Driving in Ljubljana: Heavy vehicle ban

Ljubljana, Slovenia · Heavy vehicle ban

Official name Cona 1 – prepoved prometa tovornih vozil nad 3,5 t (3. člen Odloka o urejanju prometa v Mestni občini Ljubljana)

What applies

Ljubljana bars goods vehicles from the middle of the city on one question: what the vehicle weighs. 3. člen of the Odlok o urejanju prometa v Mestni občini Ljubljana prohibits, in cona 1, the traffic of goods vehicles whose maximum permissible mass exceeds 3.5 tonnes, together with working machines, working vehicles and tractors, except with a permit from the competent city organ.

The permit is not sold and it is not general: odstavek 2 issues it only when the size, nature or shape of the load makes it impossible to carry with a smaller vehicle, which is a test about the cargo rather than about the driver. Odstavek 3 exempts the vehicles named in 31.

člen, and since the 102/2025 amendment replaced that article on 1 January 2026 those are utility-service vehicles — vozila za potrebe izvajanja storitev gospodarskih javnih služb — on their own one-year permit; the four tendered environmentally friendly taxis and the patient-transport vehicles that the 2017 text also listed there are gone.

There are no hours: the article names no time of day, no weekday and no season, so the ban runs continuously. There is no emission test anywhere in this ordinance and no charge for entering. Driving in without a permit is a 160 euro offence for an individual, a fifth paragraph the 61/2023 amendment added to the article.

This record is published with its boundary unheld, and the reason is worth stating plainly because an earlier cycle recorded the opposite. 2. člen defines cona 1, 2 and 3 as areas of the city "ki jih oklepajo ulice in ceste, kot izhaja iz grafičnega prikaza" — enclosed by streets, as shown in a graphic annex — and names not one of those streets in the ordinance's fifty-odd articles.

The annex is not missing, though: priloga 1 is published by the gazette as an attachment to the act, it was replaced by the 16/2021 amendment with a sheet drawn in October 2020 at 1:70,000, and the city republishes that same sheet on its own parking page under the heading "Shema parkirnih con". What it is is a drawing.

Reading the boundary streets off it would be our line rather than the city's, which is the line Kladno is withheld on, so the extent is stated here only in the words the city itself uses for it.

Uradni list Republike Slovenije, št. 8/2017 of 17 February 2017, item 391 — Odlok o urejanju prometa v Mestni občini Ljubljana, adopted by the Ljubljana city council at its 22nd session on 30 January 2017 under 100. člen of the Zakon o cestah, 6. člen of the Zakon o pravilih cestnega prometa, 9. člen of the Zakon o financiranju občin and 27. člen of the Statut Mestne občine Ljubljana. 3. člen carries the whole prohibition and the permit test; 2. člen point 1 carries the definition of cona 1 that hands the extent to the graphic annex

Daily charge

There is no charge for entering and none for the permit, and that is the scheme's own answer rather than a gap in ours. 3. člen prices neither the entry nor the permit: odstavek 1 states the prohibition, odstavek 2 the single ground on which the competent organ issues a dovolilnica, odstavek 3 the exemption, odstavek 4 the size of the permit form, odstavek 5 the fine.

No daily rate, no season ticket, no entry fee appears in any of them, and no other article attaches a taksa to this permit — the ordinance's annual taxes belong to the parking permits of 13. and 16. člen and to the delivery places of 24.

člen, which are different documents for different things. A goods-vehicle operator whose load genuinely cannot go in a smaller vehicle applies, is granted or refused in an administrative procedure, and pays nothing for the decision. Recording a figure here from the parking side of the same ordinance would tell a haulier that cona 1 has a price, which is exactly what it does not have.

When it operates

The article states no hours and it is short enough to be certain of that: five paragraphs, of which the first carries the prohibition and mentions no time of day, no weekday and no season. The ban therefore runs continuously. This is a drafting choice rather than an omission, because the same ordinance uses hours where a scheme has them: 30.

člen gives the pedestrian areas a dostavni čas of 06:00 to 10:00 every day of the week, and 06:00 to 08:00 in the neighbourhood pedestrian areas the 109/2023 amendment created. Cona 1 has none. What decides a case here is the vehicle and the load, not the clock.

