a working machine, a working vehicle or a tractor, you are also inside 3. člen: those are barred from the whole of cona 1 unless the competent organ has issued a permit, which it does only when the load cannot be carried by a smaller vehicle.
  • If you are heading for the old town on foot-street level, assume you cannot drive in at all. The območja za pešce are closed to motor vehicles under 30. člen, with deliveries allowed 06:00 to 10:00, or 06:00 to 08:00 in the neighbourhood areas. We do not hold the list of streets those areas cover.
  • Retractable bollards are part of how this is enforced in the city centre: 35. člen lets the city guard pedestrian areas with movable and fixed physical barriers, and an electronic card raises them for a permit holder.

The delivery windows are 109/23's replacement of 30. člen odstavek 3, which splits them: 06:00 to 10:00 in the pedestrian areas with a full motor-traffic ban and in those with limited local traffic, and 06:00 to 08:00 in the neighbourhood pedestrian areas that the same amendment created
