Driving in Glasgow: Glasgow's Low Emission Zone

Glasgow, United Kingdom · Low emission zone

What applies

Glasgow runs Scotland's first Low Emission Zone, and like every Scottish LEZ it bans rather than charges: a vehicle below the standard is not allowed in at any price. The zone is the city centre bounded by the M8 to the north and west, the River Clyde to the south and Saltmarket/High Street to the east — about 3.06 km².

Phase 1 covered buses only from 31 December 2018; phase 2 took in all vehicle types and has been enforced by camera since 1 June 2023, with a further year for vehicles registered to a residential address inside the zone, which ended on 1 June 2024. Motorcycles and mopeds are outside the scheme entirely, and a fully electric vehicle complies.

Daily charge

There is no daily charge, and that is the design rather than a hole in what we read. Section 6(1) of the Transport (Scotland) Act 2019 prohibits driving a non-compliant vehicle on a road within a low emission zone; section 6(2) then makes a penalty charge payable for the contravention. There is no permission to buy and no fee that admits a vehicle below the standard.

The only money in this scheme is the penalty below.

When it operates

Glasgow City Council has published no statement of operating hours that we can read, and we will not carry a neighbour's number across.

What the law says is narrower than a timetable and is worth having exactly: section 6(1) of the Transport (Scotland) Act 2019 is a flat prohibition with no time element, and section 14, which lists what a scheme must specify, requires the zone, the commencement date, the vehicle types, the objectives and the grace periods — and no hours at all.

Section 6(3) assumes continuous operation from the other direction, by capping the charge at one per vehicle per zone "in the course of the same day". Edinburgh and Dundee, under the same statute, both state 24 hours a day, 365 days a year for their own schemes. Glasgow's own page, which would say so for Glasgow, is behind the Cloudflare interstitial on glasgow.gov.uk and is not circumvented.

Area covered

The city centre. Glasgow City Council describes it as "an area bounded by the M8 motorway to the north and west, the River Clyde to the south and Saltmarket/High St to the east", and says so "in general terms" — the operative extent is the polygon the council publishes as open data, which measures 3.062 km² and is held on this record.

The council does not publish the street-by-street list that section 14(1)(a)(ii) of the Transport (Scotland) Act 2019 requires a scheme to contain; that list is in the scheme order, which sits on the part of glasgow.gov.uk we cannot read.

Petrol standard

Euro 4 or better for a petrol vehicle — a positive ignition engine in the regulations' language, generally a car or van registered from 2006 onwards.

The standard is national: regulation 2 of the Low Emission Zones (Emission Standards, Exemptions and Enforcement) (Scotland) Regulations 2021 sets it by reference to "Table 1 in schedule 2 (euro 4 standards for positive ignition engine vehicles)", and it is the same in all four Scottish zones. Glasgow's council did not set it and cannot vary it.

Diesel standard

Euro 6 or better for a diesel vehicle — a compression ignition engine in the regulations' language, generally a car or van registered from September 2015 onwards, and Euro VI for buses, coaches and HGVs. The standard is national: regulation 2 of the Low Emission Zones (Emission Standards, Exemptions and Enforcement) (Scotland) Regulations 2021 sets it by reference to "Table 1 in schedule 1 (euro 6 standards for compression ignition engine vehicles)", and it is the same in all four Scottish zones.

How to comply
  • Meet the standard or stay out. There is nothing to buy: a non-compliant vehicle is prohibited inside the zone, and the council offers no way to pay for entry.
  • The £60 is the first one only. The penalty doubles with each further breach detected in the same zone, and caps at £480 for cars and light goods vehicles, £960 for buses and HGVs.
  • It resets if you stay away. With no further breach detected in the 90 days after the last one, the rate goes back to the base £60.
  • Half off inside 14 days. The initial charge is reduced by 50% if it is paid within 14 days.
  • Motorcycles and mopeds are unaffected, and a fully electric vehicle complies.
  • Living inside the zone bought time, not an exemption. Vehicles registered to a residential address within the zone had until 1 June 2024; that grace period has expired and they are enforced like everyone else.
  • A foreign plate is not outside the scheme. The standard is the euro class of the vehicle, not where it is registered, so check your vehicle's euro class with your own national authority before you travel.
  • Penalty income is not general revenue. The council notes that legislation requires income from penalties to be used to support the air quality objectives of Low Emission Zones.