Area covered

Cona 1 is the innermost of the three zones the ordinance divides Ljubljana into, and the city states its extent in a drawing rather than in words. 2.

člen point 1 says cona 1, 2 and 3 are areas of the city of Ljubljana "ki jih oklepajo ulice in ceste, kot izhaja iz grafičnega prikaza, ki je kot priloga 1 sestavni del tega odloka" — enclosed by streets and roads as shown in the graphic annex that forms part of the act — and then names not one of those streets.

Three things the city itself publishes narrow it, and all three are the publisher's own statements rather than our reading of the map.

First, the annex exists and is public: the gazette serves priloga 1 as an attachment, and the sheet in force is the one the 16/2021 amendment substituted — "Priloga 1: Prikaz parkirnih con in parkirnih območij v Mestni občini Ljubljana", drawn by LUZ d.d. in October 2020 at 1:70,000, with a legend of PARKIRNA CONA 1, PARKIRNA CONA 2, PARKIRNA CONA 3 and PARKIRNO OBMOČJE.

Ljubljana puts the same sheet on its own parking page under the heading "Shema parkirnih con na območju Mestne občine Ljubljana", so the drawing is reachable from both the gazette and the city. Second, the act itself ties its cona to that parking legend, which is what lets the drawing be read as this restriction's ground rather than as a parking-only map: the tariff table in 11.

člen names class U-1 as "parkirna cona 1 območje cone 1", the same area under both names. Third, the act enumerates what cona 1 contains: the 16/2021 amendment rewrote 11.

člen odstavek 6 to set parking-meter time limits "v parkirnih območjih C4, C5, C6, C7, C9 in C10 v coni 1" for at most two hours and "v parkirnih območjih C1, C11, C13 in C14 v coni 1" for at most four, so cona 1 is made up of ten named parking districts — C1, C4, C5, C6, C7, C9, C10, C11, C13 and C14 — whose own outlines are on the same annex.

In the city's plainest description of the same ground, the tariff legend of the current Odredba calls območje 1 the "ožje mestno središče", the narrower city centre, with območje 2 in its immediate vicinity and območje 3 outside it. What none of this gives is a boundary in street names, and this record does not supply one: tracing the ring off a 1:70,000 drawing would be our line, not the city's.

A driver over 3.5 tonnes should treat the whole compact centre of Ljubljana as closed and read the annex or the signs for the edge. See boundary_coverage.

Why there is no map here
The city publishes this extent twice and neither copy is geometry we may hold. The authoritative copy is a drawing: priloga 1 to the ordinance, substituted by the 16/2021 amendment, is a four-page PDF attachment on the gazette's own server showing PARKIRNA CONA 1, 2 and 3 and the PARKIRNO OBMOČJE at 1:70,000, drawn by LUZ d.d. in October 2020 — and the identical sheet sits on the city's parking page as parkirne-cone2.png under the heading "Shema parkirnih con". A drawing is not a polygon, and tracing one off it would be our boundary rather than the city's. The second copy is real vector data and the licence is what stops us. Ljubljana runs its own public spatial information system, Urbinfo, on the Nukleus platform at urbinfo.ljubljana.si, and its layer ip_parkirna_cona holds exactly four polygons whose attributes read PARKIRNA_CONA_IME "Parkirna cona 1" once and "Parkirna cona 2" three times, the cona 1 polygon covering 2.66 km² with a 7.43 km perimeter in EPSG:3794. The viewer has no robots.txt — the host answers HTTP 301 to the application for /robots.txt, so nothing is disallowed — and its JSON-P service answers a plain GET, so the door is open. Its own footer closes it twice over: "© MOL – Oddelek za urejanje prostora. Spletna aplikacija: © LUZ, d.d. Vse pravice pridržane" is all rights reserved, with no grant of any kind, and "Prikazani podatki so informativnega značaja in niso uradni" is the publisher saying the displayed data are informative and not official. So this corpus does not take it, for the Geneva reason and for one more: an open door is not a licence (D-125, D-138), and geometry its own publisher declines to call official could not stand as the city's statement of the area even if it were licensed. The drawing is linked here instead, which is the same extent shown by the authority on its own terms.

