Spain: 1 scheme to know about before you drive in.
Palma has one driving restriction on our books: the Zona de Bajas Emisiones Centre Ciutat — ZBE Fase I, Centro de Palma (low emission zone). What is a low emission zone?
Sources last read on 2026-09-12, from the authorities' own pages. The next scheduled check is 2026-12-31.
Palma's low emission zone covers the old town inside the ring of Avingudas and the seafront, and Annex 1 of the ordinance gives its time of application in one word: continuous. Today a car carrying any DGT environmental label — B, C, ECO or 0 — drives and parks there freely and registers nothing. Only a vehicle with no label at all is kept out, and it needs a municipal authorisation to go in.
The label test tightens twice on dates already written into the ordinance: from 1 January 2027 a B label is no longer enough, and from 1 January 2030 only ECO and 0 are. The part that decides a foreign visitor's trip is not the label at all, because a car registered outside Spain has no DGT label to read.
Palma settled that in its own decree of 13 March 2026: a foreign-plated vehicle is now judged on the Euro class on its registration document, and any owner who meets it may register for access — but the registration has to be filed five calendar days before the date you plan to drive in, and one of the required documents is the ticket proving the car came over to the island. What you get back is a 30-day permit.
The fine for getting it wrong is 200 euros, set by the city itself, and it rises by 30 % for a repeat within the year.
