Driving in Málaga: Low emission zone

Málaga, Spain · Low emission zone

Official name Zona de Bajas Emisiones de la Ciudad de Málaga

What applies

Málaga's low emission zone asks a question no other zone in this corpus asks first: not what you drive, but where your car pays its road tax. Article 15.3 of the Ordenanza de Movilidad bans vehicles with DGT label B, or with no label at all, that are not registered for the vehicle tax (IVTM) in the city of Málaga. The identical car registered in Málaga is admitted.

A visitor is therefore the person the rule is aimed at, and the exemption cannot be bought, applied for or earned on the road. Two consequences follow that catch people out. Because access is decided by reading the plate against the DGT and municipal databases, the city states that no physical DGT sticker is required — the opposite of Zaragoza, where failing to display one is itself an offence.

And the timetable is a moving one: the city's own quarterly report dates the ordinance's entry into force to December 2024, the end of the grace period for unlabelled outside vehicles to December 2025, and the end of it for outside B-label vehicles to December 2026.

Daily charge

There is no charge and no day pass of any kind. Access is decided by automatic plate reading against the DGT label and the municipal vehicle-tax roll; a vehicle either qualifies or it does not, and nothing in the ordinance lets a non-qualifying driver pay to enter.

When it operates

Neither the Área de Movilidad's zone page nor articles 11 and 15 of the Ordenanza de Movilidad, read on 2026-09-12, state any hour, day or season for the ZBE. Do not assume the restriction is limited to working hours: Zaragoza's zone is a weekday 08:00–20:00 window and nothing here says Málaga's is.

Do not assume 24/7 either — this record gives no verdict for a time of day, because article 9.6 of the same ordinance lets the mobility body issue further development rules, and no such instrument was read here.

Area covered

404.03 hectares of the central city, inside a perimeter the ordinance names street by street: Paseo Marítimo Antonio Machado, Avenida Ingeniero José María Garnica, Calle Explanada de la Estación, Plaza de la Solidaridad, Avenida de las Américas, Avenida de la Aurora, Jardines de Picasso, Avenida de Andalucía, Calle Compositor Lehmberg Ruiz, Calle Hilera, Calle Santa Elena, Calle Honduras, Calle Arango, Calle Martínez Maldonado, Avenida de Barcelona, Plaza del Hospital Civil, Avenida Doctor Gálvez Ginachero, Calle Mazarredo, Avenida del Arroyo de los Ángeles, Paseo de Martiricos, Calle Huerto de los Claveles, Calle Marqués de Cádiz, Calle Juan del Encina, Calle Empecinado, Plaza Capuchinos, Alameda de Capuchinos, Plaza Olletas, Calle Toquero, Calle Obispo González García, Calle Amargura, Calle Ferrándiz, Paseo Salvador Rueda, Calle Rafael Pérez Estrada and Paseo Marítimo Pablo Ruiz Picasso.

Three stricter zones sit wholly inside it — the Centro Histórico, the Centro de Arte Contemporáneo and Soho Este/Soho Oeste — and article 10.3 says a vehicle entering any of them must satisfy the entry rules of both that zone and the ZBE. Those three are not covered by this record.

Petrol standard

The DGT label decides, and then where the car is taxed decides again. Labels 0, ECO and C enter freely wherever the vehicle is registered. Label B and no label are barred unless the vehicle is on Málaga's own vehicle-tax roll.

The city's own page gives the label thresholds it applies: a petrol car qualifies for label C if first registered from January 2006, and for label B if first registered from 1 January 2001. A petrol car older than 2001 therefore has no label at all — free to enter if it is taxed in Málaga, barred if it is not.

Diesel standard

The same two tests, with later dates. On the city's own figures a diesel car qualifies for label C only if first registered from September 2015, and for label B if first registered from 2006. So a 2010 diesel carries a B label and is barred from the zone unless it is taxed in Málaga — a case where a car that is welcome in Zaragoza at every hour is not welcome here at all.

A diesel older than 2006 has no label.

How to comply
  • Check the label first. A vehicle with DGT label 0, ECO or C enters freely, wherever it is registered.
  • If your car has label B or no label, the test is where it pays the vehicle tax. Registered on Málaga's IVTM roll at the ordinance's entry into force and with unchanged ownership since — allowed. Registered anywhere else — not allowed.
  • There is nothing to apply for as a visitor. The exemptions are properties of the vehicle, not permits: no day pass, no tourist registration, no charge.
  • Know which grace period you are in. The city's quarterly report dates the end of the exception for outside vehicles with no label to December 2025, for outside vehicles with label B to December 2026, and for N1 goods vehicles with label B or none to December 2028.
  • You do not need the physical sticker here. The city says the control system reads the plate against DGT and municipal data, so carrying the DGT label on the windscreen is not required — a rule that does not travel to other Spanish cities.
  • Some heavier vehicles are freer than cars. Regular public transport, taxis and VTC, historic vehicles under Real Decreto 1247/1995, and N2 and N3 goods vehicles all enter freely under article 15.1, whatever their label.
  • Emergency, health, security, municipal, towing, cash-in-transit and postal vehicles enter after notification and automated plate checking rather than by permit.
  • Entering the Centro Histórico, the Centro de Arte Contemporáneo or Soho means satisfying that zone's rules as well as these; they are inside the ZBE and are not covered here.