Petrol standard

There is no emission test here, and that is a statement about the whole ordinance rather than about this article alone. Read across the consolidated chain of 8/17 with its amendments 14/19, 16/21, 184/21, 137/22, 61/23, 109/23, 37/25 and 102/2025, access turns on three things only: mass, permit and traffic sign. 3.

člen asks what the vehicle weighs and whether the load could go in a smaller one. No fuel, no Euro class, no emission category and no windscreen label appears in it. The ordinance does favour electric drive elsewhere — reserved bays for shared electric cars under 21.

člen, a duty to move an electric vehicle off a charging bay once charging ends under 12. člen — but none of that is a condition of entry. Not estimated.

Diesel standard

There is no diesel test, for the same reason there is no petrol test: a diesel lorry and a petrol lorry of the same mass are treated identically, and both are barred. The only vehicle properties 3. člen grades on are maximum permissible mass over 3.5 tonnes and the categories of working machine, working vehicle and tractor, which it names outright regardless of what they burn.

This is not a low emission zone with a weight cut-off; it is a weight restriction, and Slovenia has no national low emission zone framework that this record has read either way. Not estimated.

Uradni list Republike Slovenije, št. 61/2023, item 1891 — Odlok o spremembah in dopolnitvah Odloka o urejanju prometa v Mestni občini Ljubljana. The amendment adds a fifth paragraph to 3. člen: "Z globo 160 eurov se kaznuje za prekršek posameznik, ki ravna v nasprotju s prvim odstavkom tega člena" — 160 euros for an individual who acts contrary to the prohibition in odstavek 1. Before this amendment the article carried no fine of its own. The ordinance states no separate figure for a legal person under 3. člen

How to comply
  • If your vehicle's maximum permissible mass is over 3.5 tonnes, you may not drive it in cona 1 — the central zone of Ljubljana — without a permit from the city. The same ban covers working machines, working vehicles and tractors whatever they weigh.
  • The ban runs at every hour. The article sets no time window, no weekday and no season, so arriving at night or on a Sunday changes nothing.
  • It is not an emission scheme. Your Euro class, your fuel and any windscreen sticker are irrelevant here; only the mass and the vehicle category are.
  • There is one way through it and it is narrow: the competent city organ issues a dovolilnica only when the size, nature or shape of the load makes it impossible to carry with a smaller vehicle. Needing to be there is not a ground; the cargo has to be the reason.
  • Apply before you travel. This is an administrative decision by the Mestna uprava MOL, not something bought at a barrier or paid online on the day.
  • The permit costs nothing. No entry charge, no daily rate and no annual tax attaches to it — the yearly taxes elsewhere in this ordinance belong to resident parking permits and to delivery places, which are different documents.
  • Utility-service vehicles are outside the ban: 3. člen odstavek 3 exempts the vehicles of 31. člen, and since 1 January 2026 that article covers vehicles performing public utility services, which need their own one-year permit for the pedestrian areas. The four tendered environmentally friendly taxis and the patient-transport vehicles listed there until the 102/2025 amendment are no longer in it.
  • Driving in without a permit is an offence. The fine for an individual is 160 euros.
  • Where cona 1 is, is published as a drawing rather than as a list of streets. Look at priloga 1 to the ordinance — the gazette serves it as an attachment, and the city shows the same sheet on its parking page as the "Shema parkirnih con" — before you plan a delivery into the centre.
  • As a rule of thumb from the city's own words, cona 1 is the ožje mestno središče, the narrower city centre, and it is made up of ten parking districts the ordinance names: C1, C4, C5, C6, C7, C9, C10, C11, C13 and C14. We do not hold its boundary as streets and will not guess one.
  • Two other restrictions in the same ordinance overlap this one and do not stop where it stops. Slovenska cesta between Šubičeva ulica and Gosposvetska cesta is closed to general motor traffic under 3.a člen, and the območja za pešce are closed to motor vehicles altogether under 30. člen, with deliveries only 06:00 to 10:00, or 06:00 to 08:00 in the neighbourhood areas.
  • Expect physical enforcement in the old town rather than a camera: 35. člen lets the city guard the pedestrian areas with movable and fixed barriers raised by an electronic card.
